M. .19 68 D.~T~ROW OFFICE SUPPLY COMPANY The City Commission of the City of Sanford, Florida,met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. Knowles City Clerk H. L. Whelchel Police Chief Ben Eo Butler The Meeting was called to order by the Chairman. The first item of business was the consideration of a recommendation by the Zoning and Planning Commission on the request of Hrs. William Leach to operate a children, s nursery, as a conditional use in an R-lA (Single Family Dwelling) District, at the location of 100 East Onora Road, Pinecrest Dubdivision. The Chairman announced that individual notices dated November 15, 1968, regarding the proposed operation and the intent of the City Commission to consider same, were mailed to the respective property and thirty-three abutting property owners within 300 feet of 100 East Onora Road. Twenty-five of the persons notified were present and indicated their objection with no one speaking in favor oF same. Mrs. Leach was not present or represented. After review of the recommendation made by the Zoning and Planning Commission, Com- missioner Moore moved that the negative recommendation of said Board for a nursery operation at said location be upheld and the request denied. Seconded by Commissioner Wilson and carried. The next item of business was a Public Hearing to consider the recommendation of the Zoning and Pla~ing Commission for the rezoning of newly a~exed areas on Onora Road west of Sanford Avenue in the general area of the Pinecrest Baptist Church from R-1AA(Single Family Dwelling~ District, as advertised in the Sanford Herald on November 15, 1968. NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMEND~NTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on November 25, 1968, to consider the following changes and amendments to the Zoning Ordinance of the City of Sanford, Florida: That property located along Onora Road in the general area of the Pinecrest Baptist Church, more particularly described as: From the intersection of the East line of Lot 27, Amended Plat D~uid Park and the North right-of-way line of Onora Road, run Southwesterly along the North right-of-way of Gnora Road $00 feet for a Point of Beginning, thence run North 125 feet to canal, Northeasterly along canal 206.95 feet, South to the Southern right-of-way of Onora Road, North- easterly along Southern right-of-way Onora Road to North-South ~ section line Section 12-20-30, South along said ~ section line to a point which is 752.5 feet North of the Southwest corner of Northwest Quarter of the Northeast Quarter said Section 12, East $27.5 feet, South 66 feet, East 300 feet, South 210 feet, West 300 feet, South $66.5 feet, West $27.5 feet, North to a point which is 1,023 feet South of North Section Line said Section 12, West 737 feet, North 363 feet, East to point South of Beginning, North to Point of Beginning. That portion of the above described parcel of land lying south of Onora Road, presently zoned R-1AA (Single Family Dwelling) District, is proposed to be rezoned R-lA (Single Family Dwelling) District. Whelchel As City Clerk of the City of Sanford, ~Florida The Chairman a~ounced that the Commission would be glad to hear from anyone in favor of, or against, the rezoning as advertised in the foregoing notice. There being no opposition, Commissioner Wilson moved to authorize the City Attorney to prepare an ordinance for the rezoning of said property as set forth in the legal notice and to approve the church construction as a conditional use in the R-lA zoned district. Seconded by Commissioner Moore and carried. After consideration of a request of property owner Mrs. E~sie Menende'z, Commissione] Wilson moved to approve a second ninety day time extension to the date of February 25, 1969, on Condemnation Report No. 68-248, Group 14, lll5 Orange Avenue, to allow repairs or demoli- tion of the structure, with the condition that no further time extensions will be given on this property. Seconded by Commissioner Moore and carried. A discussion was next held on the written request of Commissioner Raborn for the consideration of submitting to the 1969 State LegiSlature a proposed change in the City Charter to provide for an "elective mayor" compared with the present system of an "appointed mayor" by the majority vote of the City Commission with a tenure of office for one year, and cited the reasons for recommendation~Of:same, as follows: 1. To give the citizens a better opportunity to voice opinions on City affairs. 2. To provide continuity in dealing with problems over a longer period of time. 3. To provide longer "on the job training" in handling projects and problems. Commissioner Raborn cit'ed neighbor~ng.~, cities that presently have an elective mayor with a city manager as the administrative head. The majority of the Commissioners did not favor the recommendation and no official action was taken. After consideration and on motion of Commissioner Wilson, seconded by Commissioner Moore and carried, approval was given to establish an additional classification of one lieu- tenant and two sergeants in the Police Department to provide for the additional shift created by the reduction change to a J?!-hour work week. Consideration was next given to a request of the City Manager for a direct emer purchase of a pickup truck without the standard written bids and by means of verbal or short form bids and acceptance of low bid for the replacement of City Vehicle No. 122, 1963 GMC pickup equipped with aerial ladder, totally demolished in an accident on November 20, 1968, at the intersection of 25th Street and Sanford Avenue, and on motion of Commissioner Moore, seconded by Commissioner Raborn and carried, said bid procedure and purchase was approved. The City Attorney next rendered the interpretation that the term "resident area" as written in the ordinance for the control of junk cars applies to the residential zoned districts and cannot be superimposed to include junk or inoperative cars in commercial goned MINUTES City Commission, Sanford, Florida November 25 at 8 P. M. _19_68 districts unless the particular problem could be based on health and welfare aspects, which would then be applicable under Section ll-13 of the City Code for the removal of weeds, trash, rubbish, filth or other noxious matter. After discussion and on motion of Co~missioner Higginbotham, seconded by Com~issione Moore and carried, authority was given to Dransfer funds in the amount of $100.00 from Con- tingency Account No. 8150 to Parks Miscellaneous, No. $109, for some initial beautification workL:6f landscaping on the City bandshell pier at the end of Park Avenue on the lakefront. C. Vernon Mize, Jr., a representative, and Dr. Vann Parker, President of the Mutual Concert Association, appeared to discuss the lack of dressing room and rest room facilities at the municipal Civic Center for the concert performers. Mr. Mize presented a proposed sketch for a small addition to the rear of the stage area for said provisions with an esti- mated material cost of $7,000.00. After discussion, the City Commission instructed the City Manager t© further study the proposal and to submit working drawings and designs for same for the Commission's consideration at the next regular meeting. Consideration was next given to a request of Ralph Austin Smith, owner of property at 2021 Park Avenue, for the closing of that portion of the alley abutting his property on both sides of said alley between 20th and 21st Streets and more particularly described as Lot 4, Sanford Terrace and Lots 9, l0 and the south one-half of Lot A, Evans Terrace. It was pointed out that there is existing utilities within the alley and that the abutting property owner of Lots 6, 7 and 8 had requested that the alley remain in iSs present status. After discussion, Commissioner Higginbotham moved that the request for closing said alley be denied. Seconded by Commissioner Raborn and carried. After discussion and on recommendation of the Police Chief, Commissioner Higgin- botham moved to approve the transfer of the beer and wine License No. 553, consumption off th~ premises, from W. V. Hucklabone, d/h/a Huck's Grocery, 805 West Third Street, to C. C. Flowers, d/b/a Flowers Grocery, same address. Seconded by Commissioner Moore and carried. Consideration was next given to the proposed Contract prepared by the engineering firm of Clark, Dietz and Associates for the engineering study and services regarding the drainage and street paving-project in the Georgetown area approved by the Commission on October 30, 1968, and on motion of Commissioner Moore, seconded by Commissioner Higginbotham and carried, the Mayor and City Clerk were authorized to execute the Contract.
