The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on July 10, 1967.

The meeting was called to order by the Chairman.
The Chairman announced that the first order of business was a Public Hearing to
consider the condemnation of eight buildings or structures plus five commercial buildings
with the condemnation applying only to the marquees or canopies overhanging the public side-
walk. Said hearing in accordance with notice authorized at regular meeting of June 12, 1967,
to property owners as follows:

The Chairman then announced that the Commission would be glad to hear from any
property owner or representative thereof.
It was announced that the property covered by Report No. 67-200, lll6 Magnolia
Avenue, May E. Lane as owner, was in final process of sale and the new owners contemplated
repairs.
Rhett and William Ravenel, Orlando, represented Report No. 67-199, property of
Eleanor H. Ravenel, 107 East Seventh Street, stating that the property is periodically
8hecked. After discussion and on motion of Commissioner Higginbotham, seconded by Commis-
sioner Raborn and carried, that the garage covered by Report"No. 67-199 be condemned and the

owner given notice of ninety days to repair or remove the garage, clean up all yard debris,
and eliminate all fire hazards existing in, upon, or around the building.
Under discussion of Report No. 67-198, Sinclair Refining Company service station,
720 Park Avenue, no representation present, Commissioner Higginbotham moved that this report
and Condemnation Report No. 67-192, Staudard Oil Company service station, 301 Park Avenue,
be removed from the condemnation list, offering the following statement in support of the
motion:
"To begin with, we hired this Zoning and Planner to go around here and he told us
all what we were going to use our pr~operty for and if we vacated it, it became non-co~forming
and we couldn't go back in and use it for that purpose, which is a little bit high handed.
So, then you abandon it, maybe momentarily, but you automatically could not go back in it
under this Zoning and Planning deal we have now.. . once a service station operator once
abandons it. So, we have put them in this position of being unable to tend it. Second, that
building is like the one at Third and Park, it has probably a slate roof on it.. . I know
the one at Third and Park does, steel frame with more heavy construction material in it than
any building...more than any individual building like some oil companies do with this
structure as sound and as well put up as they are. There is only one outward appearance,
that if anything...the one at Third and Park has one place over the restroom where the
gutter is leaking. And as far as electricity and fire hazard...there is no electricity in
either one of them. They are out of concrete brick with slate roofs and steel. 'You couldn't
tear one of them down. We like to never got the one tore down and dug up in front, of the
courthouse. So the only criteria we have to go on to condemn and do away with something, is
when it becomes a health hazard or menance to the public, or is in a bad, rundown condition
where it is falling down. Now, Standard Oil has issued orders that about every three months
these lawns, where service stations are not operated, be cut and hanled off; which we have
a man coming in to do ours Wednesday. And there is no way in the world that you can force
these people to go in there and do any more than is being done now to those buildings under
the circumstances. Because you've got to show that it is detremental to health and welfare,
or its dangerous or hazardous. And just because a man abandons his building, we have no more~
right to ask Sinclair or Standar~ Oil to tear those buildings down as we would have to ask
Penney's to tear their building down or Yowell's or somebody else that has abandoned a

building. Now we are going a little overboard on these buildings; and if they/&n a condition
to be repaired, I think we had better slow down a little bit because we've got people living
in houses that are ten times worse than any of these we are talking about on this list, and
some of them can't even be repaired. Some of them are living in them with no floor in them.
We are in a far field than what this thing was set up for. I don't want to see us sitting
around here spinning our wheels condemning buildings that need just minor repa~s or just
ibecause they are vacant. Because the man that owns that property, he is paying taxes and
damn well has a right to let it stay vacant if he wants to, because he's paying the taxes
and it isn't menance to health and welfare. So that's my argument for both of those buildings
Should not have been on the list in the kirst place. The laws under which we are operating
on this program does not apply. . .in any sense of the word."
Motion died for lack of a second.
Next representation was by property owner Eleanor Russell on Report No. 67-197,

