The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on June 24, 1968.
Present: Commissioner W. Vincent Roberts, Mayor

The meeting was called to order by the Chairman.
John L. Sauls, President and Developer, Seminole Gardens, Inc., representing pro-
posed construction of privately-owned low rent subsidy housing in the area of four blocks
between Fifth and Sixth Streets and Mangoustine and Pomegranite Avenues, appeared to request
that the City participate in the costs of installing water lines to the site and the paving
of Fifth Street for a length of four blocks by furnishing the labor only.
After discussion, Commissioner Higginbotham moved to authorize the City to lay a
water line to the property and pave West Fifth Street. The cost of materials for the project
is to be paid by the developer. Seconded by Commissioner Moore and carried.
After consideration of a letter of request from Municipal Judge Roger L. Berry,
Commissioner Higginbotham moved to authorize the following changes in City court cases:
1. Suspend the remainder of the sentence on Leroy Posley,
Docket Case Nos. 81~88, 81~89, 81490, 81~91, 81492 and
81~95 on charges of Careless and Negligent Driving,
Driving While Under the Influence of Intoxicating Beverage
or Narcotic Drugs, No Drivers License, Escaped City Prisoner,
Opposing a Police Officer, and Unauthorized Use of a
Drivers License.
2. Suspend the sentence of Clifford Anderson in the amount of
$50.00 or 50 days, Docket Case No. 85101, chaEged with Careless
and Negligent Driving, with the understanding that Anderson would
dispose of his automobile.
5.Bond estreatures be set aside on the following cases to be
reopened for trial in court:
(a) James Harold White, Docket Case No. 82679, charged with
Peti~ Larceny, bond in the amount of $110.O0 was estreated
May 17, 1968.
(b) James Harold White, Docket Case No. 82680, charged with
Trespassing, bond in the amount of $110.O0 was estreated
May 17, 1968.
Seconded by Commissioner Raborn and carried over the dissenting vote of Commissioner Roberts.
Consideration was next given to a letter from property owner Thomas L. Largen, M.D.,~
stating his acceptance of the City pa~ing Lake View Avenue from First to Second Street on a
50% participation basis, and on motion of Commissioner Moore, seconded by Commissioner Wilson
and carried, authorization was given to expend funds for same.
After consideration and on recommendation of the City Manager, Commissioner Moore
moved to approve a salary reclassification for City employee, as follows:

Seconded by Commissioner Higginbotham and carried.
After discussion, Commis$isner Wilson moved to authorize the transfer of funds,
From Municipal Improvement Construction Account to General Fund
No. 8150, Contingency, the amount of $13,850.00, in order to
return that portion of funds appropriated and transferred from
the General Fund to Municipal Improvement Construction Fund for
specific construction at the lakefront site and not included in
bond issue. These funds were not used in total by said Municipal
Improvement Construction Fund, therefore are being returned.
(b) From Contingency Account No. 8150 to Insurance Accounts as follows:
$10,153.00 to Account No. 7085-Automotive
958 00 to Account No. 7086-Public Liability
for a total amount of $11,111.O0 to cover the increase in annual
vehicle insurance premium cost.
(c) From Anticipated Utility Surplus Acco~mut No. 9850, to Utility
Administration Insurance Accounts as follows:
$1,761.00 to Account No. 9185-Auto Fleet Coverage
2,343.00 to Account No. 9186-Public Liability
45.00 to Account No. 9188-Building and Contents
for a total amount of $4,149.00 to cover increased annual insurance premiums
in utilities departments.
(d) $150.00 from Zoo Account No. 4301, Salaries, to Zoo Account
No. 4330, Chemicals and Disinfectants.
(e) $260.00 from Industrial Commission Account No. 8501, Salaries,
to Industrial Commission Account No. 8518, Janitorial Services.
Seconded by Commissioner Moore and carried.
Mack N. 01eveland, Jr., Chairman, Armed Forees Committee, Seminole County Chamber
of Commerce, appeared to request that the City donate the sum of $300.00 to help defray ex-
penses of a farewell luncheon to be held on June 28, 1968, regarding the base closure of the
Sanford Naval Air Station; and on motion of Commissoner Raborn, seconded by Commissioner
Moore and carried, said donation of requested funds was approved with payment to be made from
Contingency Account No. 8150.
Commissioner Moore next introduced a Joint R~solution of the City, County, and
Seminole County Chamber of Commerce, and after being read in full, moved on its passage and
adoption. Seconded by Commissioner Wilson and carried unanimously.

