Pursuant to the aforementioned Commission action, Ordinance No. 768 sets forth that upon a determination by the City Commission that structures:are found to be in a dilapidated, unsanitary or unsafe condition after a public hearing is held with evidence presented to de- termine same, such facts shall be certified in writing to the respective Property owner in- cluding specifications as to the. deficiencies justifying such condemnation and specifying the given time for the building or structure to be demolished and removed or placed in a state of MINUTES City Commission, Sanford, Florida October 14 at 8 P. M. 19 68 sound repair pursuant to and in conformance .with Codes in force in the City of Sanford. In event of failure on the part of the property owner, within said time period, to effect such demolition and removal or repair, said building or structure will be demolished and removed by the City and the cost of same assessed as a lien against the land. Consideration was next given to a request of JotmThompson, representative of the Sanford Herald, for the placement of an advertisement for the City of Sanford in the local newspaper oftthe Annual Progress Mail-A-Way edition. After discussion, Commissioner Higginbotham moved that the City of Sanford and Sanford Industrial Commission purchase aoombined full page color advertisement in said edition at a cost of $302.00. Seconded by Commissioner Raborn and carried over the dis- senting vote of Commissioner Roberts. Consideration was next given to a letter of request from Mumicipal Judge Roger L. Berry, and on motion of CommissionerHigginbotham, seconded by Commissioner Moore and carried, authorization was given to,reopen the case and set aside the bond estreature on the case of James S. Williamson, Docket Case No. 8~138, charged with Careless and Negligent Driving, bond in the amount of $110,O0. Consideration was next given to a request of A. K. (Kay) Shoemaker, Jr., Shoemaker Construction Company, for the purchase of Lot 3 with a one year option to purchase Lot g of the Lake Monroe Industrial Park, Amended Replat, recorded in Plat Book l~, Page 29, of the Public Records of Seminole County, Florida, and located in the general area of Seminole Boulevard and French Avenue. Mr. Shoemaker related the need to relocate his operation in order to combine and maintain warehousing in one locale. After discussion, Commissioner Higginbotham moved to authorize the sale to A. K. Shoemaker, Jr., city-owned Lot 3 within the Lake Monroe Industrial Park Amended Replat at a purchase price of $7,500.00, and an option for one year on Lot ~ at the same price as quoted on Lot 3. Seconded by Commissioner Moore and carried over the dissenting vote of Commissioner Raborn, who felt the sale would not create the job opportunities that the City originally sought when the land was reclaimed for an industrial park. Referring to the aforementioned transaction, Commissioner Higginbotham moved to authorize that utilities of water and sewer, street~, and cUrbs be extended to Lot 3 and 4, Lake Monroe Industrial ParkA mended Replat. Seconded by Commissioner Moore and carried. A discussion was next held to consider the State Legislature needs of the City during the 1969 term. The City Manager informed the Commission that the Sanford Citizens Advisory Committee, working for a federal funding Code Enforcement Program, recommended that the City obtain the reactions of State legislative candidates as to ,urban renewal" legisla- tion for the City of Sanford. Commissioner Raborn moved that the existing proposed Urban Renewal Bill as drawn by the City Attorney be submitted at this time to the appropriate legislative delegation for review and comments. Seconded by Commissioner Wilson and carried. After consideration, Commissioner Moore moved that the City Attorney prepare the appropriate documents on "Urban Renewal" and for an "Industrial Improvement District" for an airport to be submitted in the 1969 term of state Legislature for their consideration, Seconded by Commissioner Raborn and carried. A discussion was next held on a request f~om the U. S. Department of Housing and Urban Development for the City of'Sanford to include as a part of their Workable Program a MINUTES. The City Manager stated that the private construction project is pr:esently in the process of changing business hands