518 and 520 Palmetto Avenue, two-story duplex, and after consideration, Commissioner Higgin-
botham moved that the structure or building covered by this report be condemned and the owner
given notice of ninety days to repair or remove. Seconded by Commissioner Raborn and carried.
Consideration was next given to Report Nos. 67-195 and 67-196 regarding the marquees
only on commercial buildings located at 210, 212 and 422 Sanford Avenue and owned by Eleanor
Russell. After consideration, Commissioner Wilson moved that the overhanging marquees be
condemned and the owner given notice of ninety days to repair or remove. Seconded by Com-
missioner Raborn and carried.
There was no representation on Report Nos. 67-194, 67-193, 67-192, 67-190 and 67-188.
Report No. 67-191, 208 East Third Street, was represented by William E. Holler,and Joe Bryant
represented Report No. 67-189, property of Edward Nesbit at ll03 Willow Avenue.
After consideration, Commissioner Wilson moved that all other remaining structures
or buildings not previously acted upon and covered by Reports Nos. 67-188 through 67-194,
67-198 and 67-200 be condemned and the owners given notice of ninety days to repair or remove
and all owners notified that if repairs or removal of structures has not been completed within
the ninety days granted, they shall give just cause why they are not repaired or removed and
after ninety days to authorize the City to remove the buildings, st~actures or marquees and
levy a lien against the property for the cost of removing same. Seconded by Commissioner
Raborn and carried.
After consideration, Commissioner Higginbotham moved to authorize the payment of
$10,216.35 to Misener Marine Construction, Inc., as evidenced on Estimate No. 2, dated June
30, 1967, Invoice 109, for breakwater work completed through June 30, 1967, on the Lakefront
Development Project, as approved by the project engineering firm Clark, Dietz and Associates
and the City Manager, and as authorized under letter of contract dated October 25, 1966.
Seconded by Commissioner Wilson and carried.
A discussion was next held with Mr, Doyle, representative of Colonial Oil Company,
regarding the unauthorized billboard signs of 200 square feet being erected at the Colonial
Oil service station~ 1500 French Avenue. Commissioner Higgi=botham moved that the matter be
submitted to the Building Official for study and recommendations to be submitted back to the
City Commission for final action. Seconded by Commissioner Raborn and carried.
Considered next was a request of a hardship claim by Robert Oldaker, Apartment 28,
Higgins Terrace, disabled from an auto accident, for an exempt occupational license to operate
a Second Hand Dealer-Fixit Shop at the location of 412 Sanford Avenue, Commissioner Raborn
moved to approve same with the exempt license issued through September 30, 1967. Seconded by
~ommissioner Higginbotham and carried.
After request and consideration of same Commissioner Higginbotham moved to approve
the transfer of name only in occupational license No. 1269 and 1270 from the Thriftway,
2495 Park Avenue to Park and Shop, Gazil, Inc., same address. Seconded by Commissioner
Raborn and carried.
As authorized at a prior meeting, three locations in an approved general area for
a si~e selection for the location of the proposed Neighborhood Facilities Building was sub-
mitted as follows:
1. Ne-Hi Bottling Plant, corner of Sixth and Pecan Avenue

and after discussion of same, Commissioner Raborn moved to approve the acceptance of the
site location of Mulberry and Eleventh Street with the provision that there may be a need to
increase the property in size to meet the required needs of the building, and this site
accepted only on final determination that it is feasible when all plans are culminated.
Seconded by Commissioner Higginbotham and carried over the dissenting vote of Commissioner
Baker.
Under the foregoing discussion, John Daniels, Sanford, Florida, drew attention to
locations of property for consideration as follows:
1. Five lots on the south side of West 13th Street east of
Mulberry running south to 13th Place
2. Between 13th Place and l#th Street on the east side of
Southwest Road
The City Manager was instructed by the Commission to check these two sites and report the
findings back to them.
The City Manager gave a ~eport on the request of William Austin for a commitment
from the Commission to approve a 50-unit federal rent supplement program and now information
received set forth that federal funds for rent supplement have been ~etiminated and are not
available at the present time.
Commissioner Higginbotham introduced Resolution No. 103~, and after being read in
full, moved on its passage and adoption. Seconded by Commissioner Wilson and carried unani-
mously.

