M. .19 68 DO~4~OW OFFICE SUPPLy (~OMPANY The City Commission of the City of Sanford, Florida, met in Special Session at the City Hall in the City of Sanford, Florida, at l:O0 o'clock P. M. on December 6, 1968. Present: Commissioner W. Vincent Roberts, Mayor " Earl Higginbotham " Lee P. Moore " M.L. Raborn, Jr. " A.L. Wilson City Manager W. E. Knowles City Clerk H. L. Whelchel Absent: City Attorney W. C. Hutchison, Jr. ~ Police Chief Ben E. Butler Commissioner H±gginbotham moved to waive the requirement of twenty-four hours written notice, and to call the meeting into special seSsion. Seconded by Commissioner Raborn and carried by the unanimous vote of the Commission. Pursuant to action by the City Commission on December 4, 1968, that the request of the Sanford Downtown We Care Merchants Association for the City to install additional support poles along First Street for the Suspension of seven decorative Christmas trees over the streets was denied, Sidney L. Vihlen, Jr., President of said Associat~0n, appeared requesting further consideration on the matter and offered more information pertaining to the matter. Mr..Vihlen explained that if the City would approve, the installation coUld be accomplished under the following conditions: 1. The placement of approximately eight temporary poles. 2. Alternate locations could take the installations out of some of the street intersections eliminating the number of poles and the anchor supports. 3. Poles would be located in the parkway and beyond any sidewalk or asphalt street. Under a cooperative effort between the Florida Power and Light Company and the City there would be no additional cash expense to the City incurred. 5. The above proposal to be a temporary measure and that more appropriate loCations and installation methods would be worked out for the future. After discussion, Commissioner Wilson moved that the City cooperate with the Mer- chants Association in the installation of the temporary poles provided said installations are not set in concrete or asphalt. Seconded by Commissioner Higginbotham and carried. Mr. Vihlen stated to the Commission that the Merchants Association would assume the responsibility of contacting the downtown businessmen and landowners for their approval of attaching anchor supports to their buildings, and setting the temporary poles in front of the businesses where necessary. After consideration, Commissioner Higginbotham moved that the City Attorney be au- thorized to prepare the appropriate Resolution to the Florida State Road Department as an offi. cial confirmation that the City of Sanford will install, operate and maintain a street light- lng system on State Road 17-92, Seminole Boulevard, from Mangoustine Avenue West to the I-4 Interchange, outside the City limits, and that the Mayor and City Clerk be authorized to execute same. Seconded by Commissioner Moore and carried. After consideration, Commissioner Higginbotham moved to approve the construction and paving of a 5-foot sidewalk on both sides of the bandshell pier at North Park Avenue and the lakefront, and the material cost of $750.00 to be appropriated from Contingency Fund, Account No. 8150, to Street Paving Account No. 4781. Seconded by Commissioner Moore and carried. There being no further business, the meeting adjourned.
