The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on October 23, 1967. Present: Commissioner J. B. E. Knowles The meeting was called to order by the Chairman. Gordon Meyer, President, Kiwanis Club, appeared and stated that the organization had rescinded their action to present a Resolution regarding the City's proposed construction of a Youth Center for the minority group in that the group wished to study the matter further. The City Commission next held a discussion with a Goldsboro minority group on the proposed plans to construct a Neighborhood Facilities Building Youth Center in Goldsboro in the proposed area of West 13th Street and Lake Avenue. The discussion also covered considera- tion for the paving of dirt streets in this area, and more particularly the paving of West 16th Street with sidewalk construction. Appearing in behalf and support of the proposed plans for the Youth Center and street construction were the following persons: Herbert Cherry, Rev. H. B. Whitehurst, Larry Allen, Dr. William H. Runge, Robert B. Thomas, Jr., Rev. Robert M. Jenkins, ~ohn Daniels, Jr., and John Kaker. The Chairman then outlined the present status of the proposed Neighborhood Facili- ties Building as to proposed funding and land acquisition, and the present status of the budgeted appropriation to cover a storm drainage engineering study for the entire City. Art H. Harris, member of the Zoning and Planning Commission, outlined to the group the Board's position in recommending to the City Commission the application for federal funding of a Code Enforcement Program so that low income families in blighted areas could receive loans and grants for bringing their housing up to standard minimum requirements. Further, the City Commission was now concluding the work through a professional planner for the City's recerti- fication of a Workable Program as a prerequisite for applying for projects under federal funding. Consideration next given to a written request of the property owner, Eleanor Russell, and Commissioner Roberts moved to approve a 90-day time extension to the date of January 10, 1968, on the duplex structure under Condemnation Report No. 67-197, Group 12, address of 518 and 520 Palmetto Avenue, to allow the completion of either repair or demoli- tion. Seconded by Commissioner Wilson and carried. After discussion of a request signed by fifteen property owners of Roseland Park Subdivision, area east of Summerlin Avenue outside the City limits, for consideration of annexation into the City in addition to being furnished with City water service~ Commissioner Higginbotham moved that same be denied as the needs of this community are such that annexa- tion.was not feasible at the present time. Seconded by Commissioner Roberts and carried. Consideration was given next to a request of the Seminole County Chamber of Com- merce for the release of 1967-68 allocated funds in payment of an executed contract on outdoor billboard advertising for the Lakefront Development Motel-Marina Complex. Fla. given to release and pay same in quarterly amounts of $1,812.50 in advance from the appro- priation accounts No. 813~ - Publicity, and No. 8180 - Lakefront Advertising. After consideration and on recommendation of the City Manager, Commissioner Roberts moved to approve the payment of statement, dated October 19, 1967, of Clark, Dietz and Asso- ciates, amount of $460.28, ~or engineering fees for June, July, August and September, 1967, as authorized in accordance with Schedule of Rates under agreement of July 27, 1965, for Riverport Marina, dredging and bulkheading of the Lakefront Development Project, Municipal Improvement Construction Project. Seconded by Commissioner Wilson and carried. As required under Ordinance No. 882 for the annual filing of maximum taxicab rates, consideration was next given to the schedule of rates submitted with all taxicab companies complying, with the exception of two companies. After review, Commissioner Higginbotham moved to approve and accept the maximum taxicab rate schedules as filed by the individual companies including a minor rate zone boundary change as set forth by the Yellow Cab-Sanford Cab Companies, same being on file in the office of the City Manager. Seconded by Commissione: Roberts and carried. After consideration and on motion of Commissioner Roberts, seconded by Commissioner Wilson and carried, the preceding request of the Seminole County Community Action to appoint a City represen-~ative to serve as a member on the Board of Directors was tabled. After consideration, Commissioner Higginbotham moved to appoint John Y. Mercer as a member of the City of Sanford Zoning and Planning Commission to fill the vacancy created by the resignation of Mason H. Wharton