The City Commission of the City of Sanford, Florida, met in Special Session at the
City Hall in the City of Sanford, Florida, at 9:00 A. M. on March l, 1969.
Present: Commissioner Lee P. Moore, Mayor " James H. Crapps

Absent: Police Chief Ben E. Butler
Commissioner Roberts moved to waive the requirement of twenty-four hours written
notice, and to call the meeting into special session. Seconded by Commissioner Higginbotham
and carried by the unanimous vote of the Commission.
The first item of business was the presentation of a letter dated February 28, 1969
from General Services Administration, Atlanta, Georgia, confirming that the City of Sanford
is given Right-of-Entry to the former Sanford Naval Air Station and the use of the property
effective 12:01 A. M. on March 15, 1969, with said right-of -entry to remain in full force
and effect until the deed of conveyance is either approved or disapproved by the Attorney
General, conditioned upon the City of Sanford assuming full responsibility for any and all
claims for personal injury or property damage arising out of or in connection with the use
of said property for any purpose.
After consideration, Commissioner Roberts moved that the City Attorney be author-
ized to prepare a resolution and that the Mayor and City Clerk be authorized to sign the
resolution and other documents as requested and outlined by General Services Administration
for the acquisition of the Sanford Naval Air Station property. Seconded by Commissioner
Higginbotham and carried unanimously.
A discussion was next held on the legislative bill as prepared by the City Attorney
and authorized by the City Commission, which would create a Sanford Airport and Industrial
Development Authority with power invested to develop, construct, operate and maintain air-
ports, to encourage industry to locate within the boundaries of the special district, and
to issue revenue bonds or other debt obligations for the financial assistance and promotion
of industries within said district.
After consideration, Commissioner Roberts moved that the City Commission stand
firm by the bill as presented for legislative introduction for the creation of a Sanford
Airport and Industrial Development Authority Act. Seconded by Commissioner Higginbotham and
carried unanimously.
The Commission agreed to invite and meet with the Orange-Seminole Legislative Dele-
gation at lO:O0 A. M. on March 8, 1969, to further discuss the above matter for a better
understanding and to include the members of the Sanford Industrial Commission, now acting
during the interim period ks the Sanford Airport and Industrial Development Authority.
There being no further business, the meeting adjourned.
