The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of San~ord, Florida, at 8:00 o'clock P. M. on May 12, 1969.

The meeting was called to order by the Chairman.
The first item of business was the presentation by Alex J. Serraes~ President,
Sanford Downtown Merchants Association, of several plans for a beautification project for
downtown First Street from French Avenue to Sanford Avenue.
After discussion and review of the various plans, Commissioner Higginbotham moved
to accept and authorize the implementation of the alternate beautification plan as recommended
by the City Manager, and outlined as follows:
1. Retain the present asgle parking.
2. Construct sidewalk planters on both the north and south sides of First
Street from French Avenue to Sanford Avenue.
5. Plant palm trees on both the north and south sides of First Street, in
between the planters, from French Avenue to Sanford Avenue
Construct 6-foot median strips/islands in two blocks from Elm Avenue
to Oak Avesue.
5. Southwest and northeast corners of the Oak Avenue intersection be
accented with large planter areas;
6. Awnings-marquees on the buildings from Park Avenue to Sanford Avenue
be cut back a distance of a few feet as a safety measure relative to
the trees during high winds.
7. Said plan to follow the pattern of that of the City of Leesburg.
8. Said project outlines:
(a) 42 planters and 2 large planters
Total estimated cost for materials' for the median construction,
planters, trees and shrubs at an estimated cost of
(b) Construction to be done by City crews
(c) Entire maintenance which includes planting, watering, pruning,
and cleaning of trash from the areas, to be under the juris-
diction of City personnel
and the cost of same to be paid from the transfer of funds from Contingency Account No. 8150.
Seconded by Commissioner Roberts and carried.
Consideration was next given to the following related items:
1. Execution of a contract between the City of Sanford and the firm
of Architect John A. Burton, IV, for design plans, with ultimate
advertising and receipt of bids, authorized by the Commission on
April 7, 1969, relative to the addition of dressing room facilities
at the Sanford Municipal Civic Center.

2. Presentation by Dick Matz of the architect firm of Job_u A. Burton, IV,
on the one bid received and publicly opened at 2:00 o'clock P. M. in
the architect's office on May 7, 1969, for the construction of an
addition of dressing room facilities at the Sanford Municipal Givic
Center in accordance with the specifications in the Invitation for
Bids published in the Sanford Herald on April 16, 1969. Said bid
tabulation verbally presented, as follows:
A. K. Shoemaker Construction Company, Sanford, Florida
Cost of $24,000..00 as the base bid for the construction
of the dressing room facilities.
First Alternate for the fountain area and paving areas
and lighting around the dressing rooms - cost $11,505.00.
Second Alternate for the landscaping - cost $5,000.00.
Said Alternates amounting to $16,505.00, in addition to
the base bid, or a total bid of $40,505.00.
After discussion, Commissioner Roberts moved that the City accept the low bid of
A. K. Shoemaker Construction Company and construct said facilities on said low bid, and that
the architectural fee, as obligated by the City, be paid to John A. Burton, IV, relative to
said project. Seconded by Commissioner Higginbotham.'
Upon further discusSion, and both in agreement, Commissioner Higginbotham and Com-
missioner Roberts withdrew the aforementioned motion.
Commissioner Roberts moved to accept the ContracD of Architect John A. Burton, IV;
authorize the Mayor and City Clerk to sign said Contract; to pay said architect fee based on
the implied contractural basis, eliminating at this time the supervision of construction with
said fee to be figured on an 8% basis. Seconded by Commissioner Higginbotham and carried.
After discussion relative to finances aVailable for the construction of the dressing
rooms with reference in particular to the base bid of $2¢,000.00, in addition to the Architect
fee, the construction bid of A. K. Shoemaker Construction Company was held in abeyance based
on City Commission instructions that the City Manager present a financial status report at
the next City Commission meeting relative to funding said project.
The City Manager next submitted the following tabulation of rebidding which was
opened publicly at 2:00 o~clock P. M. on May 5, 1969, in the City Hall, for the furnishing of
fire hose in accordance with the specifications in the Invitation for Bids published in the
Sanford Herald on April 23, 1969.

After consideration and on recommendation of the City Manager, and on motion of
Commissioner Wilson, seconded by Commissioner Higginbotham and carried, the low bid of Fire
Fighter's Equipment Company, Jacksonville, Florida, in the amount of $2,374.00, was accepted.

Submitted next for consideration was the following tabulation of bids, opened
publicly at 2:00 o'.clock P. M. on May 9, 1969, in the City Hall, for the furnishing of one
fogging machine, in accordance with the speciifications in the InVitation for Bids published
in the Sanford Herald on April 28, 1969.

