M. 19 68 The City Commission of the City of Sanford, Florida, met in regular session at the Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on November ll, 1968. Present: Commissioner W. Butler Absent: Commissioner Earl Higginbotham City Attorney W. C. Hutchison, Jr. The meeting was called to order by the Chairman. The first item of business was the consideration of an application for the transfer of beer and wine License No. 683 from Little General Stores, Inc., 2303 French Avenue, to General Host Corporation, ~/b/a Little General Stores No. #07, same location; and on recom- mendation of the Police Chief and the City Manager, Commissioner Moore moved to approve same. Seconded by Commissioner Raborn and carried. Consideration was next given to a request for a time extension by Mrs. J. L. Potts, Ocala, Florida, owner of twelve structures under Condemnation Reports Nos. 68-220 through 68-231, Group l~, condemned on August 21, 1968, and given a period of ninety days to repair or demolish; and on motion of Commissioner Moore, seconded by Commissioner Wilson and carried, a time extension of ninety days to February 21, 1969, was granted. Mrs. Lisette T. McKay, appearing in behalf of property of Louise C. Temple, Heirs, Condemnation Report No. 68-218, Group 13, structure located at 1336 Elliott Avenue, and con- demned as of March l, 1968, requested that consideration be given a second time extension; and on motion of Commissioner Moore a ninety day extension to the date of February 12, 1969, was granted. Consideration was next given to a request through the Sanford Industrial Commission by the Rocket Boat Trailer Manufacturers, a Miami firm with a branch in Sanford, for the leasing of Building 128 or ltl, located on the Naval Air Station property, regarding a devi- ation from the established annual building rental rate per square foot schedule; and on motion of Commissioner Moore, seconded by Commissioner Raborn and carried, same was denied. After consideration, Commissioner Raborn moved to approve the payment of $16,235.20 to Manuel Builders, Inc., Orlando, Florida, as evidanced by Certificate No. l, dated Novem- ber 5, 1968, covering construction work from September 25 to October 25, 1968, on the Golds- boro Neighborhood Recreation Facilities Building, as approved by the City. Manager and Archi- tect John A. Burton, IV, and authorized under Contract dated September 25, 1968, and with au~L" thori~ation granted for the Mayor and City Clerk to execute a loan in the amount of $60,000.00 with local banks to finance the balance of said construction. Seconded by Commissioner Wilson and carried. A discussion was next held on the request of D. B. Schoolcraft, property owner on the east side of Riverview Avenue between West First Street and Seminole Boulevard, outside the City limits, for City water. There are now four existing residences with City water meters set prior to the established annexation policy. After consideration, Commissioner Moore moved that the request be approved only if the owner signed an annexation petition encompassing the entire property owned by him. Seconded by Commissioner Raborn and carried. John W. Fehr, Secretary, Fleet Reserve Association, appeared to request an exempt occupational license to sponsor a children's circus on December 21, 1968, to be held in the j/20 MINUTES City Commission, Sanford, Florida November ll at 8 P. After discussion, Commis- sioner Moore moved that the license exemption be granted with the provision that the Fleet Reserve Association guarantee an equal amount of the exempt license fees or mn amount of no less than $125.00 as a donation to the Little Red Schoolhouse organization. Seconded by Commissioner Raborn and carried. After consideration, Commissioner Moore moved that the Mayor and City Clerk be authorized to sign a note for $11,500.00 covering a two year period to finance a dozer-tracto~ at a local bank, as approved in the 1968-69 Budget, Refuse Account No. #926. Seconded by Commissioner Wilson and carried. Consideration was next given to recommendations of the Zoning and Planning Commis- sion, as follows: 1. (a) To rezone that area bounded on the north by Eighth Street; on the east by the alley between Maple and French Avenues; on the south by Ninth Street; on the west by the railroad; from M-1 (Light Industrial) District to C-1 (Neighborhood Commercial) District, and (b) To rezone that area bounded on the north by Ninth Street; on the east by the alley between Maple and French Avenues; on the south by 12th Street; and on the west by the Oviedo Branch of the railroad; less the