The City Commission of the City of Sanford, Florida met in regular session at the
3ity Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on June 26, 1967.

The meeting was called to order by the Chairman.
The Chairman announced that the first order of business was a Public Hearing to
~onsider the condemnation of thirteen buildings or structures, in accordance with notice
authorized at regular meeting of June 12, 1967, to property owners as follows:

The Chairman then announced that the Commission would be glad to hear from any
)roperty owner or representative thereof.
Report No. 67-186, 319-321 East First Street, property ownedby Mrs. A. E. Mallem,
~as represented by Ma~eline Mallem and Attorney Edwin Shinholser. Other reports with repre-
sentation were: 67-175, 67-177, 67-179 and 67-182.
After discussion and consideration of each Condemnation Report Nos. 67-175 through
57-187, and finding each building to be unsanitary, unsafe, and dilapidated, the following
~ction was taken:
(1) Moved by Commissioner Higginbotham, seconded by Commissioner Wilson and
carried, that structure or building covered by Report No. 67-182 be
condemned and the owner given notice of six months to repair or demolish.
(2) Moved by Commissioner Roberts, seconded by Commissioner Raborn and carried,
that structure or building covered by Report No. 67-181 be condemned and
the owner given netice of ninety days to repair or demolish.

(3) Moved by Commissioner Raborn, seconded by Commissioner Roberts and carried,
that structure or building covered by Report No. 67-177 be condemned and the
owner given notice of six months to repair or demolish.
(4) Moved by Commissioner Raborn, seconded by Commissioner Roberts and carried,
that structure or building covered by Report No. 67-175 be condemned and the
owner given notice of ~ety days to repair or demolish.
(5) Moved by Commissioner Raborn, seconded by Commissioner Roberts and carried,
that all remaining structures or buildings as covered by Reports Nos. 67-176,
67-178 through 67-180, 67-183 through 67-187, not previously acted upon, be
condemned and the owners given notice of ninety days to repair or demolish,
or give,just cause why they are not repaired or demolished, and after ninety
days and/or six months to authorize the City to demolish the buildings or
structures and levy a lien against the property for the cost of demolishing.
Consideration next given to the request of William Austin, developer, and Bob
Fisher of Federal Housing Authority, for the CommisSion to sanction a.':~50-~nit federal funding
rent supplement project in Academy Manor Subdivision for low cost rental housing for the low
income minority group. Due to the recent commitment of the Commission for the Sanford Public
Housing Authority federal funding project of 300 additional public housing units for the
elderly and low income minority group, the City Commission instructed the City Manager to
contact the proper officials in Atlanta for the Housing and Urban Development for a deter-
mination as to any affects or conflicts the two federal projects might have. A report on
same to be submitted to the Commission at the next regular meeting.
After consideration and on motion of Commissioner Raborn, seconded by Commissioner
Higginbotham and carried, the request of N. W. Love to annex his property at 405 East 26th
Street, and to tap into water and sewer utilities was approved with the provision the property
owner sign the standard annexation petition to place the property in a proposed annexation
area, and all costs relative to the utility taps be at the expense of the property owner.
After discussion, Commissioner Higginbotham moved to approve contracting with Jack
Goodin, County Planner, under an Agreement for updating the City workable program as a pre-
requisite for federal funding projects, and such work as submitted under Mr. Goodin's outline
of Phase One be at a fee of $100.00 per month. Seconded by Commissioner Roberts and carried.
As requested at the meeting of June 12, 1967, regarding the present operation of
various produce peddler establishments selling from open, stationary trucks and wherein
Icertain code and health requirements are not being met, the City Attorney reported that
Section 12-8, Manner of Displaying Food Products, sets forth the requirement that displayed
foods such as fruits and vegetables shall be on stands not less than 18" in height from the
floor or sidewalk and shall at all times be kept free from flies by the use of wire screens
or glass cases, and further, that over the past years under the issuance of a peddler's
ilicense, it has been an interpretation that peddlers were not an operation permitted to become
stationary in one certain location, but were to move their truck up and down the streets
from house to house.
After lengthy discussion, the City Commission instructed that the City Manager,
~City Attorney and the local county health sanitarian meet to discuss this particular situationl
and to.~present back to the Commission feasible regulations for the operation and control of
oroduce vendors.

Consideration was next given regarding a feasible location for the proposed
Neighborhood Facilities Building as applicable under federal funding programs. A general
area between Olive and Mulberry Avenues and between the Housing Project on West Ninth Street
south to West 13th Street was discussed. The Commission instructed the City Manager to study
the area outlined and to submit a list of three priority site selections forthe Commission's
consideration and a final site selection.
After consideration and on recommendation of the City Manager, Commissioner Higgin-
botham moved to approve the payment of statement, dated June 15, 1967, of Clark, Dietz and
Associates, amount of $80~.6~, for engineering fees for March, April, and May, 1967, as
authorized in accordance with Schedule of Rates under agreement of July 27, 1965, for River-
port Marina, dredging and bulkheading of the Lakefront Development Project, Municipal
Improvement Construction Project. Seconded by Commissioner Roberts and carried.
After discussion of same and the recommendation of the City Manager, Commissioner
Higginbotham moved to authorize the payment of $2,897.00, evidenced by statement, dated
June 16, 1967, to Shoreline Dredging and Construction Company, Jacksonville, sub-contractor,
for an extra 86.6 hours of dredging work in the cleaning of the boat basins on the Lakefront
Development Project, Municipal Improvement Construction Project. Seconded by Commissioner
Raborn and carried.
On request of the Seminole County Chamber of Commerce for release of the 1966-67
quarterly appropriation to cover the cost of outdoor advertising billboard signs, Commis-
sioner Raborn moved to approve the quarterly payment of July, August and September, in the
amount of $1,050.00. Seconded by Commissioner Roberts and carried.
After consideration and on motion of Commissioner Higginbotham, seconded by
Commissioner Raborn and carried the following appointments as recommended by the various
organizations to the Executive Committee, Economic Development Administration, were confirmed
and accepted by the City Commission as follows:

