The City Commission 0f the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on July 28, 1969. Present: Commissioner Lee P. Moore, Mayor " James H. Crapps " Earl Higginbotham " W. Vincent Roberts " A.L. Wilson ~ Acting City Clerk Rosa M. Rotundo Police Chief Ben E. Butler Tax Assessor Max Coberly Absent: City Attorney W. C. Hutchison, Jr. City Manager W. E. Knowles The meeting was called to order by the Chairman. Commissioner Wilson moved that the regular meeting of the Commission be temporarily adjourned for the Commission to sit as a Tax Equalization Board, and to call the Tax Equali- zation Board into session, Seconded by Commissioner Crapps and carried. The Commission then proceeded to sit as a Tax Equalization Board and to receive any complaints or objections on the 1~69 Tax Roll as prepared by the Tax Assessor and submitted at that time. Sam Vance, 1500 West 25th Street, appeared to voice objection on said property valu- ation in the amount of $14,250.00; covering approximately three acres, a residence, and a commercial repair garage operation. Under discussion, records indicated a county tax assess- ment of $17,800.00 on the same property. It was outlined to the property owner that all real estate tax assessments must meet a 100% valuation as required by the new State law. No ad- justment was granted. There being no further tax complaints, Commissioner Higginbotham moved to .adjourn the Tax Equalization Board meeting and to approve the City of Sanford 1969 Tax Roll as pre- pared. Seconded by Commissioner Wilson and carried unanimously. Commissioner Wilson moved to call the adjourned regular meeting back into session. Seconded by Commissioner Crapps and carried. After consideration of a request from the Central Florida Cruise Club, Orlando, Florida, for authorization to utilize fireworks on the lakefront in conjunction with the Sanford Labor Day Regatta, Commissioner Higginbotham moved that same be granted under the provisions of the previous year in that a licensed operator handle the fireworks and the City of Sanford be furnished liability insurance in the amounts of $100,000.00 and $300,000.00. Seconded by Commissioner Roberts and carried. After consideration and on recommendation of the respective board members, Commis- sioner Crapps moved that Eugene LaFair and Clifford E. Johnson be appointed as members of the City of Sanford Citizens Advisory Committee to fill the unexpired terms, through resignation, of Dr. George Starke and Thomas S. McDonald, respectively. Seconded by Commissioner Roberts and carried. In the absence of the applicant, Commissioner Higginbotham moved to table the re- quest of Robert Young for an occupational license to operate a third taxicab. Seconded by Commissioner Crapps and carried. Commissioner Higginbotham next introduced Resolution No. 1059, and after being read in full, Commissioner Higginbotham moved on its passage and adoption. FI. 19 69 OFFICE SUPPLY COMPANY A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, PERTAIN- ING TO ABANDONMENT OF STREETS IN THE CITY OF SAN-FORD, FLORIDA, IN CONNECTION WITH CONSTRUCTION OF A FEDERAL HOUSING PROJECT WHEREAS, the Sanford Housing Authority proposes to construct additional units for low-cost housing within the City of Sanford; and WHEREAS, in connection ~herewith it is necessary that certain roads and streets be abandoned and the City Commission deems it in the best interest of the City of Sanford to cooperate with the Housing Authority in said program. NOW, THEREFORE, BE IT RESOLVED by the City Gommission of the City of Sanford, Florida, that the following streets in the City of Sanford, Florida, to wit: Fourth Street between Olive Avenue and Oleander Avenue; Olive Avenue between Fifth Street and Sixth Street; Mangoustine Avenue between Third Street and Fifth Street; Oleander Avenue between Fourth Street and Fifth Street; Jessamine Avenue between Fourth Street and Fifth Street; Oleander Avenue between Eighth Street and Tenth Street; Fourth Street between Chapman Avenue and Locust Avenue; Rose Street between Chapman Avenue and Locust Avenue; Violet between Chapman Avenue and Locust Avenue; and a North-South alley from the extension of East Third Street to the North side of East Fifth Street between Chapman Avenue and Locust Avenue. will be abandoned by the City of Sanford, Florida, when construction needs of the Sanford Housing Authority so require. Wilson As the City Commission of the City of Sanford, Florida Consideration was next given to a recommendation of the Zoning and Planning Commis- sion to remove the present building height restriction of 100 feet in all the C-2 (General Commercial) Districts to allow building height construction above 100 feet with provision of off-street parking on the site of the structdre as specified in the off-street parking ordi- nance as to floor space or use, and on motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried, the City Clerk was authorized to advertise a public hearing date of August 25, 1969, to consider the outlined amendment to the Zoning Ordinance. On motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried minutes of July l~, 1969, were approved. Mrs. Valorie Colbert, President, SISTER, Inc., appeared before the Commission to present a proposal for the relocation of the Municipal Zoo in relation to a secondary Sewage disposal and treatment plant to be located on approximately ll acres of city-oWned land on the lakefront west of French Avenue on Seminole Boulevard-US Highway 17-92. M. 19 69 DO'~'.~aa~,OW OFFICE SUPPLY (IOMPANY .... ! , i plant and on the lakefront which consists of almost 11 acres be used for the new zoo; (2) the City have an engineer determine the requirements for future expansion of the existing treat- ment plant and also the economical feasibility of treating the effluents; (3) upon investi- gating this feasibility that the City use the property to the south, southwest and southeast of the existing plant for the zoo relocation; (4) and that the land lying directly west be considered for the treatment extension upon determining how much land is required for future treatment plant needs. After discussion, Commissioner Higginbotham moved as follows: "Instruct the City Manager to use all information that he has available and if he needs to get with Mr. Conklin and to work out something and to tell us how much space we are I have talking about. I think probably from all that/gotten from all these people is 6 or 7 acres is enough for the Zoo. That the City Manager be instructed to advise us when he gets back where the most feasible place is as far as the sewer plant is concerned for future construction whether it be south, west or east of the present sewer.treatment plant but to give us his recommendation and then we will get going in the actual plans to build it an&~move it, and I so move." On request of Commissioner Crapps, the motion was amended to include the furnishing of a preliminary sketch indicating where the cages and walkways should go with the shrubbery to be taken care of later. Motion seconded by Commissioner Crapps and carried. Commissioner Higginbotham further stated that he did not Want any plans on the sewer treatment plant but just where it can go and how many acres would need to be reserved for same. After further discussion and recommendations, Commissioner Higginbotham moved that a Zoo Relocation Committee be formed for coordinanting the development, research and com- pletion of the project and that said persons or organizations be contacted to serve: Mayor Lee P. Moore, Chairman City Manager W. E. Knowles Clifford W. McKibbin, Jr. (Chairman of the Zoning and Planning Board) A. B. Peterson, Jr. (Chairman, Scenic Improvement Board) Gerald Dake, City of Sanford Planning Official-Consultant B. C. Conklin, Consulting Engineer, Clark, Dietz and Associates Representative from: SISTER, J~ycees, Merchants Association, Chamber of Commerce and other major civic organizations as, Kiwanis, Rotary, Civitans, etc. Seconded by Commissioner Crapps and carried. Consideration was next given to a request of J. C. Warmack, 2804 Park Avenue, to obtain a water service through annexation into the corporate City limits, and on motion of Coimissioner Higginbotham, seconded by Commissioner Roberts and carried, same was denied on the basis that the property is not contiguous to the City limits and could no~ be annexed at the present time.
