The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanfford, Florida, at 8:00 o'clock P. M. on July 22, 1968.

The meeting was called to order by the Chairman.
Commissioner Moore moved that the regular meeting of the City Commission be tempo-
rarily adjourned for the Commission to sit as a Tax EQualization Board into session.
Seconded by Commissioner Raborn and carried.
The Commission then proceeded to sit as a Tax Equalization Board to receive any
complaints or objections on the 1968 Tax Roll, as prepared by the Tax Assessor and submitted
at this time.
Those appearing, or having representation, to voice opinions or objections re-
garding their property valuations are as follows:
1. Earl Higginbotham, Agent for Standard Oil Company property located
on French Avenue and 12th Street with an assessed valuation of $19,660
2. Attorney C. Vernon Mize, Jr., representing Seminole Property Management,
Inc., owners of Sanford Plaza Shopping Center, State Street and South
Orlando Drive, with an assessed valuation of $919,250
On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried,~
Monday, August 12, 1968, at 8:00 P. M. was set for an adjourned meeting of the Tax Equali-
zation Board to continue to hear tax assessment complaints.
Commissioner Higginbotham then moved to adjourn as the Tax Equalization Board and
to call the adjourned regular meeting back into session. Seconded by Commissioner Raborn
and carried.
The first item of business was the appearance of Arthur H. Harris, Chairman of the
Sanford Citizens Advisory Committee, to present a recommendation of the committee to pave all
north-south streets within a quadrant of the City bounded on the west by Sanford Avenue; east
by the City limits; south by Celery Avenue; north by the lakefront, and commonly know~ as the
"Georgetown" area. The committee recommended that the City arrange for a 5-year loan through
one of the local banks, at the lowest rate of interest, to pay for the!Tproject, and the re-
covery of said loan be through an assessment program of 50% of the project cost to each
abutting property owner on the respective paved street.
After discussion, Commissioner Moore moved that the City Manager and the City
Attorney draw up the details for the implementing of the aforesaid outlined project under a
paving lien assessment program. Seconded by Commissioner Higginbotham and carried.
Appearing next was Irene Laney, President, Sister Organization, and presented a
brochure for the rejuvenation of the present zoo site,, or the relocation as a Zoological
Garden, and offered their support. The Sister Organization is presently working on several
funding projects with the funds to be held in a City of Sanford Zoo Trust Fund. Mrs. Laney
stated that the organization urged the City Commission to give consideration to allocating

After discussion of the aforesaid Reports Nos. 68-220 through 68-252, Commissioner
Moore moved to hold a Public Hearing on August 12, 1968, to consider the reports to determine
the condition of the structures for condemnation proceedings, and to authorize a notice to
be placed upon each structure, and directed by registered mail to the last known address as
shown by the Tax Assessment Rolls of the City, a notice to the owner of the property involved
of the proposed hearing. ~hereupon, Chairman-Commissioner Roberts relinquished the chair
temporarily to Commissioner Moore as Chairman Pro-tem, and proceeded to second the motion,
and the motion carried.
Consideration was next given to a request of Herbert Cherry, local contractor,
regarding a refund of a building permit fee in the amount of $45.00 as the construction of
the Rescue Church of Christ, 1401 Bell Avenue, never materialized; and on motion of Commis-
sioner Higginbotham, seconded by Commissioner Moore and carried, said refund was approved.
The expense and time consmmption of City performed vehicle inspections was next
discussed, and on the recommendation of the City Manager and after discussion, Commissioner
Higginbotham moved that the balance of the City ~otor vehicles receive the required State
Motor Vehicle Inspection Safety test-check through the Seminole County stations. Seconded
by Commissioner Raborn and carried.
Consideration was next given to changing the established paid vacation policy for
City employees, based on length of service, and the present vacation policy set forth as
follows:
(a) 0 - 6 months no vacation time
(b) 6 months to I year I week (5 working days)
(c) over I year service 2 weeks vacation
After discussion and on recommendation of the City Manager, Commissioner Moore
moved to approve that the aforesaid established vacation policy be amended to include the
following:
After Octob-er l, 1968, three weeks paid vacation will be allowed
for City employees with over ten years of cintinuous employment.
Seconded by Commissioner Higginbotham and carried.
A discussion was next held on receipt of a letter from Ralph H. Baker, Jr.,
Director, Division of Waste Water, Florida State Board of Health, Jacksonville, Florida,
acting as an agent for enforcement of the guidelines and requirements of the federal govern-
ment pertaining to the elimination of all sources of pollution within the State as of
January l, 1973, and more specifically referring to corrective procedures relating to control
measures and schedule of construction of a secondary sewage treatment plant. After considera-
tion, the Commission~directed the City Manager to reply by letter to the Florida State Board
of Health to inform Mr. Baker the situation and requirements are now under advisement of the
City Commission, Sanford, Florida July 22' at 8:00 P.M. 19 68
engineering firm of Clark, Dietz and Associates, and that there are presently no funds
available for implementing secondary sewage control measures.
A letter from Gordon T. Butler, representative of the Florida League of Munipali-
ties, requesting the City of Sanford to join the League under the prescribed membership fee,
was next discussed. The City Manager was instructed to inform Mr. Butler that the City of
Sanford would join said membership at the $900.00 annual fee only, and that the City was not
applicable under the annual membership fee schedule of $1,200.00.
Commissioner Higginbotham next introduced Ordinance No. 949, entilted:

On motion of Commissioner Higginbotham, seconded by Co~missioner Moore and carried,
Ordinance No. 949 was placed on its first reading and read in full.
Commissioner Higginbotham next introduced Ordinance No. 950, entitled:

WITHIN THE CORPORATE AREA OF THE CITY
OF SANFORD, FLORIDA, THE AREA DESCRIBED
HEREINAFTER, IN ACCORDANCE WITH THE
PROVISIONS OF CHAPTER 57-1815, LAWS OF
FLORIDA, ACTS OF 1957.
On motion of G6~missioner Higginbotham, seconded by Commissioner Moore and carried, Ordinance
No. 950 was placed on its first reading and read in full.
After discussion, the Commission instructed the City Man~ger to converse with
Harry Robson, Robson Sporting Goods, as to the removal of his houseboat moored on the lake-
front at the City bulkhead pier.
Consideration was next given to the official retirement of Sara Warren Easterby,
Clerk, Finance Office, effective August 30, 1968, completing 23 years employment with the
City and receiving under an insured plan a pension of $46.17 per month.
After discussion and on motion of Commissioner Higginbotham, seconded by Commis-
sioner Raborn and carried, authorization was given for the City to supplement said retiree's
pension in the amount of $53.83 per month, effective September l, 1968.
There being no further business, the meeting adjourned.
