FI. 19 69 DO--OW Ol~l~ICl!l ;su_,-'.,-'l.,¥ COMi='A1V]~ The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on August ll, 1969. Present: Commissioner Lee P. Moore, Mayor " James H. Crapps " Earl Higginbotham " W. Vincent Roberts " A.L. Wilson City Attorney W. C. Hutchison, Jr. City Manager W. E. Enowles City Clerk H. N. Tamm, Jr. Police Chief Ben E. Butler The meeting was called to order by the Chairman. In compliance with the minutes of July 28, 1969, relating to the general site area for the relocation of the municipal zoo from existing location of Park Avenue and Seminole Boulevard, the City Manager presented sketches of City-owned property in the areas on Semi- nole Boulevard, as follows: (a) Area lying east of the existing sewage treatment plant; between Seminole Boulevard-Highway 17-92 and Fulton Street; consisting of 11.55 acres (formerly proposed as a site for the relocation of the zoo, prior to State Board of Health requirements for secondary treatment of sewage). (b) Area lying within the Lake Monroe Industrial Park Plat; bounded by Fulton Street, French Avenue, U~S. Highway 17-92, and the police pistol range; consisting of approximately lO.15 acres excluding railroad property and property of Meadors Marine, Lee Brothers, and Sanford Herald, also located within the plat. In addition, and included within the same area-plat, 1.35 acres lying south of Fulton Street and adjacent to W. A. Adams Transfer & Storage Company. (c) Area lying between Seminole Boulevard-Highway 17-92 and Fulton Street, west of area (a) and known as the existing site of the sewage treatment plant, consisting of 10.09 acres. To the east of this site is located the police benevolent building and the police pistol range. Reference was made to areas (a) and (c) regarding Commission discussions pertaining to possible future utilization of these areas under the State Board of Health, Water and Pollution Con- trol and federal requirements for secondary sewage treatment plant expansion and polishing ponds for further refinement of the treatment. A lengthy discussion then followed regarding the above outlined sites with Commis- sioner Higginbotham stating that he would move to authorize the designation of the zoo relocation site as that City-owned property within the Industrial Park Plat and more parti- cularly all that property s6Uth~i~.ofi~Ma~ls~C0ndourse,i~extending behind Meadors Marine and to include the railroad property, contingent upon the City acquiring same, and then extending to First Street, and that p~operty fronting on French Avenue that goes into the curve and onto Highway 17-92,being prime land, be excluded. After extensive discussion, Commissioner Crappsmade the following motions: (a) For purposes of zoo relocation study, the following persons be appointed to serve as a Zoo Committee: Chairman: Mayor Lee P. Moore City Manager W. E. Knowles B. C. Conklin A. B. Peterson, Jr. Irene Laney Wendell Agee Dorothy Powell Alex Serraes W. Garnett White Harold D. Rowland Lewis C. Dellarco Prof. Edward L. Blacksheare Clifford Pringle The above named representing various civic organizations. (b) The Committee to review and study the proposed sites that the City Commission wishes the zoo to be placed on and outlined and the Committee then bring back their recommendations to the Commission for a summation with Commissioner Higginbotham's motion to authorize that site as the permanent zoo site. 3econded by Commissioner Roberts and carried. The Commission instructed the City Manager to contact Lee Brothers relative to the sale of their property within the Lake Monroe Industrial Park and more particularly described as Lot 10. Chairman of the Zoo Committee, Mayor Moore, 'then called a meeting of said committee for 10:00 A. M. on Tuesday, August 12, 1969, at the site behind the Sanford Herald Building, French Avenue and Highway 17-92, for the purpose of organizing and reviewing the outlined sites. Thomas H. Wallis, Jr., of Wallis, Stresau Associates, Inc., Winte~ Park, Florida, landscape architect and sub-contractor for the East Central Florida Regional Planning Council, made a presentation of the first beautification proposal as authorized under a contract be- tween the City of Sanford and the Orange-Seminole-Osceola Joint Planning Council for a Sanford Beautification