The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 P. M. on September ll, 1967.

The meeting was called to order by the Chairman.
Commissioner Higginbotham moved that the regular meeting of the Commission be
temporarily adjourned for the Commission to sit as a Tax Equalization Board and to call the
Tax Equalization Board into session. Seconded by Commissioner Raborn and carried.
The Commission then proceeded to sit as a Tax Equalization Board to receive any
complaints or objections on the 1967 Tax Roll, as revaluated and prepared by the Tax Assessor
and submitted at this time.
The Chairman outlined that the land was revaluated in 1966 and the structure re-
valuated in 1967, with the proposed 1967 valuations reflecting a combined total of same.

The Chairman then stated that the complaints, as registered, would be reviewed at
later meeting, and all property owners appearing would be notified of the decisions of the
Tax Equalization Board.
On motion of Commissioner Raborn, seconded by Commissioner Wilson and carried,
Wednesday, September 13, 1967, at 7:00 P. M. was set for an adjourned meeting of the Tax
Equalization Board to review all tax revaluation complaints.
On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried,
the Commission then adjourned as the Tax Equalization Board.
Commissioner Raborn moved to call the adjourned regular meeting back into session.
Seconded by Commissioner Higginbotham and carried.
The first item of business was consideration of a request from Mrs. Dora S. Bell,
heir, for a 60-day time extension on a condemned structure; and on motion of Commissioner
Wilson, seconded by Commissioner Raborn and carried, approval was given for same to November
26, 1967, on Condemnation Report No. 67-181, Group 12, 201 South Maple Avenue, property of

After consideration, Commissioner Higginbotham moved to approve the request of
George Dangleman, Celery Avenue, to connect to the water main on Celery Avenue when completed
upon the property owner signing the standard annexation petition, that this area be desig-
nated as a "proposed annexation area", and authorization granted for the City to receive
signed petitions from all other property owners in the area requesting City water, and taps
made upon receipt of same. Seconded by Commissioner Roberts and carried.
Commissioner Raborn next introduced Ordinance No. 919, entitled:

on motion of Commissioner Higginbotham, seconded by Commissioner Roberts and
carried, minutes of August 14, 1967, were approved.
A discussion was next held regarding recent state legislative action that requires
municipalities to provide a $10,000.00 death benefit insurance coverage on all fire and
police personnel that are killed while engaged in the performance of prescribed duties, and
on motion o£ Commissioner Higginbotham, seconded by Commissioner Roberts and carried, authori.
zation was given for the City Manager to negotiate for such coverage with the City's Insuranc,
Committee or as deemed necessary under the law.
After discussion and on recommendation of the Zoning and Planning Commission,
Commissioner Roberts moved to set a Public Hearing date for September 25, 1967, to consider
establishing a zoning of C-2 (General Commercial) District for the new p~operty designated
as the Lake£ront Development Motel-Marina Complex, landfill site projecting north of Seminole
Boulevard at Palmetto Avenue. Seconded by Commissioner Raborn and carried.
In participation with the Seminole County Chamber of Commerce, Commissioner Higgin-
botham moved that the Florida State Men's Bowling Association be invited to hold their 1968
Bowling Jamboree in Sanford and the City to extend its assistance. Seconded by Commissioner
Wilson and carried.
A discussion was next held regarding a letter from W. A. Leffter, Jr., President,
Lef£1er Company, Inc., Ssmford, Florida, slating therein the ownership of extensive proper-
ties bordering the right-of-way of Celery Avenue, State Road 415, outside the City limits
and that the City had laid water mains up to the eastern border of such property and in such
were trespassing and further requesting the ceasing of same.
The City Attorney rendered information that the property owner was basing such
request on the basis that the State Road Department had no deeds to a 50-foot right-of-way
on his property and that the water line was being laid in "expressed" easements, and further,
that the property owner was agreeable to withdrawing the letter on the basis that the City
would allow a water tap at his property line without the stipulation of annexation. On
motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried, the City
Hanager was instructed to continue the installation of the water main on the north side of
State Road 415'within the boundaries as set forth by the State Road Department as State
right-of-way easements and no commitments to be made by the City regarding same.
There being no further business, the meeting adjourned.
