070868 551 MINUTES City Commission, Sanford, Florida -~, · 19__fc~- The City Commission of the City of Sanford, Florida, met in regular session at the 3ity Hall in the City of Sanford, Florida, at 8:00 o'clock P. The first item of business was the holding of a Public Hearing to consider a pro- )osed amendment in the Zoning Ordinance to include certain professional offices in certain residential areas, as advertised in the Sanford Herald on June 28, 1968' NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES A~ AMENDMENTS IN TM WORDING OF PART OR PARTS OF THE:ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. ~n July 8, 1968, to ,consider allowing Real Estate Offices and Insurance Agency Offices or oom~b~at~ons of same in R-3 (Multiple Family Dwelling) District. There being no opposition and after discussion, Commissioner Raborn moved to authorize the City Attorney to prepare an ordinance amending Article VI, R-3 Multiple Family iDwelling District, Section l, Uses Permitted, sub-paragraph (8) of the Zoning Ordinance to i!include and allow as professional offices the establistment and operation of real estate iiand/or insurance offices. Seconded by Commissioner Moore and carried. Jotm A. Burton, IV, Architect, next presented the proposed preliminary plans for i the construction of a Goldsboro Recreation Neighborhood Facilities Building. After considera- tion, Commissioner Wilson moved to accept the plans as recommended and to authorize the archi- tect, Job_uA. Burton, IV, to proceed with the construction plans and drawings for the Golds- boro Recreation Neighborhood Facilities Building. Seconded by Commissioner Raborn and carried Consideration was next given to a Standard Form of Agreement between the City of Sanford and Architect John A. Burton, IV, for the preparation of the plans for the Goldsboro Recreation Facilities Building, and on motion of Commissioner Higginbotham, seconded by Com- missioner Wilson and carried, authorization was given for the Mayor and City Clerk to execute said Contract. A request for a street light installation at the location of East Second Street and San,~Juan Avenue, as submitted by John M. Jenkins, Administrator, Sanford Manor nursing home now under construction at said location, was next considered; and, on the basis that there is present lighting in the block and the request entails mid-block street lighting, MINUTE'S City Commission, Sanford, Florida July-8 at 8:00 P. M. 19 68 Commissioner Raborn moved that the request be tabled until the completion of said constructio: Seconded by Commissioner Wilson and carried. A discussion was next held regarding receipt of a letter from the Department of Housing and Urban Development, Atlanta, Georgia, to ascertain the feasibility of the City extending water services to the RoseLand Park area, outside the City limits, under a 50% participation Water and Sewer Facilities Federal Grant Program. After consideration, Commissioner Raborn moved that the Rose Land Park group advised, with copy to Atlanta Housing and Urban Development office, that the City is not in a position to enter into an agreement with the Department of Housing and Urban Development, and that said group pursue the water installation furgher with the Farmers Home Administra- tion. Seconded by Commissioner Higginbotham and carried. Consideration was next given to a request of James T. Hardy for the purchase of land in the road right-of-way in the municipal cemetery to allow the enlargement of his two- grave Plot 27, Section E, Evergreen Municipal Cemetery, of approximately l0 x 12 feet to allow two additional grave spaces; and on motion of'Commissioner Higginbotham, seconded by Commissioner Wilson and carried over the dissenting vote of Commissioner Roberts, same was approved at the established fee of $150.00 per space or a total of $300.00 and said action not to be construed as setting a precedent. Seconded by Commissioner Moore and carried. Consideration was next given to a signed annexation petition as a request for annexation into the corporate City limits and submitted by the Seminole County Board of Public Instruction for that property located in the area of Lake Jennie and Geneva Avenue and more specifically described as the Seminole High School site, and presently not contiguous to the City limits boundary line. M. 19. 68 After discussion, the Commission authorized that the Orange-Seminole Legislative Delegation be requested to meet with the City Commission sometime in September or October, 1968, to discuss the consideration by the legislative delegation to submit in the next session of the Florida Legislature an amendment to the City Charter for the redefining of the boundaries of the corporate City limits of the City of Sanford. The City Attorney was also instructed to investigate the legality of strip annexation being done along street or highway right-of-way to include the school property inside the City limits. This type of annexation is being done by neighborhood communities. Commissioner Moore next introduced Resolution No. 1049, and after being read in full, moved on its passage and adoption. Seconded by Commissioner Raborn and carried unani- mously. Said Resolution No. 1049 being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, AUTHORIZING THE CITY MANAGER TO EXECUTE FOR THE CITY OF SANFORD, FLORIDA, APPLICATIONS AND ACOEPTANCES OF THE FLORIDA STATE ROAD DEPART~NT USE PERMIT FOR THE INSTALLATION OF UTILITY LINES. WHEREAS, the City of Sanford, Florida, desires to expedite and coordinate the wort~, of obtaining use permits with the Florida State Road Department for the installation of utility lines in and around the City of Sanfor~, NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that the City Manager is hereby authorized to execute for the City of Sanford, Florida, all applications and acceptances of the Florida State Road Department use permit for the installation of utility lines. Raborn~ Jr. As the City Commission of the City of Sanford, Florida On motion of Commissioner Wilson, seconded by Commissioner Raborn and carried, current vouchers and payrolls were next approved as evidenced by General Fund Florida State Bank Vouchers Nos. 11825 through 12021; General Fund Sanford Atlantic National Bank Vouchers Nos. 31 through 84; Water and Sewer Revenue Fund Florida State Bank Vouchers Nos. 231 through 243; Sanford Atlantic National Bank Municipal Improvement Construction Fund Vouchers Nos. 125 and 126; United State Bank of Seminole Renewal and Replacement Fund Vouchers Nos. 38 and 39. On motion of Commissioner Moore, seconded by Commissioner Wilson and carried, the minutes of June 24, 1968, were next approved. After discussion, Commissioner Higginbotham moved to authorize the installation of drainage pipe and the construction of a sidewalk on one side of West 16th Street from Man- goustine Avenue or the Goldsboro Elementary School property for approximately 2,100 feet to Southwest Road, and said construction to be completed upon the reconvening of the school term, September l, 1968. Seconded by Commissioner Moore and carried. After consideration, Commissioner Moore moved to accept with regrets the letter of resignation of Sanford Industrial Commission member, Howard H. After consideration, Co~missioner Moore moved to authorize the paving of Maple Concourse, platted cul-de-sac street within City owned Lake Monroe Industrial Park and more particularly located west of French Avenue, north of Fulton Street and to the rear of the Sanford Herald building.