Commissioner Raborn next introduced Ordinance No. 916, entitled:

Commissioner Raborn then moved on the waiver of the requirement of the second
reading of Ordinance No. 916, and that same be placed on its final passage and adoption.

Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted said Ordinance No. 916, entitled:

After discussion and on motion of Commissioner Raborn, seconded by Commissioner
Wilson and carried over the dissenting vote of Commissioner Roberts, the adoption of a
resolution regarding federal funding for public housing units was tabled pending the investi-
gation by the City Manager with the Housing and Urban Development official in Atlanta re-
garding the status of federal funding effects of more than one housing program relative to
public vs. private.
On motion of Commissioner Raborn, seconded by Commissioner Wilson and carried, a
joint resolution of commendation for Captain Richard E. Fowler, Jr., with the Seminole County
Commission and the Seminol~ County Chamber of Commerce, was authorized to be prepared by the
City Attorney.
Consideration next given to an airport feasibility study of the Sanford Naval Air
Station property, and after discussion, Commissioner Raborn moved the City Manager be author-
ized to schedule interviews with three qualified engineering firms with the Commission for
discussion on this study, and that the cost of such study be referred to the Economic Devel-
opment Administration Committee. Seconded by Commissioner Roberts and carried.
After discussion, Commissioner Higginbotham moved to approve that the City Manager
negotiate with Lee Brothers Construction Company of Sanford,~ on a cost for the replacement of
the boiler and heating system at the City jail, as such work has been determined an emergency
and needs immediate attention. Seconded by Commissioner Wilson and carried.
Under discussion of a request by the Industrial Commission for funds to be made
~vailable for a General Electric training feasibility study for use of the Sanford Naval Air
Station property, Commissioner Roberts moved that the request be referred to the Economic
Development Administration Committee for their consideration and action. Seconded by Commis-
sioner Raborn and carried.
A request was submitted by the Square Dance Club for the City to provide air c0ndi-
Oioning for weekly sessions during the months of July, August and September. After consider-
~ble discussion, Commissioner Higginbotham moved that the Club continue as they have been with
~espect to paying the City a fee on the air conditioning operating expenses. Motion died for
[ack of a second.
Commissioner Roberts then moved that the City pay for the air conditioning use ex-
pense every other week for the Square Dance Club. Seconded by Commissioner Raborn and carried
,vet the dissenting vote of Commissioner Wilson.

seconded by Commissioner Roberts and carried, the City Attorney was authorized to prepare a
proposed draft of an ordinance for regulations of trailer parks for submission for the

After consideration and on motion of Commissioner Higginbotham, seconded by
Commissioner Roberts and carried, authorization was given to pay $51,561.73 to Contractor
Houdaille-Duval-Wright Company, as submitted on Invoice No. 25605, dated June 9, 1967, on
dredging and bulkheading for Lakefront Marina, for work and materials completed through
June 9, 1967, as approved by the City project engineering firm Clark, Dietz and Associates
and the City Manager, and as authorized under the Contractor's Agreement for Riverport Marina,
dated March 24, 1966.
After consideration and on motion of Commissioner Higginbotham, seconded by
Commissioner Roberts and carried, authorization was given for payment of $21,530.16, Municipal
Improvement Construction, to Misener Marine Construction, Inc., as submitted on Invoice No. 82
dated May 31, 1967, and as authorized on letter of ContraCt, dated October 25, 1966, break-
water construction~work and materials completed through May 51, 1967, as approved by project
engineering firm Clark, Dietz and Associates and the City Manager.
After discussion of same, Commissioner Roberts moved to authorize the payment of
$285.60 to the Seminole High School for recreational basketball use ~f the gymnasium covering
a total of 105 games, and to authorize transfer of $286.00 for the payment of same from
Contingency Account No. 8150 to Recreation Miscellaneous Account No. 4209. Seconded by
Commissioner Raborn and carried.
After discussion of a proposed Code Enforcement Program vs. the present condemnation
program, Commissioner Roberts moved to authorize the City Manager and Building Official to
give the Commission an analysis of areas that contain homes, structures and buildings that
are of a definite hazard to health and welfare, so that the Commission might consider and
pursue a remedial type of program in an orderly manner. The motion including the stipulation
that, only "rental-occupied" structures to be shown in the analysis. Seconded by Commissioner
Raborn and carried.
There being no further business, the meeting adjourned.