FOWLER, JR. FOR HIS OUTSTANDING SERVICE 'AS A
NAVAL OFFICER AND FOR HIS CONTRIBUTION TO
THE COMMUNITY.
WHEREAS, CAPTIAN RICHARD E. FOWLER, JR. has for more than two years been stationed
at the Sanford Naval Air Station, Sanford, Florida, as Commander of Reconnaissance Attack
~!!Wing One of the United States Navy, during which period he inspired unparalled accomplishments
in the Wing's preparedness and safety, being directly responsible for the transition of the
RASC Vigilante Weapons System into all units; commissioning a new squadron, and being respons-
ible for the ~.nnduct of continuous combat operations of the Wing in Viet Nam, during all of
which period he has cQns~antly demonstrated leadership and interest in all affairs involving
naval operations in Sanford; and
WHEREAS, 'CAPTAIN RICHARD E. FOWLER, JR. dUring his period of service in Sanford
through his qualities of character~, personality and leadership has fostered the continued
civilian-military relationship, which is a model worthy of emulationby every military
facility; and
WHEREAS,.CAPTAIN RICHARD E. FOWLER, JR. has personally played a vital role in the
affairs of Seminole County having served as a member of the Mayor's Bi-Racial Committee;
director of the Seminole County Chamber of Commerce; director of the United Fund; Co-chaiz~nan
of the combined federal campaign; honorary member of the Sanford Rotary Club and Kiwanis Club:
!ian active member a~d Church School teacher of Holy Cross Episcopal Church; and most important

effective operation of Reconnaissance Attack Wing One and Naval Ai~ Station, Sanford; and
WHEREAS, as a result of such efforts of CAPTAIN RICHARD E. FOWLER, JR.,national
and international recognition have been given not only to Reconnaissance Attack Wing One and
Naval Air Station, Sanford, but to the City of Sanford and Seminole County; and
WHEREAS, CAPTAIN RICHARD E. FOWLER, JR. will on August 21, 1967 be transferred
from Naval Air Station, Sanford to be Commanding Officer of the Amphibious Command Ship,
USS ELDORADO, at San Diego, California, and it is the feeling of the City Commission of the
City of Sanford, Board of County Commisssioners of Seminole County, and the Seminole County
Chamber of Commerce that such transfer will affect all of the people of this county and it is
the desire of such bodies to make known to the People of this area and the personnel of the
Navy of his outstanding record of contribution and accomplishment;
NOW, THEREFORE, BE IT JOINTLY RESOLVED by the City Commission of the City of
Sanford, Florida, the Board of County Commissioners of Seminole County, and the Seminole
County Chamber of Commerce, that CAPTAIN RICHARD E. FOWLER, JR. be and he is hereby commended
for his outstanding record of service and contribution and th~ there be expressed herewith
the sincere appreciation of such bodies and the people of this area, and that by these
presents he receive a token of our best wishes for the future and an early return.
BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of the
City Commission, County Commission, and Chamber of Commerce, and that copies be delivered to
Captain Fowler, the Navy Department, and the press.