Plan. The renderings covered recommendations on two areas, namely (a) the old bandshell-pier at the end of Park Avenue and (b) the area east of the pier and being the City- owned lot directly in front of the Holiday Inn. Hr. Wallis stated that the City of Sanford Scenic Improvement Board and represented at the meeting by Chairman A. B. PeDerson, Jr., had endorsed the landscaping of the bandshell-pier area as the first priority and recommended same be renamed Memorial Park. Cost quoted for said beautification work, based on a contract basis, is as follows: Holiday Isle Marina area Bandshell-pier area Yearly Maintenance Cost $13,451.00 $14,7~8.00 $.1,458.75 ~he Commission instructed the City Manager to pursue the aspects of federal matc~ihg funds for the beautification project with the Department of Housing and Urban Development. The Chairman next conducted the public opening of one sealed bid received for the sale of City. owned property described as Lot 10, Block 8, Tier 7, E. R. M. 1069 DOT~ ~:~OW OI~'FI~I/I I51JFI~I~¥ GOMFA~ X Sanford, located on the northeast corner of Seventh Street and Laurel Avenue; in accordance with the specifications in the Invitation for Bids published in the Sanford Herald on August 4, 1969, outlining that the bid must exceed the assessed value of $1,140.00 net to the City of Sanford. After;~consideration, Commissioner Higginbotham moved to authorize that the bid be awarded to William Wallace Smith, 107 South Locust Avenue, Sanford, Florida, for the net sum of $1,150.00 on the basis that the property is no longer needed for City pur- poses and is surplus and that payment will be cash. Seconded by Commissioner Wilson and carried with Commissioner Roberts abstaining. On motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried Boyd C. Coleman was reappointed to the City o£ Sanford Board of Adjustment and Appeals for a four-year term, effective August 13, 1969. Consideration was next given to a request of Municipal Judge Roger L. Berry to set aside the fine of $102.00 in the case of Leonard Leon Lamb, Court Docket No. 88279, charge of Reckless Driving on July ll, 1969, and on motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, same was approved. In reference to the request of the Municipal Judge to set aside the dismissal order in the case of James McGriff, Court Docket No. 87526, charge of Vagrancy,'in order that the case might be reopened, the C±ty Attorney advised that same is not within the province of the Commission and it is a judicial matter. Statement No. l, submitted by Shoemaker Construction Company, in the amount of $9,103.~2, covering the period of June 16, 1969, to July 30, 1969, for construction of dressing room addition at the Sanford Civic Center, as authorized by Contract dated June 16, 1969, was next discussed. The City Manager recommended that due to a present "void" problem appearing in the main outside concrete wall that full payment not be made at this time, and on motion of Oommissioner Wilson, seconded by Commissioner Crapps and carried, authorization was given to make partial payment in the amount of $5,822.92. Consideration next given to a request of the Florida Municipal League, JacksOnville Florida, for the City to participate in advertising in their issue of the Florida League Convention at a cost range from $72.00 to $200.00, and on motion of Commissioner Higginbotham seconded by Commissioner Crapps and carried, same was denied. The City Manager presented a sample of a plastic refuse can liner that has been accepted by the citizens in Flint, Michigan, to facilitate the handling of garbage, and on motion of Commissioner Roberts, seconded by Commissioner Wilson and carried, the City Manager was authorized to expend and transfer from Contingency, Account No. 8150, approximately $300.00 for the purchase of a minimum quantity of said bags for test purposes, merchandising~ and to educate the Sanford citizens regarding their use. After consideration and on motion of Commissioner Wilson, seconded by Commissioner Roberts and carried, the request of Eula McClelland was approved for a one-year extension on the lease of the concession at Sanford Municipal Zoo to the date of August 10, 1970. On motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, minutes of July 28, 1969, were approved.
