The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on June 10, 1968.

The meeting was called to order by the Chairman.
The first item of business was the consideration of an obscenity ordinance recently
adopted by the City of Orlando. After discussion, Commissioner Wilson moved that the City
Attorney be authorized to prepare an~obscenity ordinance for consideration by the Commission.
Seconded by Commissioner Raborn and carried.
William L. Gramkow, Gramkow Funeral Home, next appeared to discuss the discontinuanc
of his ambulance service for highway or street accidents. He stated that the federal wage
and hour law covers his business if he continues to operate this part of the ambulance service
and that it was economically unfeasible to continue the service under the circumstances.
After discussion, the Commission recommended that the Mayor and the Chairman of the
Seminole County Commission meet to discuss the matter, and the Mayor to report the recommenda-
tions or solutions worked out for an ambulance service for the City and County.
Consideration was next given to a request of Attorney Mack N. Cleveland, Jr., repre-
senting the widow of Lt. Robert E. White, Jr., City Fireman, for payment of the vacation
period due White, whose death occured other than in the line of duty.
After discussion, Commissioner Raborn moved that said vacation period pay that would
have been received by the deceased, Robert E. White, Jr., be paid to his widow and that said
payment will not be construed as setting a precedent. Seconded by Commissioner Wilson and
failed to carry on roll call vote as follows:

After consideration and on motion of Commissioner Moore, seconded by Commissioner
Raborn and carried, Donald R. Jones was reappointed to the Civil Service Board for a two ~ear
term, effective June 30, 1968.
After consideration and on motion of Commissioner Higginbotham, seconded by Commis-
sioner Moore and carried, approval was given to transfer funds within the Industrial Commis-
sion accounts, as follows:

for a total of $525.00 to Account No. 8566, Office Rent, to ¢'over the period of ~uly 1, 1968,
to the end of the fiscal year, September 30, 1968, due to the relocation of the respective
office to the Paulucci Building, West First Street.
Consideration was next given to the transfer of funds within the Zoo accounts, and
on recommendation of the City Manager, Commissioner Higginbotham moved to approve the transfer
of $50.00 from Account No. 4319, Equipment Repairs and Maintenance, to Account No. 4321,
Building Repairs and Maintenance, to allow roof repair on the Zoo office building. Seconded
by Commissioner Moore and carried.

After discussion and on request of the City Manager, Commissioner Moore moved to
approve the transfer of $324.00 from Contingency Account No. 8150 to Engineering Account No.
5083, Maps, Books, Planning Supplies, to cover the expense of sepia 'copies of blueprints of
the Naval Air Station property. Seconded by Commissioner Higginbotham dnd carried.
On recommendation of'the City Manager and after consideration, Commissioner Higgin-
botham moved to approve the transfer of funds within the Recreation Department, as follows:

for a total of $346.00 to Account No. 4222, Playground Equipment, to cover expense for play-

and carried.
Commissioner Higginbotham next introduced Ordinance No. 946, entitled:

STATURES, THE SAME BEING THE MODEL
TRAFFIC ORDINANCE FOR MUNICIPALITIES,
BY REFERENCE, PURSUANT TO THE AUTHORITY
OF CHAPTER 186.02.
and same was placed on its first reading and read in full.
Commissioner Higginbotham then moved on the waiver of the requirement of the second
reading of Ordinance No. 946, and that same be placed on its final passage and adoption.
Motion seconded by Commissioner Moore.
Thereupon, the question recurred on the waiver of the second reading, the roll was
called and the vote stands as follows:

Commissioner Higginbotham next introduced Ordinance No. 947, entitled:

On motion of Commissioner Wilson, seconded by Commissioner Moore and carried,
minutes of May 13, and May 27, 1968, were approved with a correction on Page 3, Paragraph 6,
!iof May 27, 1968, to delete the words "the amount of $7,955.00".
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried,
current vouchers and payrolls were next approved as evidenced by General Fund Florida State
Bank Vouchers Nos. 11602 through 11822; General Fund Sanford Atlantic National Bank Vouchers
Nos. 9971 through 10,000, and Nos. 1 through 30; Water and Sewer Revenue Fund Florida State

Commissioner Higginbotham moved to approve the transfer of beer and wine license
No. 1591, consumption off premises, from C. C. Flowers Grocery, 805 West Third Street, to
W. V. Huckaby, d/b/a Huck's Grocery, same address. Seconded by Commissioner Raborn and
carried.
The City Attorney presented a request of an attorney representing client C. A.
Whiddon, Sr., real estate agent, for an interpretation of the Zoning Ordinance regarding the
utilization of a portion of a residence for a real estate office in a Multiple Family Dwelling
District at lll9 Park Avenue, preently construed to disallow real estate offices.
After discussion, Commissioner Higginbotham moved to approve under R-3 zoning that
real estate offices be classified as professional, and on this basis the real estate office

be allowed at lll9/Avenue. Seconded by Commissioner Wilson and carried.
A discussion was next held regarding annexing the property of the industrial firm
of Seminole Plastics, located on Grapeville Avenue and Jewett Lane, and on motion of Commis-
sioner Moore, seconded by Commissioner Higginbotham and carried, the Commission agreed to
accept an annexation petition from Seminole Plastics and adopt an ordinance effective Janu-
ary 2, 1969, annexing the Seminole Plastics property to the corporate limits of the City of
Sanford.
