M. 19 68 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on August 12, 1968. Butler Absent: City Manager W. E. ~owles ~' ~ The meeting was called to order by the Chairman. The first item of business was the City Commission reconvening from an adjourned meeting of July 22, 1968, to sit as a Tax Equalization Board to receive further complaints or objections on the 1968 Tax Roll. Those appearing to voice opinions or objections regarding property valuations are as follows: 1. Attorney Mack N. Cleveland, Jr., representing C. E. Merrill, Jr., and A. J. Thomas, owners of Monroe Motels, Inc., k~own as the Holiday Inn, appeared to object to values set on city-owned and leased Lot 2 of the lakefront marina property and improvements thereon. Monroe Motels, Inc., contended the value of $639,910.00 was not equitable based on the terms of the Lease Agreement between the City and said motel owners, which stated only buildings placed on the property would be taxed, and further, the actual cost to build the complete motel was $487,088.00. The City Commission instructed the City Attorney to meet with Attorney Cleveland, the motel owners, and City Tax Assessor to discuss the legal interpretation of Article 7 - Taxes of the Lease Agreement prior to the next Commission meeting. 2. Reappearing was Attorney C. Vernon Mize, Jr., represeniing Seminole Property Management, Inc., owners of Sanford Plaza Shopping Center, State Street and Highway 17-92, with an assessed valuation of $919.250.00, citihg a 17% increase in valuation and that seven rentalunits still remain vacant. The Commission requested that Attorney Mize obtain from the owners the total amount of square footage added, improvements made, and units rented, for a comparison between January, 1967 and January, 1968. There being no further tax complaints and in the vacation absence of the Tax Asses- sor, Commissioner Moore moved to adjourn the Tax Equalization Board meeting to M6nday, August 26, 1968, at 8:00 P. M. and to call the regular meeting into session. Seconded by Commissioner Raborn and carried. Consideration was next given to a request of Mrs. Lisette T. McKay for a 90-day extension on the structure under Condemnation Report No. 68-218, Group 13, 1336 Elliott Ave- nue, Louise C. Temple, Heirs, and on motion of Commissioner Moore said time extension was granted to the date of November 12, 1968. Seconded by Commissioner Higginbotham and carried. Moved by Commissioner Wilson, seconded by Commissioner Higginbotham and carried,!! that structures covered by Report Nos. 68-232 through 68-236 be condemned and the owner given notice of ninety days to repair or demolish or give just cause why same are not repaired or demolished, and after ninety days to authorize the City to demolish the structures and levy a lien against the property for removal. $. Arthur H. Harris, Chairman of the Committee for the proposed Goldsboro Recreation Neighborhood Facilities Building, presented for consideration the working drawings for con- struction of said building as prepared by the firm of John A. Burton, IV, Architect and authorized by the Commission on July 8, 1968. After consideration and review, Commissioner Higginbotham moved to approve and i!accept the drawings as presented and to authorize Architect Joh~ A. Burton, IV, to proceed with the bid invitation to contractors. Seconded by Commissioner Moore and carried. Consideration was next given to a request of p~operty owner Ralph M, Henkle for annexing into the City limits Lot 15, First Addition to Park View, and more particularly located at 2805 Park Avenue, and on motion of Commissioner Raborn, seconded by Commissioner Wilson and carried, said request was tabled until the next regular meeting for further con- sideration. After~consideration and on motion of Commissioner Raborn, seconded by Commissioner Wilson and carried, an annexation request by property owner Thelma F. Sharpe, 1601 Southwest Road, was tabled for further consideration at the next regular meeting. Consideration was next given to a request by Sanford Christian Church, Inc., for !!annexation of their property located On the south side of Onora Road between Southgate Road iland a 40-foot drainage easement abutting Pinecrest Baptist Church property, and on motion of ilComm~ss~oner Raborn, seconded by Commissioner Wilson and carried, same was tabled for furthe~ iconsideration at the next regula~ meeting. On motion of Commissioner Moore, seconded by Commissioner Wilson and carried, the minutes of July 8, July 22, and July 29, 1968, were approved. After consideration, Commissioner Raborn moved that the City Attorney be authorized to research a "stop and frisk" law and upon the validity of same, prepare the ordinance for consideration at the next regular meeting. Seconded by Commissioner Moore and carried. After discussion, and on motion of Commissioner Moore, seconded by Commissioner Higginb. otham, the City Attorney was authorized to prepare the appropriate resolution for the street paving lien assessment program as outlined in the minutes of July 22, 1968, for the "Georgetown" area and as recommended by the Sanford Citizens Advisory Committee for a Worka- ble Program. After consideration and on motion of Commissioner Moore, seconded by Commissioner Higginbotham and carried, authorization was given to pay the annual liability insurance premium on the police patrol boat in the amount of $129.00 to Insurance Company of North America, Crumley and Montei~th, agent, covering the period of May 2, 1968, to May 2, 1969.
