Orlando, Fla, The City Commission of the City of Sanford, Florida, met in regular adjourned session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on December 26, 1967. Whelchel Police Chief Ben E. Butler Absent: Commissioner J. B. Baker, Mayor The meeting was called to order by the Chairman. The first item of business was consideration of a street light petition; and, on recommendation of the City Manager, Commissioner Wilson moved to approve the installation of two 1,O00 lumen street lights on Mattie Street in Prayer Homes Subdivision. Seconded by Commissioner Roberts and carried. A recommendation of the Zoning and Planning Commission was next discussed; and, on motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, authori. zation was g&ven the City Clerk to set a public hearing date of January 8, 1968, and to advertise same for further consideration of the proposed rezoning of Lots l, 2, 5, 6 and 7, Block 8, Chapman & Tucker Addition, east one-half of that block between Cypress and Sanford Avenues from Third to Fourth Streets, from R-5 (One and Two Family Dwelling) District to C-2 (General Commercial) District. On motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, minutes of December 6 and December ll, 1967, were approved. Next considered was a letter from Attorney Mack N. Cleveland, Jr., setting forth a request of inquiry for the Bernarr Macfadden Foundation, Inc., owners of the Sanford Naval Academy, relative to the City of Sanford recently acquiring title to the State of Florida property on Celery Avenue and abandoned by the Central Florida Experiment Station. Said Foundation was checking the status of a prior Contract between the City and the Foundation involving the sale of land and the possibility of the Foundation acquiring the Experiment Station property. After discussion, Commissioner Higginbotham moved to deny to consider any request or claim,including sale thereto, of the Bernarr Macfadden Foundation on the property known as the Experiment Station on Celery Avenue. Seconded by Commissioner Roberts and carried. After consideration, Commissioner Roberts moved to reappoint A. K. Shoemaker, Jr., and Merle W. Warner as members to serve on the Board of Adjustment and Appeals for four-year terms, effective January 27, 1988. Seconded by Commissioner Higginbotham and carried. Consideration was next given to bids submitted as follows, for the furnishing of gasoline and diesel fuel for City vehicles for the year 1968, as publicly opened in the City Hall at 2:00 P. M. on December 22, 1967, and advertised in the Sanford Herald on December 5, 1967. After consideration and on motion of Commissioner Higginbotham, seconded by Commis- sioner Roberts and carried, low bid on gasoline was awarded as follows: Gulf Oil Corporation Premium @ $.2172 per gallon Regular @ $.1972 per gallon and the awarding of the bid on the diesel fuel to be held in abeyance until the next regular meeting to permit the City Manager to check with Sinclair Refining Company, Sanford, Florida, regarding the type and grade of diesel fuel that would be furnished under their low bid. After consideration of a request for same by the Police Chief and recommended by the City Manager, Commissioner Roberts moved to authorize the transfer of funds in the amount of $1,700.00 from Account No. 8150, Contingency, to Account No. 2216, Police Uniforms-Clothing to cover the cost of complete uniforms for a 20-man personnel in the ~olice ~epartment, pre- viously authorized and acting in the capacity of a Police Auxiliary Force. Seconded by Commissioner Higginbotham and ca,tied. Consideration was next given to a request of John Howell, purchaser of condemned property at 201 South Maple Avenue, Condemnation Report 67-181, Group 12, Estate of Jane Wells and Dora S. Bell, the living heir, a permit to repair, and undertake said repairs and renova- tions to allow the use of the structure for his family residence. On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, approval was given for a 90-day time extension to the date of March 26, 1968, on said Condemnation Report No. 67-181. Presented next was a letter of request from Hal Harriss,.owner of vacant Lots 3 and 14, Block 15, Dreamwold, located between Santa Barbara Drive and Orlando Drive-French Avenue intersection, with Lot 3 facing French Avenue and Lot l~ facing Hiawatha Avenue, for the abandonment and vacating of the 15-foot utility easement between said lots. A small portion of said lots being outside the City limits within the County. Mr. Harriss pointed out that the present restaurant structure immediately north and owned by C. E. (Jim) Spencer appears to be situated on or ~wer the easement, and that no utilities were within the easement on that portion crossing his lots. After discussion, Commissioner Higginbotham moved that the request of Mr. Harriss and outlined in the foregoing paragraph be tabled and to authorize the City Manager to make a further study of said utility easement and to submit the findings and recommendations to the City Commission for their further consideration at the next meeting of January 8, 1968.
