DOTK~uOW OFFICE ~U~PLY COMPANY ' ~9 69 39 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on January 13,' 1969.. Present: Commissioner Lee P. Moore, MayOr " James H. Crapps " Earl Higginbotham " W. Vincent Roberts " A.L. Wilson City Attorney W. C. Hutchison, Jr. City Manager W. E. ~nowles City Clerk H. L. Whelchel Police Chief Ben E. Butler The meeting was called to order by the Chairman. The Chairman gave a summary that the City of Sanford had been notified this date that the City could make application for the conveyance of the entire federal lands of the former Sanford Naval Air Station in accordance with provisions under Section 16, Federal Air- port Act (~9 U.S.C. lll5) for a sum of $1.00 for the operation of a public airport facility subject to the covenants and reverter clause of Section 155.15 of the Federal Aviation Regu- lations; and further, that notification had been given that .an official of the Federal Avia- tion Agency, Miami, Florida, would be arriving in Sanford on Tuesday, January l~th' the following day, to assist the City Manager in preparation of the application to this effect and that said documents would be hand-carried by the official to the Federal Aviation Agency Regional Office in Atlanta, Georgia, forreview. The Chairman then introduced Resolution No. 1055 regarding same, and after being read in full, Commissioner Roberts moved on its passage and adoption, Seconded by Commis- sioner Crapps and carried by the unanimous vote of the Commission. Said Resolution No. 1055 being in words and figures as follows: WITNESSETH: WHEREAS, Seminole County, Florida, finds it necessary to file an application under Section 16 of the Federal Airport Act (49 U.S.C'lll5) for the acquisition of certai~ federally. ownedlands on the SANFORD NAVAL AIR STATION for use in connection with the operation of that public facility and for the expansion of certain airport services to the public under the Federal Aid Airport Program. NOW, THEREFORE, BE IT RESOLVED, that Lee P. Moore, MAYOR, CITY OF SANFORD, SEMINOLE County, Florida, be authorized to file the application on behalf of the CITY OF sANFORD, FLORIDA. BE IF F~THER RESOLVED that the City of Sanford, Florida, is willing to accept grants subject to the covenants and reverter clause described in Section 155.15 of Federal Aviation Regulations and other terms as may be imposed by the United States and such acceptanc. additionally being subject to any changes in the boundaries or acreage.that dight be accept- able to the Administrator of the Federal Aviation Administration so far as they concern the development or use of the property for public airport purposes. Conklin, engineering consultant of Clark, Dietz and Associates, Urbana, Illinois and Sanford, Florida, next presented the preliminary engineering city-wide Storm Drainage Interceptor Facilities Report, as authorized under Contract dated February 26, 1968. After presentation of said Study, Commissioner Roberts moved to authorize the pay- merit of $7,500.00 to the engineering, firm of Clark, Dietz and Associates as appropriated Utility Administration, Account No. 91-8, Engineering, 1967-68 Budget. sioner Wilson and carried. Seconded by Commissioner Wilson and carried. Ordinance No. 958, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 771 OF SAID CITY, AS AMENDED, .SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT PLACING CERTAIN TERRITORY IN C-l/(NEIGHBORHOOD COMMERCIAL) DIS- TRICT, AND IN R-6 (MULTIPLE FAMILY DWELLING) DISTRICT. placed on its first reading and read in full at the meeting of December 23, 1968, was next placed on its second reading. After being read in full, CommisSioner Roberts moved on its passage and adoption. Seconded by Commissioner Higginbotham and carried. Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, had passed and adopted said Ordinance No. 958, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 771 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT PLACING CERTAIN TERRITORY IN C-1 (NEIGHBORHOOD COMMERCIAL) DIS- TRICT, A2~D IN R-6 (MULTIPLE FAMILY DWELLING) DISTRICT. Consideration was next given to a recommendation of the goning and Planning Commis- sion that Ordinance No. 847 for the control of junk automobiles in residential zoned areas be amended to restrict same in "commercial zoned areas" with the exception of licensed operators or dealers, and on motion of Commissioner Wilson, seconded by Commissioner Higginbotham and carried, the City Clerk was authorized to advertise a public hearing date of January 27, 1969. to consider same. After consideration, Commissioner Higginbotham moved to approve the payment of $28,015.20 to Manuel Builders, Inc., Orlando, Florida, as evidenced by Certificate No. 3, dated January 8, 1969, covering construction work from