M. 19 68 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on April 22, 1968. The first item of business was a Public Hearing to consider the request of John L. Sauls, Trustee for Southern Methodist Church, for rezoning of two parcels of property from fiR-5 (One and Two Family Dwelling) District to M-1 (Light Industrial) District, as advertised ~in. the Sanford Herald on April 12, 1968. NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. N. on April 22, 1968, to ~consider the following changes and amendments to the Zoning Ordinance of the City of Sanford, iFlorida: That area bounded on the north by Railroad right-of-way, on the south by McCracken Road, on the west by present City limits, and on the east by Pomegranite Avenue, presently zoned R-5 (One and Two Family Dwelling) District, is proposed to be rezoned M-1 (Light In- dustrial) District. Attorney C. Vernon Mize, Jr., appeared representing the church, and due to lack of pertinent information regarding the industrial use of the property, Commissioner Wilson moved that action be deferred and the public hearing continued until the next regular Commission 'meeting, May 13, 1968. Seconded by Commissioner Raborn and carried. Consideration next given an application for the transfer of City occupational alco- iholic beverage license No. 876 from Elizabeth d'Aversa, d/b/a Rex Liquor Store No. l, iPinecrest Shopping Center, 2701-A Orlando Drive, Sanford, Florida, to A, Stinson and Madge G. Kinlaw, d/b/a King Liquors, same address. On recommendation of the Police Chief, Commissioner ~oore moved on approval, seconded by Commissioner Raborn and carried. " Consideration was given to an application of C. B. Fla. under a chartered club of the AMVETS, Gaines Morgan Post No. 17, and on recommendation of the Police Chief and motion of Commissioner Moore, seconded by Commissioner Raborn and carried over the dissenting vote of Commissioner WilsOn, same was approved. After discussion and on recommendation of the City Manager, Commissioner Wilson moved to approve the salary reclassification of a City employee as follows: William L. Price, Fire Department Seconded by Commissioner Moore and carried..,. From: Firefighter D - $~,950.92/annual To: Firefighter E- $5,151.12/annual After consideration and on recommendation of the City Manager and Department Head, Commissioner Wilson moved to approve the continued employment of City employee Willis Dixon, age 69 years, laborer, Parks Division, for a period of twelve months. Seconded by Commissione Raborn and carried. After consideration and on motion of Commissioner Moore, seconded by Commissioner Raborn and carried, payment of $500.00 was authorized to John L. Sauls, Realtor-Appraiser, as evidenced by Statement submitted for services rendered on the Appraisal Report on buildings and land values for that?property described as Lots i through lC, Block 9, Tier 17, Seminole Park, for a proposed site for a Goldsboro Recreation Neighborhood Facilities Building, and authorized by the City Commission on March ll, 1968. Commissioner Moore next introduced Resolution No. 1048, and after being read in full moved on its passage and adoption. Seconded by Commissioner Wilson and carried unanimously. Said Resolution No. 10~8, being in words and figures .as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, AUTHORIZING THE CITY MANAGER TO EXECUTE FOR THE CITY OF SANFORD, FLORIDA, APPLICATIONS AND ACCEPTANCES OF THE FLORIDA STATE ROAD DEPARTMENT USE PERMIT FOR THE INSTALLATION OF WATER LINES TO THE SEMINOLE JUNIOR COLT~GE SITE. WHEREAS, the City of Sanford, Florida, desires to install a water line on the right-of-way of State Road 15-600 from Mile Post Station 8.099 to Mile Post Station 9.071, Section 77010 in Seminole County, NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida that the City Manager is hereby authorized to execute for the City of Sanford, Florida, all applications and acceptances of the Florida State Road Department use permit for the instal- lation of said water line to the Seminole Junior College site. Commissioner Moore next introduced Ordinance No. 942, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CLOSING, VACATING AND ABAN- DONING THAT CERTAIN EAST-WEST ALLEY LYING BETWEEN LOCUST AND LAKEVIEW AVEI.~JES AND EAST FIRST AND EAST SECOND STREETS, IN THE CITY OF SANFORD, FLORIDA. On motion of Commissioner Moore, seconded by Commissioner Raborn and carried, Ordinance No. 942 was placed on its first reading and read in full. A Public Hearing was next held to consider the recommendation of the Zoning and Planning Commission for the rezoning from R-1AA (Single Family Dwelling) District, that property annexed into the City limits and advertised in the Sanford Herald on April 12, 1968. There being no opposition and after discussion, Commissioner Raborn moved to authorize the City Attorney to prepare an ordinance for the rezoning as advertised in the foregoing notice. Seconded by Commissioner Moore and carried. On motion of Commissioner Moore, seconded by Commissioner Raborn and carried, minutes of March 25, and April 8, 1968, were approved. Consideration was next given to a request of the Seminole Junior Chamber of Com- merce to lease the municipal Civic Center with alcoholic beverage privileges on the dates of Saturday, May 4, and Sunday, May 5, 1968, and on recommendation of the City Manager, Commissioner Raborn moved to approve the date of May 4 only for said privilege during the t hours of 8:00 P. M. to 2:00 A. M. at the regular fee of $250.00. Seconded by Commissioner Moore and carried. On recommendation of the City Manager, Commissioner Wilson moved to appoint City Clerk H. L. Whelchel as Acting City Manager April 28 through May l, 1968, in the absence of the City Manager attendingthe 22nd Annual Florida City Managers" Short' Course in Cocoa Beach, Florida. Seconded by Commissioner Moore and carried. After discussion and on recommendation of the City Manager, Commissioner Raborn moved to authorize the purchase of 1,~50 feet of 12-inch cast iron pipe and fittings from the firm of American Cast Iron Pipe Company at a July 7, 1966, bid price of $4.63 per~i~foot; ~750 feet of 12-inch asbestos cement water pipe and fittings from the firm of Johns-Manville Corporation-Pipe Division at a purchase price of $3.16 per foot; and the execution of a contract with Burnup and Sims, Inc., as the lowest of three price quotations, approximate cost of $2,777.50, to make a highway crossing of water pipe installation regarding the authorized extension and provision of furnishing City water to the Seminole Junior College site west of South Highway 17-92. Seconded by Commissioner Moore and carried. After consideration and on motion of Commissioner Moore, seconded by Commissioner Raborn and carried, Ned N. Julian, Jr., was appointed to the City of Sanford Board of Adjustments to serve a four year term, commencing April l~, 1968, filling the expired term of Jerry M. Senkarik. Consideration was next given to the expiration on May 20, 1968, of the four year term of W. E. Kirchoff, Jr., member of the Sanford Housing Authority, and on motion of Com- missioner Moore, seconded by Commissioner Raborn and carried, the matter was tabled.
