072467 MINUTES City Commission, .Sanford, Florida . July 24 at 8 P.M. 19 67 407 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on July 24, 1967. Present: Commissioner J. B. Baker, Mayor " Earl Higginbotham " M.L. Raborn, Jr. " W. Vincent Roberts City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. L. Whelchel Police Chief Ben E. Butler Absent: Commissioner A. L. Wilson The meeting was called to order by the Chairman. The.first item of business was a written request from Attorney Mack N. Cleveland, Jr., representing the property owners of the proposed Winn-Dixie complex between East First Street and Second Street and between Sanford Avenue and Cypress Avenues, for the City to pave an area between the present street pavement and the private property line on the west side of Cypress Avenue; and to allow angle parking on Cypress Avenue. After consideration., commissioner Higginbotham moved to approve the City paving the street area up to the private property line, and angle parking on Cypress Avenue. Seconded by Commissioner Roberts and carried. A discussion was next held regarding a review of sites as proposed for the location of a new Neighborhood Community Facilities Building under federal funding on the west side of the City. The five site locations are outlined in minutes of the City Commission meeting of July lC, 1967. William Wright~ lO14 Nest Tenth Street, appeared as spokesman for a delegation of interested teen-agers to discuss the location of the proposed building, stating that his group was in favor of the vacated Nehi Bottling Company property, 549 Pecan Avenue. Others speaking in behalf of this location were Sandra Bell, 1712 Bell Avenue; Larry Allen, 1314 Southwest Ro'ad; Clifford Burman; and Amos Jones,'Assistant Executive Director, Seminole Community Action. The major points of discussion for the said location were: (1) It is now available, eliminating the waiting period for construction of a new building or federal funding. (2) The space and layout of the building appears adequate. (5) The location is warranted due to its one block perimeter from surrounding residences, which is a bearing on the noise and congestion factors. (4) Proximity to the Housing Preject. (5) This building would eliminate the purchase of land that now has existing homes thereon. After discussion, Commissioner Higginbotham moved to approve that the City Manager and the City Attorney make the proper contacts to negotiate a justifiable purchase on the Nehi Bottling Company property, the City to have a qualified appraiser furnish an appraisal figure, and all concrete figures to be submitted to the City Commission for consideration. Seconded by Commissioner Roberts and carried. After consideration and on motion of Commissioner Higginbotham, seconded by Commis- sioner Raborn and carried, approval was granted to pay $8,033.04 to Shoemaker Construction Company, Inc., as submitted on Statement No. 3, dated July 5, 1967, for work completed through June, regarding miscellaneous Marina Facilities and Community Facilities Building on the Lakefront Marina Project, as approved by the City project engineering firm Clark, Dietz and Associates and the City Manager, and as authorized under Agreement for same, dated January 3, 1967. 4O8 MINUTES City Commission, Sanford, Florida July 24 at 8 P. M. 19 67 After consideration and a signed annexation petition being received from the property owners, Commissioner Higginbotham moved to approve the property upon which the Ranch House Restaurant is situated, 5221 Orlando Drive, east of Highway 17-92, outside the City, as an area for proposed annexation, and further, that the owner be allowed to tap into the City water main in front of the property, upon payment of the required costs for same. Seconded by Commissioner Raborn and carried. Commissioner Higginbotham next introduced Ordinance No. 917, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA ~ REGULATING PRODUCE PEDDLERS; DEFINING THE SAME; PROVIDING EXCEPTIONS; PROVIDING PENALTIES FOR VIOLATION. On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried, Ordinance No. 917 was placed on its first reading and read in full. Consideration was next given to proposed rules and regulations as drawn for the authority and power of the Central Contractors Examining Board to examine and determine qualifications of all applicants for various types of contractors and builders trades re- garding issuance of licenses and certificates of competency within the City of Sanford and as required under Section 3, Ordinance No. 913, adopted on April 24, 1967, establishing said board. On motion of Commissioner Raborn, seconded by Commissioner Higginbotham and carried, the proposed rules and regulations as set forth for the operation of the Central Contractors Examining Board were approved and adopted as a part of Ordinance No. 915. After consideration of a request of William C. Clause, Sr., for annexation of his property outside the City limits in the area of Riverview and Narcissus, Lot l~, Florida Land and Colonization Celery Plantation, and to also connect into the City water main, Commissioner Higginbotham moved to approve same on the basis that the property owner sign the standard ann. exation petition and all costs for connecting into the water main be borne by the property owner. Seconded by Commissioner Raborn and carried. After consideration and on motion of Commissioner Raborn, seconded by Commissioner Higginbotham and carried, a $120.00 interview expense regarding Dr. Herbert W' Kissinger, and a request for secretarial increase in salary, by the Sanford Industrial Commission was tabled until the next regular meeting in order to meet and discuss the matter further with the Director and the Board. After consideration, and on motion of Commissioner Roberts, seconded by Commis- sioner Higginbotham and carried, authorization was given to pay City Attorney William C. Hutchison, Jr., at a rate of $25.00 per hour for a total of 73~, as applicable in legal representation for the City of Sanford in the Public Hearing before the Civil Service Board regarding the dismissal of Police Lt. Joe T. Hickson. As previously discussed and action taken at the meeting of July 10, 1967, regarding the $6,000.00 personal note of J. Brailey Odham given on the City's purchase of Sunland i[ Estates Water System, due July l, 1967, and unpaid:i.:the City Manager related to the Commission that Mr. Odham had paid $1,000.00, promised another $1,000.00 payment in thirty (30) days and had requested an extension on the note for the balance to January l, 1968. Seconded by Commissioner Roberts and carried over the dissenting vote of Commissioner Baker. After consideration, Commissioner Higginbotham moved to approve the transfer of beer license No. 944, consumption on premises, Pig N' Whistle, 2501 South Park Drive, from former owner to new owner John Capko, same address. Seconded by Commissioner Roberts and carried.
