The first item of business was a Public Hearing to consider the recommendation of the Zoning and Planning Commission for an amendment to the Zoning Ordinance in the C-1 Neigh- borhood Commercial Districts to allow the operation of used car lots under certain ~estriction as advertised in the Sanford Herald on February 28, 1969. NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on March 10, 1969, to consider the following changes and amendments to the Zoning Ordinance of the City of Sanford, To revise and amend the Zoning Ordinance to permit Used Car Lots in C-1 (Neighborhood Commercial) Districts as a conditional use only. All parites in interest and citizens shall have an opportunity to be heard at said February, 1969. An area of 8 lots between Sanford Avenue and Magnolia Avenue south of 28th Place is proposed to be rezoned from R-1AA (Single Family Dwelling) District to R-1 (Single Family Dwelling) District. On motion of Commissioner Roberts, seconded by Commissioner Crapps and carried, the representatives were authorized to extend an invitation of interest by the City of Sanford for said purposes. Consideration was next given to an application of request by Sarah M. Waldo for a beer and wine license, for consumption on the premises, at the location of ~12 Sanford Avenue, d/b/a Little Harlem; and on approval of the Police Chief and motion of Commissioner Crapps, seconded by Commissioner Roberts and carried, same was approved. Request of Charles Products Distributors, Inc., Orlando, for a reclassification of their occupational license was next considered. The firm claimed to be a delivery agency, but is now being classed as a peddler under the City's occupational license fee schedule. After discussion as to the company's method of operation, Commissioner Roberts moved to uphold the occupational license classification of peddler, and that the Licensing Official be in- structed to apprise said firm of same and to collect the proper license fee. Seconded by Commissioner Crapps and carried. The overall City-wide Drainage Study was next considered with attention given to that portion of the plan that would require piping under the proposed north-south street con- struction and paving in the Georgetown Area and more particularly outlined as being along an alignment, as follows: Cypress Avenue from 13th Street to 10th Street, from Cypress to Pine on 10th Street, Pine Avenue from 10th Street to just south of 8th Street. After discussion, Commissioner Crapps moved to authorize that Clark, Dietz and Associates proceed with the Georgetown street preparation plans for the north-south streets on the alignment mentioned above, but paving in this section be left out of the construction plans. Seconded by Commissioner Roberts and carried. On a report by the City Manager that the Goldsboro Recreation Facilities Building was complete and ready for final acceptance, Commissioner Roberts moVed to approve the final payment of $7,712.10 to Manuel Builders, Inc., Orlando, Florida, as evidenced by Certificate No. 5, dated February 17, 1969, as approved by the City Manager and Architect John A. Burton, IV, and authorized under Contract dated September 24, 1968. Seconded by Commissioner Wilson and carried. A request by the Mutual Concert Association for the use of the Municipal Civic Center for Saturday, May 10, 1969, for a dance with alcoholic beverage privileges was next considered; and on motion of Commissioner Crapps, seconded by Commissioner Roberts and carried the request was approved at the standard rental fee of $250.00. A letter of resignation from the Scenic Improvement Committee by Dr. John W. Wilson was next considered. Commissioner Roberts moved to accept Dr. Wilson's resignation with regrets, seconded by Commissioner Wilson and carried. After consideration on the reopening of the Youth Wing at the Municipal Civic Center on the lakefront, Commissioner Wilson moved the facilities be reopened simultaneously with the opening of the Goldsboro Recreation Center facilities March 21, 1969, and the operation procedure of the new center be the same as the lakefront Civio CenSer. Seconded by Commis- sioner Crapps and carried. On motion of Commissioner Roberts, seconded by Commissioner Wilson and carried, minutes of February l0 and March l, 1969, were approved. MINUTES City Commission, Sanford, Florida March 10 at 8 P.M. _19. 