November 25 to December 25, 1968, on Goldsboro Neighborhood Recreation Facilities Building, as approved by the City Manager and Architect John A. Consideration was next given to a letter of resignation from Lee P. Moore, member of the Sanford T~dUstrial Commission, with a recommendation that W, Vincent Roberts be ap- pointed to fill the vacancy on said Board, and on motion ef Commissioner Wilson, seconded by Commissioner Crapps and carried, the appointment was approved and the resignation accepted with regrets. Discussion~,was next held regarding a letter of request on several items from iMunicipal Judge Roger L. Berry, as follows: 1. Additional work-tables for the Court Room area. 2. Rearrangement of the Court Room area; particularly the fee table. 3. Provision so that the Lieutenants and Captains of the City Police _ Department be made Assistant City Clerks to allow them to issue arrest warrants to eliminate going through the City Clerk, Chief of Police or the Judge. $. Updating the 1955 City Code, ordinances, in a loose-leaf type book with a portion of the cost defrayed through the local Bar AssociatiOn or local attorneys. 5. Printing of an information pamphlet for recipients of traffic ticketS, summons or other misdemeanors explaining the procedure of the Court and the person's Constitutional Rights. After consideration, Co~missioner Crapps moved to authorize the City Manager to provide the additional tables and to work out with the respective personnel a satisfactory court room arrangement. Seconded by Commissioner Roberts and carried. After discussion, with the City Attorney and Police Chief, Commissioner Roberts moved to approve that the appropriate bill be prepared for submission to the 1969 State Legislative Session to amend the City Charter for police officers holding the rank of lieu- tenant or above and then only the senior officer on duty, be authorized to sign and issue arrest warrants, when deemed necessary, and these warrants be issued at the Police Station only. Seconded by Commissioner Wilson and carried. Consideration was next given to the request of property owners for the extension of water lines outside the City to serve homes at 205 Grapeville Avenue and at 2820 Palmetto Avenue, and on motion of Commissioner Higginbotham, seconded by Co~missioner Roberts and carried, same was approved upon the conditions that the property owner sign the standard a~exation petition and the entire cost for the extension be borne by'the owners. After consideration of the'request of the Treasurer, General Sanford Memorial Library, Commissioner Wilson moved to authorize the payment of $530.00 to the Library under the 1968-69 Budget appropriation, Special Funds, Account No. 8078. Seconded by Commissioner Crapps and carried. A list of the proposed items to be submitted to the 1969 State Legislative Session was next presented, and on motion of Commissioner Roberts, seconded by Commissioner Crapps~ and carried, the City Manager, City Attorney and Mayor were authorized to set a date for the Commission to meet for a discussion on the proposed legislative items and more particularly, to make a final determination on the redefining of the boundary lines of the City limits and a salary revision for the City Commissioners. After consideration, Commissioner Roberts moved to approve a~nexing of two areas of properties into the City limits, as follows: 1. (a) Lots I through 22 and 30 through 51, Block 36, Fourth Section of Dreamwold (b) Lots I through ll, Vi, Mar MINUTES City Commission, Sanford,.Florida January !~ at 8 P. FI. 1969 (c) School Board property in the area of Lake Jennie and Georgia Avenue; Seminole and Junior High Schools situated thereon. 2. Lots 17, 18, 22, 23, 2~, ~0, #l and #2, Park View, Second Addition 2800 Block, Palmetto Avenue. ~pon certification by the Seminole County Tax Assessor that the signed petitions are in accordance with the provisions of Chapter 57-1815, Laws of Elorida, Acts of 1957. Seconded by Commissioner Higginbotham and carried. On motion of Commissioner Roberts, seconded by Commissioner Wilsonand carried, current vouchers and payrolls were next approved as evidenced by General Fund Florida State Bank Vouchers Nos. 13066 through 13275; General Fund Sanford Atlantic National Bank Vouchers Nos. 391 and 395 through ~69; Water and Sewer Revenue Fund Florida State Bank Vouchers Nos. 316 through 327~ On motion of Commissioner Roberts, Seconded by Commissioner Wilson and carried, minutes of December 9 and December 10, 1968, were approved. After discussion~with Police Chief, Commissioner Crapps moved to authorize a replac~ merit purchase of a washing machine for use in the Police Department to eliminate outside lanndry expenses and the payment for same appropriated from Contingency Account No. 8150.
