The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on June 12, 1967. Present: Commissioner J. B. E, Kuowles The meeting was called to order by the Chairman. The first item of business was a Public Hearing to consider the request of Martin J~ Stinecipher, 2~0~ Park Avenue, for the closing and abandoning.of an existing platted alley right-of-way, and the replatting of same as advertised in the Sanford Herald on June 2, 1967. NOTICE OF PROCEEDING FOR VACATING AND CLOSING ANALLEY TO WHOM IT HAY CONCERN: You will take notice that the City Commission of the City of Sanford, Florida, at 8:00 P. M. on June 12, 1967, in the City Commission Room at the City Hall in the City of Sanford, Florida, will consider and determine whether or not the City will close, vacate and abandon any right of the City and the public in and to that certain north-south alley lying south of 2~th Street between Park and Oak Avenues. Said alley being more particularly described as follows: That certain north-south alley lying adjacent to Lots.1 through 6, Pine Heights, as recorded in Plat Book 5, Pages 54 and 55, Seminole County Records. Whelchel, City Clerk The Chairman a~gounced that the Commission would be glad to hear from anyone in favor of, or against, the closing as advertised in the foregoing notice. After discussion and there being no opposition, Commissioner Higginbotham moved to approve the abandonment and closing of the existing alley, replatting the alley as Outlined, the retention of a l&-foot utility easement within the abandoned alley right-of-way, and authorizing the City Attorney to prepare the proper ordinance for same. Seconded by Commis- sioner Wilson and carried. After discussion and on motion of Commissioner Higginbotham, seconded by Commis- sioner Roberts-and carried, John Daniels, Jr., was appointed to serve as a member of .the City of Sanford Zoning and Planning Commission, filling the unexpired term' created by the resignation of A. W. Lee, Jr. After consideration and'~on motion of Commissioner Higginbotham, seconded by Com- missioner Raborn and carried, Joh~ F. Darby was reappointed to serve as a member on the City of Sanford Civil Service Board for a two-Year term effective June 50, 1967. Consideration next given to several road side produce dealers using trucks as produce stands, which do not meet sanitary code. The Commission requested the matter be held in abeyance, instructing the City Attorney to review this particular type of operation and bring a report for further consideration by the Commission. Charlie Robinson next appeared to clarify a prior request to barricade Seminole Boulevard from Park' to San Juan Avenues and the charging of an admission relative to a boat and water show on the lekefront sponsored by the Rotary Club for a Labor Day Central Florida Regatta event. He explained the potential magnitude of participation and attendance from ether communities, stating the admission charge was for a better control, and was for specta- tors viewing a close up from the landfill area. Hr. Robinson further stated the motel and marina lessees were receptive to a barricade at the landfill site only, and the Rotary Club had settled on this. On motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried permission was given to the sponsor of the Central Florida Regatta to barricade the access ~street into the landfill site on the lakefront using those areas on the landfill site [ which !are U~der the d~signated control of the City, and to charge an admission fee to those specta- tots choosing to view the water events from the landill site. Eoghan N. Kelley, Architect, next appeared and presented to the Commission the First Schematic Phase for the relocation of the City Zoo as a Zoological Garden. After dis- !~cussion of the Outline, Commissioner Roberts moved to approve that the First Schematic Phase !be followed for the basis of proceeding with Schematic Phase ~wo.;~ and the Commission to then decide upon Phase Two presentation as to additions or deductions of the plan. Seconded by Commissioner Higginbotham and carried. Trafford's Map ~ After discussion of the aforesaid Reports Nos. 67-175 through 67-200, and finding each building to be considered unsanitary, unsafe or dilapidated, Commissioner Raborn moved a Public Hearing be held to consider Reports Nos., 67-175 through 67-187 on June 26, 1967; and Reports Nos. 67-188 through 67-200 on July 10, 1967, for condemnation. Seconded by Commissioner Roberts and carried. After discussion and on motion of