69 OFFICE After consideration and on recommendation of the City Manager, Commissioner Wilson moved to authorize twenty-five street light installations at the following locations: 1. Grapeville Avenue from the intersection of McCracken Road to Jewett Lane. These lights must be on the east side of Grapeville Avenue - 4 lights 2. Jewett Lane (south side from the intersection of Grapeville Avenue east for a distance of approximately 1,200 feet - ~ lights 3o Persimmon Avenue from First Street south to 13th Street - ll lights 4. Onora Road from State Street east to West Woodland Drive - 8 lights. Seconded by Commissioner Roberts and carried. Consideration was next given a letter dated March 5, 1969, from the Florida State Board of Health, acting as an agent for the Florida Air and Water Pollution Control Commis- sion, Tallahassee, Florida. The letter referred to a prior citation of November 29, 1967, in that the existing primary sewage treatment facility of the City does not meet the minimum requirements now in force under federal law. The letter further requested that the City Manager, City Attorney and City Engineers meet with members of their Technical Staff in Tallahassee at lO:O0 A. M. on March 19, 1969, to formulate and determine future courses of action regarding same. After consideration, Commissioner Crapps moved that the office of the Florida Air and Water Pollution Control be notified that the City Officials would be unable to meet in Tallahassee on March 19th, and that members of said Florida State Board of Health Commission be invited to meet here in Sanford with the City Commission at a time that would be con- venient for the City Commissioners. Seconded by Commissioner Wilson and carried. After consideration, Commissioner Wilson moved that the twenty-one employees, from the various departments, be given a letter of commendation for the off-duty attendance of an eight-hour Defensive Driving Course of the National Safety Council and administered by the Insurance Company of North America. Seconded by Commissioner Roberts and carried. Presented next was a proposed schedule of rental rates applicable to the use of the new Goldsboro Recreation Neighborhood Facilities Building, which are the same rental rates as those established for the Municipal Civic Center. GOLDSBORO RECREATION CENTER BASIC RENTAL CHARGES CLASS "A" LESSEE: Organizations charging admission or making a profit MAIN HALL: Daily rate shall be $50.00, plus $4.00 per hour of use with maximum of $100.00. Hourly rate shall be $10.00 per hour for five (5). consecutive hours of use only. Any lease period longer tha~ five (5) consecutive hours shall be under, the daily rate. MEETING ROOM: The rate shall be $5.00 per hour of use with a maximum of $40.00 KITCHEN: The rate shall be $3.00 per hour of use with a maximum of $12.00 for each meal served. CLASS "B" I~SSEE: Civic functions not opened to general public MAIN HALL: The daily rate shall be $25.00, plus $4.00 per hour of use with a maximum of $60.00, Monday through Thursday. The daily rate shall be $37.00, plus $4.00 per hour of use with a maximum of $70.00, Friday through Sunday. The hourly rate shall be $7.00 per hour for five (5) consecutive hours of use only. Any lease period longer than five (5) consecutive hours shall be under the daily rate. [ SPECIAL CHARGES IN ADDITION TO ABOVE RATES: CHAIRS: 400 are available. With the rental of the main hall there will be no charge for the first 100 chairs. With rental of the meeting room there will be no charge for the first 50 chairs. Chair requirements in addition to these standard facilities will be charged at the rate of $2.00 per hundred or any fraction thereof. Maximum chair charge will be $8.00. TABLES: 50 tables are available. With rental of the main hall the first l0 tables shall be free. With rental of the meeting room the first five (5) tables shall be free. Table requirements in addition to the above mentioned will be charged at the rate of 25¢ per table. Maximum table charge will be $7.50. ALCOHOLIC BEVERAGES: Permission must be given by City Commissioners. Rate will be $250.00 per day. Commissioner Crapps moved to accept the rates as outlined, seconded by Commissioner Wilson and carried over the dissenting vote of Commissioner Roberts. After discussion, Commissioner Roberts moved that the single set of sepia copies of the plans and maps of the Sanford Airport obtained from the Navy remain in the City Hall, and that the Sanford Industrial Commission, known as the Sanford Airport Authority, proceed to have a complete set of same made for their files for use at the Airport and that the cost be borne by the Sanford Industrial Commission appropriations. Seconded by Commissioner Wilson and carried. After consideration of the notification of same, Commissioner Roberts moved that the City of Sanford write to Tallahassee and the home office of the Railway Express Company to protest the closing of said local office on April 1st. Seconded by Commissioner Crapps and carried. After consideration of a letter of request by John Y. Mercer, President of the United State Bank of Seminole, Commissioner Roberts moved that this bank be designated as the depository for the Sanford Airport ~ds. Seconded by Commissioner Crapps and carried. On motion of Commissioner Wilson, seconded by Commissioner Roberbs and carried, current vouchers and payrolls were next approved as evidenced by General Fund Florida State Bank Vouchers Nos. 15491 through 13691; General Fund Sanford Atlantic National Bank Vouchers Nos 5~ through 587; Florida State Bank Water and Sewer Revenue Fund Vouchers Nos. 545 through 557.
