M. 6._._9 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. N. on February 24, 1969. Whelchel Police Chief Ben E. Butler The meeting was called to order by the Chairman. The first item of business was the consideration of two individual requests for beer and wine license for consumption on the premises, and on recommendation of the Police Chief, Commissioner Higginbotham moved to approve the issuance of said licenses as follows:'. me Louise Wellon, no business name established, located at 805 South Sanford Avenue Waverly E. and June O. Dowdy, d/b/a The Village Restaurant Truck Terminal, 1500 French Avenue Seconded by Commissioner Crapps and carried. The City Manager next submitted the following tabulation of bids which were opened publicly at 2:00 o'clock P. M. on February 15, 1969, for one Sign Face Applicator, sign making machine, in accordance with the specifications in the Invitation for Bids published in the Sanford Herald on February 5, 1969. After Consideration and on recommendation of the City Manager, it was moved by Commissioner Wilson, seconded by Commissioner Roberts and carried, to accept the low bid of 5M Company, St. Paul, Minnesota, in the amount of $980.55. On motion of Commissioner Higginbotham, seoonded by Commissioner Crapps and carried, the City Commission authorized the waiver of the required examination for certifi- cation and instructed the City Clerk to issue occupational contractor's license, under the "grandfather clause", to the following local persons: Herbert'Cherry Henry McAllister James Thomas Steve Sensakovic (operating for Horace E. Berryhill,deceased) provided that all past years licenses and certificates:~of competency that were not obtained are paid for, including the 1968-69 license. Consideration was next given to the recommendation of the Building Official that as a prerequisite for recertification of the City Workable Program by the federal government, Department of Housing and Urban Development, expiring April l, 1969, and covering the con- tinuation of improvement projects, that the various Codes now currently in effect for the City of Sanford be updated by adoption of the 1968 revisions of amendments thereto on the following: (a) 1967 Southern Standard Building Code MINUTES City Commission, Sanford, Florida February 24 at 8 P. M. 19 69 DOT~'~OW OFFICE SUPPLY COMPANY (b) 1967 Southern Standard Plumbing Code (c) 1967 National Electric Code (d) 1965 Southern Standard Gas Code and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, authorization was given for the City Attorney to draft theproper ordinances for the adoption of the current amendments to the aforementioned codes. After consideration of a request by the owner Elsie Menendez, Commissioner Wilson moved to grant a time extension of ninety days to the date of May 24, 1969, with a stipulation that no further time extensions be granted, on the following condemned property: lll5 Orange Avenue Condemnation Report No. 67-188, Group 12 Condemned on July 10, 1967 lll5 Orange Avenue Condemnation Report No. 68-298, Group Condemned on August 21, 1968 Seconded by Commissioner Higginbotham and carried. Presented next was the recommendation of the Zoning and Planning Commission to amend the Zoning Ordinance, Article Xi, C-1 Neighborhood Commercial District, Section i - USES! PERMITTED, to allow "used car lots" as a conditional use under a provision of certain stipu- lated requirements for said operation in the C-1 districts, as follows: (a) The lot or group of contiguous lots shall be used for the display and sale of used automobiles and where no repair work is done on the premises exept for the necessary washing and polishing of the cars displayed and sold on the premises. (b) All autos to be in an operable condition. (c) All autos to have a current state motor vehicle safety inspection certification and a current state license registration tag. (e) Lighting system to be properly shaded or shielded from the abutting property as deemed necessary by the Building Official. A two hundred (200) square foot building to be constructed on the premises., All parking area shall be suitably graded and surfaced as approved by the Building Official. After consideration, Commissioner Higginbotham moved to authorize the City Clerk to set and 'advertise a public hearing date of March 10, 1969, to give further consideration to said recommendation, seconded by Commissioner Roberts and carried. After consideration and on motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, the City Clerk was authorized to set and advertise a public hearing date of March 10, 1969, to give further consideration to the recommendation of the Zoning and Planning Commission for the rezoning from R-1AA, Single Family Dwelling District, zoning the newly annexed areas, as follows: That area known as "Industrial Park. Area" lying on the east side of Grapeville Avenue and south of Jewett Lane to be zoned M-1 (Light Industrial) District. Such area legally described as Blocks 71, 72, 79 and that part of Block 78 lying northerly of the Seaboard Coastline Railroad and that portion of the RR/ROW adjacent thereto in M. M. Smith's Subdivision. An area of 8 lots between Sanford Avenue and Magnolia Avenue south of 28th Place to be zoned R-1 (Single Family Dwelling) District. Such area legally described as Lots 17, 18, 22, 23, 24, ~O,'~l, and 42, Park View, Second Addition. All property west of Georgia Avenue and south of Santa Barbara Drive to be zoned R-3 (Multiple FamilyDwelling) District. Such property being School Board property;~and Zeuli property legally described as Lots 5,6, 7, 8, 9, l0 and ll, Vi Nar. M.