121867-Special Session MINUTES City Commission, Sanford, Florida December 18 at 8 P. M. Co.. Orlando. Fla. . ' - The City Commission of the City of Sanford, Florida, met in Special Session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on December 18, 1967. Present: Commissioner J. B. Baker, Mayor " Earl Higginbotham " M.L. Raborn, Jr. " W. Vincent Roberts " A.L. Wilson City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. L. Whelchel Police Chief Ben E. Butler The meeting was called to order by the Chairman. The first item of business was a discussion of the City's hospitalization group insurance experience report, submitted by the Gulf Life Insurance Company, and due to a favorable experience, the company has offered an increase in benefits at no increase in premiums. They offered one of the following two plans: 1.Increase the life insurance coverage from the present $1,000.00 to $2,000.00 on each individual. 2. Increase hospital benefits as follows: (a) Daily room coverage from present $18.00 to $20.00. (b) Change surgical schedule from present $200.00 to a $250.00 schedule. (c) Change doctor's coverage from the present $4.00 per day to $5.00. After discussion of the two proposals, Commissioner Higginbotham moved to accept the Gulf Life Insurance Company plan that is applicable to the increase in hospitalization benefits, as outlined in plan No. 2 in the foregoing paragraph. Seconded by Commissioner Raborn and carried over the dissenting vote of Commissioner Baker. The City Manager next outlined the requirements of the Department of Housing and Urban Development of the federal government regarding the recertification of the City of Sanford Workable Program that had recently been submitted and that said revisions were now completed for resubmission to Atlanta, Georgia, for official federal authorization of acceptance. Further, that the plan included a housing code compliance plan and a schedule to enforce the Housing Code. After consideration, Commissioner Roberts moved to approve the City of Sanford Workable Program and to authorize the submission of same to the Department of Housing and Urban Development with the City Commission confirming its obligation to use its authority and local public and private resources in an effective plan of action to eliminate and prevent slums and blight and to submit an annual Report of Progress to the Administrator of the Housing and Home Finance Agency. Seconded by Commissioner Raborn and carried. Commissioner Roberts next introduced Resolution No. lO&l, and after being read in full, moved on its passage and adoption. Seconded by Commissioner Higginbotham and carried unanimously. Said Resolution No. lO41 being in words and figures as fOllows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, URGING CONSTRUCTION OF A NEW COURTHOUSE FACILITY FOR SEMINOLE COUNTY, FLORIDA. WHEREAS, it has come to the attention of the City Commission of the City of Sanford Florida, that on Tuesday, December 19, 1967, the Board of County Commissioners of Seminole County will at their regular meeting consider the necessity of constructing a new courthouse facility for Seminole County; and WHEREAS, the City Commission of the City of Sanford>is representative of approxi- mately 22,000 of the population of Seminole County and has long recognized the age, MINUTES City Commission, Sanford, Florida De.comber 18 at 8 P. Fi. 19 67 4'79 dilapidated condition and limited facilities of the existing courthouse to the degree that from a governmental standpoint feel it is necessary for a larger, more modern facility in order to promote the orderly function of government and the judicial system; NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford that the Board of County Commissioners of Seminole County be and they are hereby urged to determine favorably the necessity for a new courthouse facility and to?proceed expeditiously with the construction of the same. BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the City Commission and a copy hereof delivered to the Board of County Commissioners of Seminole Attest: s/ H. L. Vincent Roberts Earl Hi~inbotham 'As the City Commission of the City of Sanford, Florida After consideration and on recommendation of the City Manager, Commissioner Wilson moved to authorize a salary reclassification for City employee John T. Young, Laborer, Refuse Department, as follows: From: Laborer II - D To: Laborer II - E $68.00/week, $3,536.00/annual $70.15/week, $3,647.80/annual Seconded by Commissioner Raborn and carried. The City Manager relayed the information to the Commission that the land exchange proposal with the City regarding property on Highway 17-92 South, as off~ered by William Kirk and outlined at the meeting of December ll, 1967, had been personally discussed and negotiated on with Mr. Kirk and he had withdrawn his offer. The Commission next considered those persons appointed to the Scenic Improvement Board on December ll, 1967, and the requirement under Ordinance No. 926 that a tenure of appointment be designated for each member. On motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, the tenure of appointment for each member was set as follows: Sidney L. Vihlen, Jr. Mrs. Frank L. Kelley years years years 2 years 2 years i year I year The City Manager brought to the attention of the Commission the Agreement, dated June 8, 1959, between City of Sanford and the 'Mid-Florida Investment Company pertaining to the construction and maintenance of a sewage collection system serving the area known as Fairlane Estates-Park Ridge, located west of State Highway 17-92 in the proximity of Lake Minnie. Said agreement setting forth that upon the connection of fifty house costomers to said system, title to said system shall pass to the City of Sanford, who will assume operation and maintenance of said system. After discussion of same, Commissioner Higginbotham moved to authorize the City Manager and City Attorney to pursue the matter for a definite conclusion in obtaining the MINUTES City Commission, Sanford, Florida December, 18 at 8 P. After discussion of the project, Commissioner Roberts moved to approve a letter of commendation to the Recreation and Parks Division personnel relative to the layout, planting, and work in general on the beautification of City property at the Lakefront Motel- Marina Complex. Seconded by Commissioner Higginbotham and carried. After consideration and on motion of Commissioner Higginbotham, seconded by Commis- sioner Roberts and carried, Jeno F.