and as recommended by the respective Board. Seconded by Commissioner Roberts and Carried. After discussion and on the recommendation of the Zoning and Planning Commission, Commissioner Higginbotham moved to authorizela:.public hearing date to be set for November 1967, and the City Clerk authorized to advertise same for further consideration of the re- zoning of that property presently zoned C-1 (Neighborhood Commercial) District, to that of M-1 (Light Industrial) District; property legally described in Metes and Bounds and located between 20th and 25th Streets; Hardy Avenue ~ud Old Lake Mary Road; and the old main rail- road right-of-way line, wherein the proposed use on the site would be that of a red-mix concrete operation. Seconded by Commissioner Roberts and carried. A discussion was next held on a recommendation of the City Manager and Police Chief for the establishing of a position in the Police Department to be known as jailer, with the responsibility being that of prisoner care and building maintenance. After consideration and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, authorization was given to create the position of jailer in the Police Department; William Herman Harriett, patrolman, to be reclassified as jailer to fill the position; and the transfer of $~,501.00 from Account No. 8150 - Contingencies, to Account No. 2201 - Police Salaries, to allow the employment of one police officer to fill the vacancy due to the re- classification of Patrolman Harriett and to bring the patrolman personnel of the Police Department up to its required quota. Referring to prior action of the Commission on May 8, 1967, regarding the paving of Grandview Avenue and 2~th Place, east of Sanford Avenue, with assessment or lien against the property owners for the pro-rata share of the cost, the City Manager related that field notes and survey work were now completed. M. 19 67 entire paving project had been eliminated from the 1967-68 Budget and same could be compleged only if all the property owners were agreeabl& to paying their pro-ratashare in cash and it appeared that this alternative was not receptive to all owners. After discussion, Commissioner Higginbotham moved that the preparation work for the paving of Grandview Avenue and 2~th Place, east of Sanford Avenue, .be terminated and the project be postponed with the status of same to be reviewed at a future date. Seconded by Commissioner Roberts and carried. Consideration was next given to a claim of Mrs. Arther Daeumer, 124 Club Road, in the amount of $95.50, covering medical expenses incurred regarding an injury of a broken arm due to a fall in attempting to place the lid on a water meter box that she stated was left off by the City's meter reader. After discussion, Commissioner Higginbotham moved .that the claim for medical pay- ment be denied. Motion died for lack of a second. On motion of Commissioner Raborn, seconded by Commissioner Roberts and carried, the request was tabled until the next regular meeting for further information from the City Manager. After consideration of a request of "We Care" Merchants, Commissioner Higginbotham moved to approve of the painting of stall numbers on the sideWalks of First Street regarding the Merchants Sidewalk Art Show to be held on October 27 and 28, 1987, and that merchants be responsible for the removing of same. Seconded by Commissioner Wilson and carried. Commissioner Higginbotham next introduced Ordinance No. 927, entitled: AN OFDINANCE OF TH~ CITY OF SANFORD, FLORIDA, REGULATING GOING-OUT-OF- BUSINESS SALES, FIRE S~IJMS, ETC.; DE- FINING THE S~E; PROVIDING LICENSES THEREFOR AND REQUIREMENTS; PRE- SCRIBING PENALTIES FOR VIOLATIONS. and same was placed on its first reading and read in full. Commissioner Higginbotham then moved on the waiver of the requirement of the second reading of Ordinance No. 927, and that same be placed on its final passage and adoption. Motion seconded by Commissioner Wilson. After discussion and on motion of Commissioner Roberts, seconded by Commissioner Raborn and carried, the Mayor was authorized to appoint a committee to be composed of member or members of the City Commission, Bi-Racial Committee, the Goldsboro youth and citizens of the Goldsboro community, and the City Manager for the purpose of making such decisions as the requirements of the proposed Goldsboro Neighborhood Facilities Building. After further discussion, Commissioner Higginbotham moved that John A. Burton, IV, be selected as the architect to work with the aforementioned committee in drawing up the plans for the proposed Neighborhood Facilities Building, as outlined by this committee and same be brought back to the City Commission for their consideration and final approval.
