M. 19 69 The City Commission of the City of Sanford, Florida, met in regular session at the ~ity Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on February 10, 1969. Present.: Commissioner Lee P. Moore, Mayor " James H. Crapps " Earl Higginbotham " A.L. Wilson City Attorney W. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. L. Whelchel Police Chief Ben E. Butler Absent: Commissioner W. Vincent Roberts The meeting was called to order by the Chairman. The first item of business was a request presented by Robert C. Thomas, representing the Seminole County Sportsmen's Association, for the use of the Municipal Fort Mellon Swimming Pool by said association as a fresh water fish acquarium attraction. He stated that the asso- ciation had no definite plans at the present time; but, would like the permission of the Com- mission to explore the feasibility of such project and later bring back a concrete proposal; and after discussion, said feasibility request was granted by the Commission. The City Manager next submitted the following tabulation of bids which were opened publicly at 2:00 o'clock P. M. on February 5, 1969, for the sale of City-owned property locate~ at ll08 Willow Avenue, legally described as Lot 5, Block 15, Tier F, E. R. Trafford's Map of Sanford, ~under certain conditions as specified in the Invitation for Bids and published in the Sanford Herald on January 22, 1969. BIDS Joella B. Singleton $1,250.00 Samuel Martin 600.00 After consideration and on motion of Commissioner Higginbotham, seconded by Commis- sioner Wilson and carried, the bid of Joella B. Singleton in the amount of $1,250.00 was accepted with the City Attorney authorized to prepare the deed title and the Mayor and City Clerk authorized to sign same. A request from Dr. Earl Weldon, Seminole Junio~ College, for several of the small, skid mounted, one room, line office buildings located on the Sanford Naval Air Station prop- erty, was tabled for further consideration until such time that the City acquired title to the base property and approval for removal of any structures given by the authority of the Federal Aviation Agency. A discussion was next held relative to the deadline of April l, 1969, for federal government recertification of the City of Sanford Workable Program covering the continuance of planning projects of public housing, rent supplement, neighborhood improvement and a code enforcement program, wherein the services of a professional planner is one of the requirements and, as the County of Seminole had not yet filled their vacancy of a professional pla~ner, the City cOuld not rely on using such person on a part-time basis as had been done in the past. A Planning Proposal was presented from the firm of Gerald Dake Associates, Jackson- ville, Florida, coVering a scope of services for providing guidance to the Planning and Zoning Commission and City Commission, outlining a long-range planning program, update the present Comprehensive City Plan, assist in preparing annual Workable Program recertification, and assist in compiling applications for various federal programs. The fee for this service is $400.00 per month, with a stipulation for a discontinuance of the service at any time. 50 DO OW OFFI SUP LY COM MINUTES .. FI. _10~9 After consideration and on motion of Commissioner Higginbotham, seconded by Commis- sioner Crapps and carried, author&zation was given for the employment of Planning Consultant of Gerald Dake, Gerald Dake Associates, under'a no time limit, open-end contract at the fee of $400.00 per month for professional-technical planning services as outlined in the above paragraph. Presented next was a proposal of James E. Lee, owner of 25 acres of land located north of Narcissus Avenue with a fronting of 285.4 feet on State Highway 17-92, Seminole Boulevard lakefront, for the City to purchase same at a quoted price of $3,000.00 per acre or a total price of~$75,000.00 as a possible~site for the proposed municipal zoo relocation. The City Commission took no action on this proposal. A discussion was next held on the recently completed Drainage Study, and for long- range planning purposes it is necessary to select the plan the City ultimately will be using in order to assist the engineers in the project design of the proposed drainage and paving plans of the north-south streets in the Georgetown area. After consideration and on recommendation of the City Fianager,. Commissioner Wilson moved to adopt, for planning purposes only, Alternate Plan No. 2 of the Preliminary Engineer- ing Report on Storm Drainage Interceptor Facilities, dated November, 1968,'prepared by the engineering firm of Clark, Dietz and Associates, Inc., under Contract of February 26, 1968, and presented to the City Commission on January 13, 1969. Seconded by Commissioner Crapps and carried. A discussion was next held on the expiration of the three year municipal stadium lease between the City of Sanford and the Seminole County School Board. The Commission authorized the City Manager to contact the Superintendent of Seminole County Public Schools and pursue his board's opinion of the City renewing the lease agreement on a $1.00 a year basis, and with the School Board accepting the responsibility on the entire maintenance of the stadium. After discussion, Commissioner Crapps moved to approve the City of Sanford 1967-68 Annual Fiscal AUdi~ Report as prepared by~ the authorized firm of Fitzpatrick and Hartsock. Seconded by Commissioner Wilson and carried. After consideration of the request, Commissioner Crapps moved to transfer within Public Library funds the amount of $19,00 from Account No. 6028, Books, to Account No. 6012, Furniture and Office EquiDment, to cover delivery charges on purchase of a record cabinet, seconded by Commissioner Wilson and carried. On 'motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried. minutes of January 15 and January 27, 1969, were approved. On motion'of Commissioner Wilson, seconded by Commissioner Higginbotham and carried current vouchers and payrolls were next approved as evidenced by General Fund Florida State Bank Vouchers Nos. 13276 through 13490; General Fund Sanford Atlantic National Bank Vouchers Nos. 470 through 543; Florida State Bank Water and Sewer Revenue Fund Vouchers Nos. 328 through ~. Under a long-range road planning program of both City and County, the City Manager presented a survey of a proposed plan of Seminole County for an extension of Grapeville Ave- nue south and to the east to Highway 17-92, connecting with an extension of Onora Road. Commissioner Higginbotham moved to notify the Seminole County Engineer that the City would approve and cooperate in providing a road right-of-way, without riparian rights, across City property at the time that Seminole County desires to obtain same, conditioned upon final right-of-way location. Seconded by Commissioner Wilson and carried. Consideration was nex~ given to several requests of Mike Whelchel, lessee of the City-owned golf course, Mayfair Country Club, for the City to grade and stabilize a parking lot, clean a pond, and possible lease of the swimming pool and te~is courts located on the Sanford Naval Air Station in conjunction with the golf course operation.' After conSideration, Co~missioner Higginbotham moved that the request for the use of the swimming pool and te~is courts be held in abeyance until such time as the City acquire title to the property and that the City assist with equipment and operator for the grading, stabilizing and cleaning work as requested, only when same would not interfere with the use of the equipment and operator on scheduled City work. Seconded by Commissioner Wilson and carried. After consideration, Commissioner Higginbotham moved to authorize the City Manager to write a letter to Elsie Menendez, owner of condemned .property located at lll3 and lll5 Orange Avenue, Condemnation Report Nos. 67-188 and 68-248 respectively, to inform the owner that said structures, if repaired, will be repaired~under the City's minimum standard building code requirements and that all work will be coordinated through and approved by the City of Sanford Building Official only, and not through any second parties.