WHEREAS, CAPTAIN GEORGE W. KIMMONS, during the period of his stay in Sanford,
Florida, through his qualities of character, personality and leadership fostered the continued
icivilian-military relationship, which has become a model for military facilities everywhere;

WHEREAS, CAPTAIN GEORGE W. KIMMONS is the last of the Wing Commanders which will be
stationed at Sanford, Florida and it is the desire of the City Commission of the City of
Sanford, Board of County Commissioners of Seminole County, and the Seminole County Chamber of
Commerce that proper recognition be expressed not only of regret at the closing of the Sanford
Naval Air Station but also to CAPTAIN KIMMONS for his outstanding record of contribution and
accomplishment to the community;
NOW, THEREFORE, BE.'~IT JOINTLY RESOLVED by the City of Sanford, Florida, the Board
of County Commissioners of Seminole County, Florida, and the Seminole County Chamber of Com-
merce that CAPTAIN GEORGE W. KIMMONS be and he is hereby commended for his outstanding record

bhe Sanford Naval Air Station in a timely, orderly and smooth fashion, and has done so in a
harmer which not only reflects great credit to Captain Houck but to the United States Navy

WHEREAS, it is with deep regret that the undersigned and the citizens of Seminole
3ounty observed the ~activation of the Naval Air Station, Sanford, Florida, on I July 1968,

and the loss of our many friends, acquaintanceships and the good citizens the Navy has con-
tributed to our community during the last seventeen years, and
WHEREAS, we are still mindful of the difficult task and problems confronting
Captain Houck in bringing about this deactivation and compliment him in the highest terms for
the efficient and coordinated manner in which he has accomplished this as station Commanding
Officer and his ability to continue to maintain the unequalled relationship between our
friends in the Navy and the citizens of our community, and
WHEREAS, CAPTAIN MgRBERT N. HOUCK and his lovely wife, JEANETTE, have entered into
the activities of our community and they~too have become valued citizens by their active and
direct participation in all of the many activities of responsible citizens, and
WHMREAS, CAPTAIN HERBERT N. HOUCK will retire from active duty in the United States
Navy on i July 1968 after thirty-two years of distinguished service, and upon his retirement
he and Jeanette will continue to make Sanford their home for an indefinite period of time
for which all of us are indeed happy in order that we can continue our friendship with them
as fellow civilian citizens, and
WHEREAS, it is the intent of the City Commission of the City of Sanford, Florida,
the Board of County Commissioners of Seminole County, Florida, and the Seminole County
Chamber of Commerce that the retirement of CAPTAIN HERBERT N. HOUCK be recognized for his
outstanding and untiring efforts to accomplish the regretful task of deactivating the Naval
Air Station, and
WHEREAS, his was still a job to be done and he has performed same in the highest
tradition of the Navy
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, the Board of County Commissioners of Seminole County, Florida, and the Seminole
CoUnty Chamber of Commerce, that CAPTAIN HERBERT N. HOUCK be, and he is hereby commended,
for his outstanding record of service and contributions not only to the Naval Air Station,
Sanford, Florida, but to the continued unexcelled relationship of our Navy friends and the
civilians of our community and the superior manner in'~which he has brought about the deacti-
vation of the Naval Air Station in a most orderly and efficient fashion, and that through
these presents he be recognized by the undersigned and the citizens of our community as a
token of our appreciation and to welcome him and his family as fellow citizens in the future.

Appearing to complain about drainage problems in their area were the following
property owners: F. K. May, 2618 South Elm Avenue; A~bert J. Bruneau, 2612 South Elm Avenue;
Harold Mello~ 2621 Elm Avenue. Said owners were informed that engineers, Clark, Dietz and
Associates, are presently compiling a Drainage Study for the City of Sanford.

was next held on the electric bill of $785.95 the County o~es the

City of Sanford agreement; the Commission authorized the Mayor to handle the matter with the
Chairman of the Seminole County Commission.
On a request of the Police Chief and after consideration, the City Attorney was
requested to investigate and study the feasibility of adopting a City ordinance regarding
"stop and frisk"without a warrant, as now approved constitutional by the U. S. Supreme Court,
and to make a recommendation report back to the City Commission.
Commissioner Raborn next introduced Ordinance No. 948, entitled:

Commissioner Raborn then moved on the waiver of the requirement of the second i'
reading of Ordinance No. 948, and that same be placed on its finalPassage and adoption.

Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote, had passed and adopted said Ordinance No. 948, entitled:

OF THE CITY OF SANFORD, FLORIDA, 1954, AS
AMENDED, BY ADDING THERETO SECTION 18-27.1

After consideration, Commissioner Raborn moved that a Public Hearing be set and so
advertised for July 8, 1968, to consider amending the Zoning Ordinance to allow the operation
of real estate and insurance offices, as professional offices, in the R-3 (Multiple Family
Dwelling) Districts. Seconded by Commissioner Wilson and carried.
On motion of Commissioner Raborn, seconded by Commissioner Wilson and carried,
authorization was given to hold Budget Meetings for the consideration of the 1968-69 proposed
budget on every Monday at 8:00 P. M. in the City Commission Room, Cityi~Hall, starting on
July l, 1968, until the budget is finalized for adoption.
On motion of Commissioner Moore, seconded by Commissioner RabOrn and carried,
minutes of June lC, 1968, were approved.
A request was submitted by C. E. Merrill, Jr., President, Holiday Inn, for the
construction of a 60-foot general purpose dock on the lakefront development project extending
~'due north from the motel site into Lake Monroe, and on motion of Commissioner Moore,

that time. Seconded by Commissioner Moore and carried.