___19__fi9 R-1 (Single Family Dwelling) District. Such property legally described as Lots I through 4, Vi Mar; and Lots i through 22 and 30 through 51, Block 36, Fourth Section, Dreamwold. A recommendation of the City's Central Examining Board was next considered, re- garding the lowering of the technical requirements on journeymen plumbers and electricians in the re-establishment of respective examinations to be administered by said Board as to " offer a choice to said applicants for the participation in the State recognized H. H. Block or the City examination; and on motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried, said request was approved. Consideration was next given to a recommendation of the City's Central Examining Board in that the City establish a requirement that mechanical contractors obtain permits and that said permits be based on the present fees as outlined for the building code with inspection services to be provided by the department of the building official, and on motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried, same was approved. A discussion was next held on the requirement of minimum electrcal service of 30 ampere in residential structures and the recommendation of the City's Central Examining Board that same be changed to a minimum of 60 ampere. This i-s outlined in the Minimum Housing Code for the City of Sanford for residential buildings not exceeding 600 square feet of living area and is in compliance with other provisions of the currently adopted electrical, code, but is not being enforced at this time. This recommendation is based on a major contributing factor for fire losses that are attributed to overloaded 30 ampere electrical services with the use of electric portable heaters and var/ous other electrical appliances. After consideration, Commissioner Crapps moved to retain the minimum electrical service installation of 30 ampere and same so noted as a City of Sanford amendment in the adoption Of thel968 National Electric Code. Seconded by Commissioner Roberts and carried. Sfter consideration of a request by Lisette T. McKay for a time extension to allow for a present sale to consummate, Commissioner Crapps moved to grant a time extension of ninety days from February 12,.1969, to May 12, 1969, on property condemned on March l, 1968, located at 1336 Elliott Avenue, Condenmation Report No. 68-218, Group 13, former property of Louise C. Temple Heirs, and now owned by Mrs. McKay. Seconded by Commissioner Roberts and carried. After consideration 'and on motion of Commissioner Higginbotham, seconded by Commis- sioner Roberts and carried, the following members were reappointed to the Central Examining Board for a two year term beginning April l, 1969: A. K. Shoemaker, Jr., R.:L,' Harvey, E. C. Harper, Jr., and George J. Milis. A discussion was next held regarding the need for an &dministrative criteria re- lating to functions to be performed by the proposed Airport Authority, namely the Sanford Industrial Commission, for the interim period pending passage of the legislative act creating said authority, with the need now for the local Authority authorized to draft a budget for the operation of the Sanford Naval Air Station property as an airport, to initiate the work involving leases, fixed base operators, air field operation and security, utility operations, licensing of air field, compliance with FAA accounting procedures and other numerous time consuming details. After consideration, Commissioner Roberts moved that the Sanford Industrial Commis- sion be appointed as the Sanford Airport Authority for the interim period pending passage of MINUTES City Commission, Sanford, Florida February 2~ at 8 P.M. l0 69 lining the Commission action; and instructing said Board that they will be the responsible authority for carrying out functions toward the development and operation of the former Sanford Naval Air Station as an airport-industrial area and the City Manager be further authorized to set forth the guidelines in said letter as approved by the Commission as the criteria and functions for operation of same, effective 12:01 A. M. March 15, 1969, under the City's right-of-entry as handed down by General Services Administration, Regional Office, Atlanta, Georgia. Seconded by Commissioner Higginbotham and carried. After request and consideration of same, Commissioner Crapps moved to authorize the transfer of $125.00 within the City Manager's accounts from Account No. 1208, Telephone and Telegraph to Account No. 1207, Travel Expense, to cover travel and registration expenses of two employees attending an annual institute for Florida Governmental Secretaries Association. Seconded by Commissioner Roberts and carried. A discussion was next held on the near completion of the new Goldsboro Recreation Neighborhood Facilities Building on Persimmon Avenue and McCracken Road and the need to establish policies regarding the use and operation of same. After consideration, Commissionez Crapps moved that the Goldsboro Recreation Center be operated under the same policies and rental criteria as that established for the Sanford Municipal Civic Center. Seconded by Com- missioner Higginbotham and carried over the dissenting vote of Commissioner Roberts. Consideration next given the notice to the City by the County Attorney that the Seminole County Commission will notassumelfurther responsibility of their written agreement with the City of Sanford for payment of street light operations at the location of OnOra Road and Sanford Avenue, outside the City limits, including the payment of a balance of $568.95 as billed on City Voucher No. 587, dated February 5, 1969, covering the fee for the furnishing of the power for the years of 196~, 1985, 1966 and 1967. After consideration, Commissioner Higginbotham moved that the City cancel and void Voucher No. 587, in the amount of $568.95, billed to the County of Seminole covering street lights at the location of Onora Road and Sanford Avenue.