Commissioner Higginbotham next introduced Resolution No. 1035, and after being
read in full, moved on its passage and adoption. Seconded by Commissioner Raborn and
carried unanimously.
Said Resolution No. 1035 being in words and ~igures as follows:
RESOLUTION APPROVING APPLICATION FOR LOW-RENT HOUSING
WHEREAS, it is the policy of this locality to eliminate substandard and other
inadequate housing, to prevent the spread of slums and blight, and to realize as soon as
feasible the goal of a decent home in a suitable living environment for all of its citizens;
and
WHEREAS, under the provisions of the United States Housing Act of 1937, as
amended, the Housing Assistance Administration is authorized to provide financial assistance
to local public housing agencies for undertaking and carrying out preliminary planning of
low-rent housing projects and financial assistance in providing low-rent housing by leasing
dwelling units in existing privately-owned structures, that will assist in meeting this
goal; and
WHEREAS, the Act provides that there shall be local determination of need for
low-rent housing to meet needs not being adequately met by private enterprise and that the

Housing Assistance Administration shall not make any contract with a public housing agency
for preliminary loans for surveys and planning in respect to any low-rent housing projects un-
less the governing body of the locality involved has by res61ution approved the application
of the public housing agency for such preliminary loan; and
WHEREAS, Section 23 of the Act provides that the provisions thereof shall not
apply to any locality unless the governing body of the locality has by resolution approved
the application of such provisions to such localities; and
WHEREAS, the Housing Authority of the City of Sanford, Florida, (herein called
the "Local Authority") is a public housing agency and is applying to the Housing Assistance
Administration for low-rent housing.
NOW, THEREFORE, be it resolved by the City Commission of the City of Sanford,
Florida, as follows:
1. There exists in the City of Sanford, Florida, a need for such low-rent
housing at rents within the means of low-income families.
2. The application of the Local Authority to the Housing Assistance
Administration for a preliminary loan in an amount not to exceed
$45,000.00 for surveys and planning in connection with low-rent
housing projects of not to exceed approximately 300 dwelling units
is hereby approved
After consideration, Commissioner Higginbotham moved $o approve the payment of
the Seminole County Humane Society statement, in the amount of $208.33 for dog services in
the month of June, and that future monthly statements through September 30, 1967, be author-
ized for payment by the City Manager. Seconded by Commissioner Wilson and carried.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and
carried, minutes of June 12, 1969, were approved.
On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and
carried, current vouchers and payrolls were next approved as evidenced by General Fund
Florida State Bank Voucher Nos. 5386 through 5460; General Fund Sanford Atlantic National
Bank Voucher Nos. 1~868 through 15045; Water and Sewer Revenue Fund Florida State Bank
Voucher Nos. 40 through 55; Sanford Atlantic National Bank Fiunicipal Improvement Construction
Fund Voucher Nos 26 through 28; Florida State Bank Fiunicipal Improvement Construction Fund
Voucher Nos. 81 through 92.
Attention was next brought to the fact that the six months extension given on
the personal note of $6,000.00, plus interest, of J. Brailey Odham regarding the City's
purchase of the Sunland Estates Water System was now overdue as of July l, 1967, and that
he had been notified of same by letter. After discussion, Commissioner Higginbotham moved
that the City Attorney notify Fir. Odham that litigation proceedings would be instituted by
the City if the note was not paid by August l, 1967. Seconded by Commissioner Raborn and
carried.
After consideration, and on recommendation of the City Fianager and the Director
of Recreation, Commissioner Raborn moved that the Fort Fiellon and Goldsboro Swimming Pool
hours be changed to the following schedule:
Monday through Friday: 12:30 P. FI. to 6:30 P.
Saturdgy: 9 A. FI. to 12:00 noon
1:30 P. FI. to 5:50 P. M.

and that funds in the amount of $548.00 be transferred from Contingency Account No. 8150 to
Police Salaries, Account No. 2201, to cover the cost of a special police officer to be
stationed at the Fort Mellon pool for three hours per day for racial control. Seconded by
Commissioner Wilson and carried.
After consideration, Commissioner Raborn moved to authorize the retention of
engineers for the design and cost estimates for the assessment paving project on Grandview
Avenue and East 2&th Place, east of Sanford Avenue. Seconded by Commissioner Wilson and
carried.
There being no further business, the meeting adjourned.