andthere.fo~e the project is essentially the same except for the name change. After consideration, Commissioner Moore moved that the Mayor and City Clerk be authorized to execute the document approving the rent supplement housing project as being acceptable and part of the City of Sanford Workable Program. Seconded by Commissioner Wilson and carried. Consideration was next given to a letter from the Federal Aviation Agency stating that the agency is accepting Requests for. Aid under-the Federal-Aid Airport Program for the Fiscal Year 1970. Commissioner Higginbotham moved to authorize the Mayor to sign the eligi- bility application for the City of Sanford to participate in said Federal-Aid ~irport Program for 1970. SecOnded by Commissioner Moore and carried, Commissioner Higginbotham next introduced Ordinance No. 956, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ANNEXING TO AND INCLUDLNG WITHIN ~rlE CORPORATE AREA OF THE CITY OF SANFORD, FLORIDA, THE AREA DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE PR0~ISIONS OF CHAPTER 57-1815, LAWS OF FLORIDA, ACTS OF 1957. and same was placed on its first reading and read in full. Commissioner Higginbotham then moved on the waiver of the requirement of the second reading of Ordinance No. 956 and that same be placed on its final"passage and adoption, seconded by Commissioner Moore. The Chairman then annoucned that the City Commission of the City of Sanford, Florida, had passed and adopted Ordinance No. 955, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING CHAPTER ll, THE CODE OF THE CITY OF SANFORD, FLORIDA, 1955, SECTION ll-12.1 THEREOF, SUCH' SECTION IMPOSING A FEE FOR THE COLLECTION OF REFUSE, AS DEFINED THEREIN, PRESCRIBING THE AMOUNT OF SUCH FEE AND DEFINING 'USAGES UPON WHICH SAID FEE IS BASED, AND PROVIDING FOR THE METHODS OF BILLING FOR THE SAME, AND THE PENALTY FOR FAILURE TO PAY SUCH FEE, SAID AMENDMENT CHANGING T_ME FEE FOR RESIDENTIAL OCCUPANCY AS PROVIDED IN SUBSECTIONS (a), (b)3., AND (d), Am) CHANGING FEE FOR BUSINESS OCCUPANCY AS PROVIDED IN SUBSECTIONS (e), (f) AND (g), AND PRESCRIBING COLLECTION FEES' FOR SUCH OCCUPANCY. On motion of Commissioner Wilson, seconded by Commissioner Moore and carried, current vouchers and payrolls were next approved as evidamced by General Fund Florida State Bank Vouchers Nos. 12395 through 12629; General Fund Sanford Atlantic National Bank Vouchers Nos. 221 through 288; Water and Sewer Revenue Fund Florida State Bank Vouchers Nos. 263 through 292. On motion of Commissioner Moore, seconded by Commissioner Higginbotham and carried, minutes of September 9, September 16, and September 23, 1968, were approved. After consideration, CommissionerHigginbotham moved that Clifford W. McKibbin, Jr., Scott W. Burns, and Lee P. Moore be appointed to the Sanford Industrial Commission and.that the City Attorney be authorized to prepare, an ordinance to amend Ordinance No. 902 increasing the number on said Board from seven members to eight memberS. Seconded by Commissioner Wilson and carried. Consideration next given to the feasibility of extending sanitary sewers to the new industrial park area on Grapeville Avenue and Jewett Lane, and on motion of Commissioner Higginbotham, seconded by Commissioner Moore and carried, the City Manager was authorized to obtain the professional services of an engineering firm to furnish the City with an engineering study, including a sewerextension study, on the said Industrial Park area. After consideration, Commissioner Moore moved to approve a time extension of ninety days to the date of January 15, 1969, on Condemnation Report No. 68-212, Group 13, 917 Willow Avenue, Stephen Simms, to allow said property owner to either.repair or demolish the con- demned structure. Seconded by Commissioner Higginbotham and carried. The City Attorney brought to attention that political candidates were opposing the requirements or stipUlations set forth in the present sign ordinance specifying that political signs may be erected only on private property, in certain zoning districts, and only after obtaining a City permit. After discussion, Commissioner Higginbothammoved to authorize the City Attorney to amend the existing Sign Ordinance to allow, upon obtaining a City permit and property owners permission, political signs on private property for a period of sixty days prior to the election.