west ~ of Block 13, Tier 9, E. R. Trafford's Map of Sanford; from M-1 (Light Industrial) District to R-6 (Multiple Family Dwelling) District, and on motion of Commissioner Moore, seconded by Co~missioner Wilson and carried, the City Clerk was authorized to advertise a public hearing date of December 9, 1968, to further consider same. 2. To zone the newly annexed property located along Onora Road in the general area of the Pinecrest Baptist Church, more particularly:described as: From the intersection of the East line of Lot 27, Amended Plat Druid Park and the north right-of-way line of Onora Road, run southwesterly along the north right-of-way of Onora Road 400 feet for a P~int of Beginning, thence run north 125 feet to canal, northeasterly along canal 206.95 feet, south to the southern right-of-way of Onora Road, northeasterly along southern right-of-way Onora Road to north-south ~ section line Section 12-20-30, south along said ~ section line to a point which is 742.5 feet north of the southwes~ corner of northwest quarter of the northeast quarter said Section 12, east 427.5 feet, south 66 feet, east 300 feet, south 210 feet, west 300 feet, south 466.5 feet, west 427.5 feet, north to a point which is 1,023 feet south of north section line said Section 12, west 737 feet, north 363 feet, east to point ~outh of Beginning, north to Point of Beginning. OFFICE SUPPLY COMPANY - . ~, " 19. 68 with What portion of the above described parcel of land lying north of Onora Road, presently zoned R-1AA (Single Family Dwelling) District, proposed to be rezoned C-1 (Neighborhood Commercial) District; and that portion of the above described parcel of land lying south of Onora Road, presently zoned R-1AA (Single Family Dwelling) District, proposed to be rezoned R-lA (Single Femily Dwelling) District, and that the present construction of the Sanford Christian Church, Inc., on the south side of Onora Road be allowed as a "conditional use" in the R-lA zoning. and on motion of Commissioner Moore, seconded by Commissioner Raborn and carried, the City Clerk was authorized to advertise a public hearing date of November 25, 1968, for further consideration of same. After discussion, Commissioner Raborn moved that the first reading of an ordinance amending the present sign ordinance to allow political signs to be~rected throughout the City or exemption from said ordinance, be tabled. Seconded by Commissioner Moore and carried. On motion of Commissioner Moore, seconded by Commissioner Wilson and carried, cur- rent vouchers and payrolls were next approved as evidenced by General FundFlorida State Bank Vouchers Nos. 12630 through 12849; General Fund Sanford Atlantic National Bank Vouchers Nos. 278 and 289 through 335; Water and Sewer Revenue Fund Florida State Bank Vouchers Nos. 293 through 504; United State Bank of Seminole Renewal and Replacement Fund Voucher No. On motion of Commissioner Moore, seconded by Commissioner Wilson and carried, minute of October 14, October 28, and October 50, 1968, were approved. After consideration, Commissioner Moore moved that two additional lieutenants and one warrant officer classifications be approved for the Fire Department because of the crea- tion of a new third platoon system to permit the hourly reduction in the work week on Octo- ber l, 1968, with a transfer of funds in the amount of $662.00 from Contingency Account No. 8150 to Fire Department Salaries, Account No. 2301, to cover same. Seconded by Commissioner Raborn and carried. After discussion and under general conditions and requirements of the Contract for the Goldsboro Recreation Building, Commissioner Moore moved to authorize the payment of $1~.00 to Crumley-Monteith, Inc., for insurance coverage on said building construction for the period of October 31, 1968-1969, and evidenced on statement dated November ~,~1968. Seconded by Commissioner Raborn and carried. After consideration, Commissioner Moore moved that the following motion in the minutes of October 30, 1968, be rescinded: "After further consideration of the outlined engineering fees With reference to design work for streets in the Georgetown area, Com- missioner Moore moved that the proposed contract for engineering and survey work for all streets, including surface drainage, be placed on open proposals to engineering firms. Seconded by Com- missioner Raborn and carried." Seconded by Commissioner Raborn and carried. Griffis to July l, 1969, to operate a Fix-It Shop at the location of 617 Celery Avenue. Seconded by Commissioner Raborn and carried. There being no further business, the meeting adjourned.
