The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on December ll, 1967.

The meeting was called to order by the Chairman.
The first item of business was the review of the proposed parking plan on City
property at the Winn-Dixie Complex construction on East First Street, approved by the Commis-
sion the meeting of July 24, 1967, permitting angle parking on the west side of Cypress Avenue
between First and Second Streets on City right-of-way, with the City paving this area between
the end of the existing pavement and Second Street from the street pavement to the property
line.
After consideration and on recommendation of the City Manager, Commissioner Roberts
moved that the parking system, as previously approved, be the same with the exeption that
vehicles shall be required to back onto the property owner's off-street parking lot and not!::
into the public street. Seconded by Commissioner Raborn and carried.
After consideration and recommendation of the City Manager, Commissioner Roberts
moved to approve the request of the Police Department to lease the municipal Civic Center,
with alcoholic beverages privileges, for the annual Policemen's Ball on February 3, 1968, at
the regular fee of $250.00. Seconded by Commissioner Higginbotham and carried.
Consideration next given for permitting alcoholic beverages to be sold on the
Sundays of Chritmas Eve and New Year's Eve, December 24 and December 31, 1967. Discussion
revealed that neighboringJcities and counties were permitting some degree of leniency in
this matter.
The Reverend Fred B. Chance, President, Ministerial Association, appeared to relay
the ministers objection to any deviation of present law governing the sale of alcoholic
beverages on the above dates.
After due consideration of allowances by neighborhood cities and counties, and the
highway traffic hazards that would be created, Commissioner' Higginbotham moved to permit those
persons holding liquor licenses to sell alcoholic beverages within the City limits on New
Year's Eve only, December 31, 1967, from the hours of 9:30 P. M. to 3:00 A. M. the following
New Year's Day. Seconded by Commissioner Roberts and carried over the dissenting votes of
Commissioner Baker and Commissioner Wilson.
On request of Captain John W. Williams, representative of the Rotary Club, for the
club to acquire and donate a baby elephant to the City Zoo, Commissioner Raborn moved that
the Rotarians be notified that, upon review of the feeding cost, the City does not feel that
the purchase and care of an elephant would be feasible at this time.;';. Seconded by Commissioner
Wilson and carried.
Consideration was next given to a request of William Kirk, owner of property front-

Lake to N line of Sec E to Beg; to exchange 75' x 60' of his highway frontage for approxi-
mately 275' x 450' directly behind his property and belonging to the City. The Commission
authOrized the City Manager to negotiate further with MMr. Kirk regarding a more feasible
land exchange with reference to the proportions, returning any proposal to the Commission
for further consideration.
A certified letter dated November 29, 1967, from Ralph H. Baker, Jr., Director,
Division of Waste Water, Florida State Board of Health, Jacksonville, Florida, was received
by the Commission, regarding notice to the City that the agency had conducted investigations
concerning the City of Sanford's primary effluent and had found wastes to be in violation
of Chapters 170C-5 and 170C-6, Florida Administrative Code. Such notice being in effect
that the City is to provide secondary sewage treatment.
Consideration next given the notification by Strickland-Morrison, Inc., withdrawing
their low bid, as bid ~ovember 24, 1967, and awarded by the City Commission on November 27,
1967, for the furnishing of three standard Ford vehicles. After discussion, Commissioner
Higg±nbotham moved to accept the withdrawal, and award the bid to Seminole County Motors,
Inc., for Dodge vehicles, in the amount of $6,585.00, as bid same date. Seconded by Commis-
sioner Roberts and carried.
On consideration of a request by Glenn McCall, owner of Touchton's Drug Store,
East First Street and Magnolia Avenue, to waiver the ordinance for control of same to allow
a one-time permit to hold a sidewalk building renovation sale on the Magnolia Avenue side on
December 15 and 16, Commissioner Roberbs moved to approve same, provided that adequate lia-
bility insurance coverage be provided by the owner with the City as the insured. Seconded
by Commissioner Higginbotham and carried.
Commissioner Roberts next introduced Resolution No. 1040, and after being read in
full, moved on its passage and adoption. Seconded by Commissioner Higginbotham and carried
by the unanimous vote of the Commission.
Said Resolution No. 1040 being in words and figures as follows:

TO CHANGE THE WEIGHT LIMITS ON THE
PORTION OF STATE ROAD 46-A FROMM ITS
INTERSETION WITH STATEROAD 15-600
WEST TO THE OLD LAD MARY ROAD.
WHEREAS, heretofore State Road ~6-A from its intersection with State Road 15-600
west to its intersection with Old Lake Hary Road has been four-laned and as a result thereof
designated as a State Road; and
WHEREAS, from Old Lake MMary Road Westerly said State Road 46-A is two-laned and
heretofore heavy lime rock trucks operating on said two-lanSd~i~portion of said road caused
damage thereto to the extent that the Sate Road Department was requested to place weight
limit signs indicating a maximum of 50,000 lbs.; and
WHEREAS, the aforesaid four-lane section of said State Road 46-A as a result of
its construction is amply able to handle trucks with a weight capacity in excess of 50,0002'
lbs.; and
WHEREAS, an'~industrial location is contemplated on said State Road ~6-A between
State Road 15-600 and said Old Lake Mary Road which incident thereto will require truck
utilization with a weight capacity of 65,000 lbs.; and

limits on S~ate Road ~6-A from its intersection with State Road 15-600 Westerly to its

Consideration was next given to the solicitation of the Fire Department for the
City to donate funds in the amount of $100.00 for an advertisement in the annual Firemen's
Sing Program to offset the cost of using the-municipal Civic Center. After discussion,
Commissioner Higginbotham moved to deny the request. Seconded by Commissioner Raborn and
carried.
Under further revisions and requirements of the Department of Housing and Urban
Development, Atlanta, Georgia, relative to the recertification of the City's Workable Pro-
gram and a prerequisite to funding of federal projects, the City Manager and Building
Official recommended that a Citizens Advisory Committee be created. Said committee to work
under the Workable Program to advise on the Housing Code Enforcement program which entails
low cost public housing and the relocation of displaced families.
After consideration, Commissioner WilSon moved to create a Citizens AdvisOry
Committee to act under the federal guidelines for Code Enforcement and to appoint to said
committee the following persons: Arthur H. Harris, Harper L. Douglas, Merle W. Warner,
Herbert Cherry, John Daniels, Dr. G. H. Starke, Gordon Bradley, Manuel Jacobson, and Thomas
S. McDonald. Seconded by Commissioner Raborn and carried.
On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and
carried, the minutes of November 15 and November 27, 1967, were approved.
On motion of Commissioner Wilson, seconded by Commissioner Higginbotham and carried
current vouchers and payrolls were next approved as evidenced by Ganeral Fund Florida State
Bank Vouchers Nos. 10502 through 10525; General Fund Sanford Atlantic National Bank Vouchers
Nos. 9600 through 9651 and 9654 through 9659; Water and Sewer Revenue Fund Florida State
Bank Vouchers Nos. 127 through 157; Sanford Atlantic National Bank Municipal Improvement
Construction Fund Vouchers Nos. 65 through 85.
The Commission next discussed the damage to a single floating pier on the east
side of the Lakefront Motel-Marina Complex. The contractors involved were Bercleve Unifloat,
Inc., Shoemaker Construction Company, and sub-contractor of Shoemaker Construction ~Company,
and none will accept the responsibility for the replacement cost in the amount of $309.16.

After consideration and on motion of Commissioner Raborn, seconded by Commissioner
Roberts and carried, the Commission authorized that the matter be referred to the City
Attorney for final determination and settling of said claim.
After consideration of a recommendation by Sidney L. Vihlen, Jr., Commissioner
Roberts moved to appoint as members of a committee to serve on the new Scenic Improvement
Board, authorized under Ordinance No. 926, the following persons: Sidney L. Vihlen, Jr.,
Mrs. Frank L. Woodruff, III, Mrs. Betty Fla~m, A. B. Peterson, Jr., Dr. John W. Wilson, and
Eoghan N. Kelley, also James R. Jernigan, Director of Recreation and Parks, to serve as a
City representative. Seconded by Commissioner Wilson and carried.
A discussion was next held regarding the Preliminary Engineering Water and Sewer
Study submitted by consulting engineering firm, Clark, Dietz and Associates on November 27,
1967, on a long range utility study for the future needs of water and sewer facilities in
an area south of 25th Street to a point south of the Seminole Junior College site, and in-
cluding a shorter range study of requirements to serve the college.
After consideration and recommendation of the City Manager, Commissioner Higgin-
botham moved to authorize the City Manager to proceed with the design to extend the 12-inch
water main from Sunland Estates south for approximately 6,000 feet; to extend the 8-inch
sewer force main south from the site of Park Ridge-Fairlane Estates sewer lift station located
en t~e west side of Highway 17-92 at Lake Minnie; and to change the 8-inch sewer force main
discharge point at Mohawk Drive so as to make both water and sewer utilities available to
the Seminole Junior College site as recommended and outlined in the Preliminary Engineering
Report by Clark, Dietz and Associates for same. Seconded by Commissioner Raborn and carried.
There being no further business, the meeting adjourned.