After consideration and on recommendation of the City Manager, Commissioner Higgin-
botham moved to accept the low bid of Southern Mill Creek Products Company, Inc., Tampa,
Florida, for a Tifa Model 100 in the amount of $1,595.00. Seconded by Commissioner Roberts
and carried.
Resolution No. 1057 was next introduced and after being read in full, Commissioner
Higginbotham moved on its passage and adoption. Seconded by Commissioner Roberts and carried
by unanimous vote;

A RESOLUTION OF THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA,
AUTHORIZING THE MAYOR TO EXECUTE FOR
THE CITY OF SANFORD, FLORIDA, HIGHWAY
LIGHTING AGREEMENT OF THE FLORIDA STATE
ROAD DEPARTMENT FOR THE INSTALLATION OF
STREET LIGHTS.
WHEREAS, the City of Sanford, Florida, disires to expedite and coordinate the work
of obtaining a permit with the Florida State Road Department for the installation of street
lights on SR-15 and 600 west of the City of Sanford,
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that the Mayor is hereby authorized to execute for the City of Sanford, Florida,
the Highway Lighting Agreement of the Florida State Road Department for the installation of
these street lights.
PASSED AND ADOPTED this 12th day of May, A.D. 1-969.

As the City COmmission of the

On motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried
authorization was given for the Mayor and City Clerk to execute the Florida State Road Depart-
ment Highway Lighting Agreement for the installation of street lights outside the City limits
on the lakefront, Highway 17-92, from Mangoustine Avenue west to Interchange 4, in conjunction
with a Seminole County project in use of Secondary Road Funds for purchase of materials with
the City to install and maintain same.
Presented next was a recommendation of the City Manager for a revision of an in-
crease of utility cha~ges applicable to new water meter connection charges, as follows:

and on motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, the
above outlined~os~d fee schedule was approved, effective October l, 1969.
Consideration was next given to an hourly salary schedule revision of an increase
for the Refuse Division laborers, classification increments of tI-A through II-E, as follows:

and on motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried,
same was approved; effective date to be immediately; with a transfer of $2,540.00 from Con-
tingency Account No. 8150, g~.Refu~'e.?Salaries Account No. 4901, to cover the remainder of the
fiscal year to September 50, 1969; and, approval of employing a working refuse foreman and
laborer under funds Presently appropriated in Refuse Salaries, Account No. 4901, for extra
help during the vacation period.
Consideration was next given to a statement in the amount of $193.96 presented by
the City Attorney William C. Hutchison, Jr., and a statement in the amount of $100.00 from
Mack N. Cleveland, Jr., covering authorized travel expense regarding recent municipalities
legislative hearings in Tallahassee, Florida, on respective local bills, and on recommendation
of the City Manager, Commissioner Higginbotham moved to approve payment from Contingency
Account No. 8150. Seconded by Commissioner Wilson and carried.
After consideration of request from the Orlando Chamber of Commerce for a statement
from the City relative to water and sewer ~eeds for the Orlando MetroPolitan area, and on
recomme.ndation of the City Manager, Commissioner Wilson moved that the City not become in-
volved on the basis that the plan proposes North Seminole as a separate area under Sanford's
water and sewer system as the agency. Seconded by Commissioner Roberts and carried.
A request of Gordon L. Bradley, Executive Director of Sanford Housing Authori3y,
was next considered relative to the City Manager attending the Annual Convention of the
Southeastern Regional Council of the National Association of Housing and Redevelopmnet Offi-
cials in Memphis, Tennessee, June 22 to 25, 1969, and on motion of Commissioner Roberts,
seconded by Commissioner Higginbotham and carried, same was approved with a transfer of
$225.00 from Contingency Account No. 8150, to City Manager Account No. 1207, Travel Expense.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson, Ordinance
No. 968, entitled:
AN ORDINANCE OF THE CITY OF SANFORD,
FLORIDA, AMENDING ORDINANCE NO. 283,
SAID ORDINANCE IMPOSING AN EXCISE TAX
OF ONE PERCENT (1%) ON THE GROSS RE-
CEIPTS OF PREMIUMS RECIEVED BY INSURORS
AND ALLOCATING SAID MONIES TO THE FIRE-
MEN'S RELIEF AND PENSION FUND, SAID

After consideration and on recommendation of the Police Chief and City Manager,
Commissioner Higginbotham moved to approve the issuance of a beer and wine license, consump-
tion off:~the premises, to Tommy Lee Herring, d/b/a Tommie's Grocery, 1111 West Ninth Street.

Seconded by Commissioner Roberts and carried over the dissenting vote of Commissioner Wilson.
'After consideration and on request of same, Commissioner Higginbotham moved that
A. K. Shoemaker, Jr., be relieved of his previous request and obligation of purchasing Lot'3
and option to purchase Lot 4, within the Lake Monroe Industrial Park Plat, and that said
property be h~ld in the name of the City of Sanford. Seconded by Commissioner Roberts and
carried.
On motion of Commissioner Roberts, seconded by Commissioner Wilson and carried,
current vouchers and pgyrolls were next approved as evidenced by General Fund Florida State
Bank Vouchers Nos. 13912 through 1~122; Sanford Atlantic National Bank General Fund Vouchers
Nos. 657 through 738; Florida State Bank Water and Sewer Revenue Fund Vouchers Nos. 574
through 584.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried,
minutes of April 7, 1969, were approved.
There being no further business, the meeting adjourned.
