042869 MINUTES City Commission, Sanford, Florida--28 at 8:00 P. M. _1969 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on April 28, 1969. Present: Commissioner Lee P. Moore, Mayor " James H. Crapps " Earl Higginbotham W. Vincent Roberts " A.L. Wilson City Attorney W. C. Hutchison, Jr. City Manager W. E. Knowles Acting City Clerk Rosa M. Rotundo Pol~e:Chief Ben E. Butler The meeting was called to order by the Chairman. A. B. Peterson, Jr., Chairman of the Scenic Improvement Board of the City of Sanford, appeared befoee the Commission to present a proposed Agreement between the City and the Orange-Seminole-0sceola Planning CommissiOn for the preparation of a beautification plan for the area within the City of Sanford. Mr. Peterson outlined that said Board had initiated the program with said Planning CounCil and that the Zoning and Planning Commission endorsed the plan. Harlan L. Hanson, Planning Director, Orange-Seminole-Osce~la planning Commission, Orlando, Florida, was present and summarized that under the Agreement and for a cost of $5,000.00 the City would receive a basic plan, a long range designed and detailed urban beautification plan to include five recommended or specific beautification projects; and that said plan would assist the City in applying for federal funds relative to any beauti- fication grant; implementation of the plan as a leadership program for authorized groups to work from; the plan would be keeping within the scope of funds that the City could afford with explicit terms of cost of maintaining said projects. After consideration, Commissioner Wilson moved to implement the plan as per Con- tract submitted. Seconded by Commissioner Roberts and carried over the dissenting vote of Commissioner Crapps. Consideration was next given to a Downtown Beautification and Improvement Proposal for First Street as presented by Alex J. Serraes, President of the Downtown Sanford Merchants Association, requesting that the City install and maintain the following: 1. Construct a median-island down the center of First Street from French Avenue to Sanford Avenue for the planting of palm trees therein. 2. Change the on-street parking on First Street from angle to parallel. 3. Remove all benches from the sidewalks on First Street. Mr. Serraes informed the Commission that: said plan was presented to the Zoning and Planning Commission on April 2~, 1969, and endorsed ~by said board; Gerald Dake, City P~anning Con- sultant, was preparing sketches of the proposal in addition to an alternate recommendation or ramification relative to retaining angle parking but on a 50 degree angle and the Possi- bility of using sidewalk planting areas rather than medians; he was investigating the possibility of the local gas company furnishing gas lights for installation within the planting areas. After discussion, Commissioner Crapps moved that the City deny the request of the three items outlined in the foregoing paragraph. Seconded by Commissioner Wilson. Motion failed to carry. Commissioner Roberts moved to authorize the City Manager to work out a plan as discussed and outlined by Mr. Serraes regarding a median-parkway plan on First Street with
