M. 1969, The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on March 2~, 1969. The first item of business was the presentation by the Sanford Industrial Commis- sion-Sanford Airport Authority of the proposed budget for the operation of the newly acquired Sanford Airport for the last six and one-half months of the 1968-69 fiscal year ending September 30, 1969. After consideration, Commissioner Roberts moved to approve the Utility Budget of $36,~17.00 for airport utility operations-plants, water distribution and sewer collection systems, at the Sanford Airport as submitted by the City Manager. Both parties had legal repre- senta~i:Qn by lawyers Ned Julian and Roger Berry. After discussion, Commissioner Roberts moved to table the taxicab applications. Seconded by Commissioner Wilson and carried. Considered next was a letter submitted by Gordon L. Mr. Bradley requested a commitment from the City as to zoning, paving of perimeter streets, and the furnishing of water and sewer lines to the property lines of said projects, stating that the sites had been approved by the Department of Housing and Urban Development in Atlanta, Georgia, but title to the property had not yet been acquired. After discussion, Commissioner Roberts moved that the appropriate letter be written indicating the willingness of the City of Sanford to meet the requirements as out- lined. Seconded by Commissioner Higginbotham and carried. A letter of resignation was next considered as submitted by Harold L. Slama, member of the Sanfo~d Industrial CommisSion, and on motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried, said letter was accepted with regrets and on recommendation of the respective Board, John M. Fitzpatrick was appointed to the Sanford Industrial Commission to fill said vacancy. Consideration was given to the Scenic Improvement Committee's suggestion that a long range beautification plan outlined by the Orange-Seminole-Osceola Joint Planning Council be incorporated with the City of Sanford's proposed plan. It was explained that for an approximate cost of $5,000.00 the City of Sanford could receive an individual beautifi- cation plan consisting of more detail and ~epth. After discussion, Commissioner Roberts moved that the matter be tabled for further study, seconded by Commissioner Crapps and carried. After nQtation of same and on motion of Commissioner Crapps, seconded by Commissioner Wilson and carried, Mary J. Harkey, Secretary to City Manager, was congratulated on her election to Vice-President of the Florida Association of Governmental Secretaries, Sixth Annual Institute held in Cocoa, Florida, March 19-22, 1969. A discussion was next held on the fee of Architect John A. Burton, IV, of 10% regarding plans for the proposed addition of dressing rooms to the Municipal Civic Center in that an estimated construction cost would be that of $20,000.00. Commissioner Crapps moved that the City Commission establish a maximum con- struction cost figure of $10,000.00 for the addition of dressing room facilities at the Municipal Civic Center and the architect be authorized to furnish plans accordingly. Motion dies for lack of second. Commissioner Higginbotham presented a proposal that the Architect be requested to submit a rough sketch of elevation and floor plan within a range of $12,000.00 for the construction cOst of said facilities, and on motion of Commissioner Roberts said proposal was approved to include that said maximum figure include the fees of the architect. Seconded by Commissioner Higginbotham and carried over the dissenting vote of Commissioner Crapps. Consideration was next given to a,proposal of William Kirchoff, representing Reynolds Company, for the City to use an equity type funding pension ~program for the general City employees as opposed to the City~s present insurance type plan, and on motion of Com- missioner Crapps, seconded by Commissioner Wilson and carried, with Commissioner Roberts abstaining, the pension proposal was tabled. M'I N U T E S City Commission, Sanford, Florida~ Ma~c.h 24 .at 8:00 P.M. 19 69 A discussion was next held regarding the erroneods deletion of insurance coverage of a $1,000.00 life benefit on a retired and now deceased employee, Richard Black, and a letter from the City's insurance carrier, Gulf Life Insurance Company, outlining that upon reimbursement of delinquent premiums in the amount of $585.79, the Company would honor the obligation of paying the death benefit, and on motion of Commissioner Wilson, seconded by Commissioner Crapps and carried, payment of the premiums in said amount from Contingency Account No. 8150, was approved. Commissioner Crapps next introduced Ordinance No. 961, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 771 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT ADDING AN ADDITIONAL SECTION TO ARTICLE XI PERTAININ~ TO C-1 (NEIGHBOR- HOOD COMMERCIAL) DISTRICT BY PERMITTING THE LOCATION AND OPERATION OF USED CAR LOTS AS A CONDITIONAL USE; PRESCRIBING THE PROCEDURE THEREFOR. and same was placed on its first reading and read in full. Commissioner Crapps then moved on the waiver of the requirement of the second reading of Ordinance No. 961, and'that same be placed on its final passage and adoption. "' After consideration and on recommendation of the Sanford Industrial Commission- Sanford Airport Authority, Commissioner Roberts moved to rename the former Sanford Naval Air Station as that of the "Sanford Air~ort". Seconded by Commissioner Crapps and carried. A letter of request from Captain H. O. Cutler, Commanding Officer, U. S. Naval Air Station, Jacksonville, Florida, for obtaining certain equipment of saws, drill press, planer, ~tc., from the former Sanford Naval Air Station property was considered and on motion of Com- nissioner Roberts, seconded by Commissioner Crapps and carried, same was denied and the City tanager authorized to write a letter so stating that in the turnover of the property this ~quipment was included to remain and is essential for the maintenance of the structures on ~aid property. After discussion of the request to prorate the City $5.00 nonresident recreation tee for the:new Goldsboro Recreation Center, Commissioner Crapps moved that said fee remain in ffect and no prorating be permitted. Seconded by Commissioner Roberts and carried. On motion of Commissioner Higginbotham, seconded by Commissioner Roberts and arried, minutes of February 25, were approved. After discussion, Commissioner Crapps moved that the City of Sanford go on record ~s being in favor of a new plan by Southern Bell Telephone Company to put in effect in the aext two years a system for a telephone number 911 for centralizing and transmitting of all ~mergency calls. Seconded by Commissioner Higginbotham and carried' After discussion, Commissioner Roberts moved to transfer as a loan from Contingency kccount No. 8150 to the Sanford Industrial Commission-Airport Authority Bank Account No. AP-5 ~he amount of $10,000.©0 to establish a local Airport Bank Account for the operation of the ~anford Airport until such time as the anticipated revenues are received to support said air- )orr operation and expenses incurred.
