The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M.. on November 27, 1967.

The meeting was called to order by the Chairman.
The first item of business was a presentation of a Preliminary Engineering Water
and Sewer Study by B. C. Conklin, engineer, Clark, Dietz and Associates, consulting engineer-
ing firm of Sanford and Urbana, Illinois, for a long range utility study for the future needs
!of water and sewer facilities to the area outlined as south of 25th Street to a point just
south of the Junior College site and between Sanford Avenue and Country Club Road; including
an area north of 25th Street and west of French Avenue to the Sewage Treatment Plant; and for
a shorter range study of requirements to serve the Seminole County Junior College and more
immediate users. He briefly outlined the 82-page report as to feasibilities, recommendations,
and costs. The report further presented legislative acts for the control of water pollution
and programs under federal funding applicable for water and sewer facilities. The Commission
accepted the study for further review and consideration.
Consideration was next given to an appointment of a member to fill the one vacancy
on the Sanford Industrial Commission. A letter was submitted by Scott Burns, previously
appointed, stating he would be unable to accept the appointment. The Business and Profes-
sional Women's Club submitted a letter of recommendation for the appointment of Mrs. J. E.
(Myrtle) Gradick to said board. After discussion, Commissioner Raborn moved that the Indus-
trial Commission appointment be tabled. Seconded by Commissioner Higginbotham and carried,

from the 1967-68 Budget as follows:

for a total of $59,792.00 to the Municipal Improvement Construction Fund Account, Lakefront
Development Project.
A letter from the Chairman of the Zoning and PlaB~ing Commission requesting the City
Commission reconsider the prior action of tabling their recommendation of adopting an ordi-
nance for the regulating of gasoline service stations was considered. Commissioner Higgin-
botham moved the matter be tabled on the basis the proposal is too restrictive to competition.
Motion died for lack of a second.
The medical claim in the amount of $95.50 of Mrs. Arthur Daemmer, 124 Club Road,
regarding an injury of a broken arm, due to an attempted straightening of the cover or lid
on a water meter on her property, was next considered. After consideration and discussion
with the City Attorney, Commissioner Higginbotham moved that the payment of said claim be
denied, as the claimant was aware of the responsibility of notifying the proper City depart-
ment of the apparent hazard without placing herself in jeopardy. Seconded by Commissioner
Raborn and carried.

The City Manager next submitted the following tabulation of bids which were opened
publicly at 2:00 o'clock P. M. on November 24, 1967, for furnishing two police cars; three
standard sedan cars; two one-half ton pickup trucks; one 25,000 GVW dump truck; one low-bed
lowboy trailer; tw~ truck chassis for refuse packers; diesel powered; two 20-yard rear end
loading packer bodies; in accordance with the specifications in the Invitation for Bids pub-
~ished in the Sanford Herald on November 13, 1967.

After discussion, Commissioner Higginbotham moved to accept the bid of Seminole
County Motors for furnishing two Dodge police cars, one equipped with air conditioning, at a
net price of $5,295.00. Seconded by Commissioner Roberts and carried over the dissenting
vote of Commissioner Raborn.
After consideration, and on motion of Commissioner Higginbotham, seconded by Commis-
sioner Raborn and carried over the dissenting vote of Commissioner Roberts, approval was
granted to accept the low bid of Strickland-Morrison, Inc., for furnishing three Ford standard
sedan cars at a price of $6,381.8~.
It was moved by Commissioner Roberts, seconded by Commissioner Raborn and carried,
to accept the low bids on equipment as follows:

Commissioner Roberts next introduced Ordinance No. 929, entitled:

On motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, Ordi-
nance No. 929 was placed on its first reading and-read in full.
Commissioner Roberts next introduced Ordinance No. 930, entitled:
AN ORDINANCE OF THE CITY OF SANFORD,
FLORIDA, AMENDING SECTION 4-1, ZONING
OF CHAPTER 4, THE CODE OF THE CITY OF
SANFORD, FLORIDA, 1954, AS AMENDED,
SAID SECTION PROVIDING ZONES IN WHICH
INTOXICATING LIQUORS, EXCEPT WINE AND
BEER, MAY BE SOLD, SAID AMENDMENT IN-
CLUDING ADDITIONAL AREAS THEREIN.
On motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, Ordi-
nance No. 930 was placed on its first reading and read in full.
Considered next was a petition signed by three out of four abutting property owners
requesting the City to pave on a pro-rata share a portion, or approximately 360 feet, of Elm
Avenue south of 25th Street. The non-signer, Russell Harned, desired that the City take a
non-interest personal note for his pro-rata share of the paving cost, with payment sometime
in the early part of 1968 or upon completion of the project.
After discussion, Commissioner Higginbotham moved that the City Manager notify
this group of property owners that the City will authorize such paving project upon payment
in advance by each property owner of their pro-rata share of such cost, and further, that
the City will accept a personal note by holding a lien on the property o£ Russell Harned at
an annual interest rate of 6% for a total!, period of 120 days. Seconded by Commissioner~
Raborn and carried.
After consideration, Commissioner Higginbotham moved to approve the request of
Mrs. Dora S. Bell for a 30-day time extension on structure at 201S. Maple Avenue, estate
of Jane Wells, Condemnation Report No. 67-181, Group 12, to the date of December 26, 1967,
in order that a sale may be consummated and the new owner allowed to obtain a permit for
repairs. Seconded by Commissioner Roberts and carried.
After consideration of a letter of recommendation from the City Judge, Commissioner
Roberts moved to authorize ~the bond estreatures be set aside on the following cases to be
reopened for trial in court:
Thomas J. Cook, Docket Case No. 78868, charged with Trespassing,
bond in the amount of $207.50 was estreated August 25, 1967
John Walter Urban, Docket Case No. 79159, charged with Driving
while under the influence of intoxicating liquor or narcotic drug,
bond in the amount of $207.50 was estreated September 26, 1967.
Seconded by Commissioner Higginbotham and carried.