Commissioner Roberts, seconded by Commissioner Raborn and carried, approval was given to pay the monthly May, 1967, statement of $208.'33 to the Seminole County Humane Society for dog services rendered to the City under contract for same. After consideration and on motion of Commissioner Higginbotham, seconded by Commis- sioner Raborn and carried, approval was granted for payment of $10,181.88 to Shoemaker Construction Company, Inc., as submitted on Statement No. 2, dated June l, 1967, for materi&ls and work completed through May, 1967, on the Lakefront Marina Project, as approved by the City project engineering firm Clark, Dietz and Associates and the City Manager, and as au- thorized under Agreement for Miscellaneous Marina Facilities, dated March 27, 1967. After ~iscussion and on motion of Commissioner Higginbotham, seconded by Commis- sioner Raborn and carried, authorization was given to pay $13,886.07 to Bercleve Unifloats, Inc., as submitted on Statement No. 2, dated June l, 1967, for materials and work completed through May 31, 1967, for Floating Piers and Associated Work for the Lakefront Marina Project, as approved by the City project engineering firm Clark, Dietz and Associates and the City Manager, and as authorized under Agreement for same, dated January 3, 1967. After consideration and on recommendation of the City Manager, Commissioner Wilson moved to authorize the balance and final payment of $512'30 from Water and Sewer Reserve for Renewal and Replacement to engineering firm Clark, Dietz and Associates for engineering design MINUTE,S City Commission, Sanford,. M. 19 67 393 work and general supervision of construction for Water Improvement Project under Contracts A, B, C and D;!.more particularly the finalization of Contract D, water treatment plants as evidenced by Final Statement No. ll, dated Hay 31, 1967. Seconded by Commissioner Roberts and carried. After consideration and on motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, the transfer of funds was approved as follows: (a) $320.00 from Account No. 8150-Contingency, to Account No. q~26-Equipment-General, Swimming Pools, to cover the re- placement of a 14-foot diving board at the Goldsboro pool. (b) $130.00 from Account No. 8501-Salaries, Industrial Commission, to Account No. 8512-Furniture, Fixtures and Office Equipment, Industrial Commission; cost difference in desk exchange for the Director. (c) $150.00 from Account No. 6005-Office Supplies, and $160.00 from Account No. 6023-Utilities, Library, for a total of $310.00 to Account No. 6028-Books, Library. Consideration was next given to the feasibility of renewing leases on privately owned property used for the purpose of municipal public off-street parking lots. After discussion, Commissioner Raborn moved to authorize that the..,"following off-street parking lot leases be renewed for a period of three years: (1) Lot No. 3. Owned by Chase and Company; southeaSt corner of Oak Avenue and West Second Street; annual cost of $400.00~ (2)Lot No. 4. Owned by Frederick H. Williams; southeast' corner of Magnolia Avenue, and East ~r~ Street; annual cost of $300.00. (3) Lot No. 5. Owned by Herman P. Maier; southeast corner of Sanford Avenue and East Second Street; annual cost of $400.00 Seconded by Commissioner Wilson and carried. On motion of Commissioner Roberts, seconded by Commissioner Wilson and carried, minutes of May 22, 1967, were approved. After discussion and on motion of Commissioner Higginbotham, seconded by Commis- sioner Roberts and carried, the Mayor and City Manager were delegated to serve as representa- tives on an Economic Development Committee for the coordination of Economic Development Administration projects. After discussion and on motion of Commissioner Higginbotham, seconded by Commis- sioner Roberts and carried, authorization was granted for payment of $100.00 from Contingency Account No. 8150, to Ovid Gano, Consulting Engineer, Melrose, Florida, for an analysis of the effect of the proposed 8-story building on WTRR radio tower's transmission. After consideration, Commissioner Roberts moved that the City Attorney be authorized to prepare the appropriate resolution complimenting our legislative Delegation on its State Capital relocation stand, requesting the City of Sanford area be considered and studied for location of the future Capital of the State of Florida, if and when relocation is considered to be in the best interest of all of the people of the State of Florida. Seconded by Com- missioner Raborn and carried.
