OW OFFICE ISUI'i'LY COMPANY The City Commission of the City of Sanford, Florida, met in Special Session at the City Hall in the City Commission Room in the City of Sanford, Florida, at 5:00 P. M. on August 12, 1969. Present: Commissioner Lee P. Moore, Mayor " James H. Crapps " Earl Higginbotham " W. Vincent Roberts " A.L. Wilson City Attorney W. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: Police Chief Ben E. Butler Commissioner Higginbotham moved to waive the requirement of twenty-four hours written notice, and to call the meeting into special session. Seconded by Commissioner Wilson and carried by the unanimous vote of the Commission. The Chairman stated that the meeting was called for the purpose of submitting to the City Commission the recommendation of the newly appointed Zoo Committee for the relocatior of the municipal zoo from its present site on Park Avenue and Seminole Boulevard to a proposed general area, as recommended by the City Commission in meeting of August ll, 1969, as follows: (a) Area east of the sewage treatment plant on Seminole Boulevard (U.S. Highway 17-92) in proximity of Poplar Avenue, consisting of 11.53 acres, and-os (b) Area farther east of above area (a) and within a plat of Lake Monroe Industrial Park; both areas on city-owned property. The Chairman reported that the Zoo Committee met at lO:O0 A. M. on August 12, 1969, behind the Sanford Herald Building to view that property adjacent to said building and within the Industrial Park plat; and then proceeded to view the site east of the existing sewage treatment plant; and then returned to the City Hall for a meeting in the City Commission Room to summarize their findings and opinions. The Committee decided to make a recommendation to the City Commission, as follows: (a) That the site for the new zoo would include all of the property that lies between Fulton Street, French Avenue, Highway 17-92, and the Police Benevolent building; exclusive of the pieces owned by the Sanford Herald, Lee Brothers, and Meadors Marine. This places the zoo relocation site entirely within the Industrial Park Plat and includes thatproperty fronting on 17-92 and the curve of French Avenue. (b) The Committee also determined that it be recommended that the City contact Lee Brothers Plumbing to see if there would be a possibility of acquiring that piece of property described as Lot 10, Lake Monroe Industrial Park Plat, which was originally sold by the City to said party. The Ch~i~man,';s~ted that the logic of the decision on said site was as follows: (1) The size of the property involved, including Lee Bros. and that of abutting railroad property being obDained on lease or rent basis, involves 15 acres which would allow some future expansion. M. 19 69 109 (3) Area on the curve where French Avenue turns into 17-92 would not necessarily be a part of the animal portion of the zoo, but coudl be landscaped for an attractive appearance to the highway. (4) Based on comments from the City Manager and Committee member B. C. Conklin, consulting 'engineer to the City, the Committee kept in mind the necessity and future requirements of the expansion for sewer plant secondary treatment and it was felt that the selected site was a compromise. (5) In selecting the Industrial Park platted area, the committee was bearing in mind that the Sanford Airport property is now available for industry. John K rider, Executive Manager, Seminole County Chamber of Commerce, was present and outlined that the property within the industrial park plat and on the curve of French Avenue and Highway 17-92 has been under purchase consideration for several months by an insurance company for the construction of a 4-5 story office building that would employ between 200-215 office personnel. He requested that the Commission allow said company officials the right to review the site again relative to their interest of purchase and same would be directed to the City Commission at the regular meeting on August 25, 1969. The following owners of abutting property to the proposed zoo location site were present and voiced objection, as follows: Eugene R. Meadors, Meadors Marine Equipment & Supplies, 801 West Seminole Boulevard, stating it is not feasible to place a zoo of animals in the close vicinity of the police pistol firing range. William A. Adams, Adams Transfer & Storage, 200 North Holly Avenue, stating that the area was set aside.by the Commission for industrial potential and he would not desire to expand with a zoo in close proximity. Commissioner Roberts stated he would propose as a solution that in view of Mr. Krider's project and with the statement of the Mayor, that it may well be proven in the best interest of the City of Sanford were the Committee to continue to operate, to look around over other properties, as mentioned by the Mayor, over a period of the next two weeks, giving Mr. Krider time to finalize the situation with his client, and at the City Commission meeting on August 25th, attempt to finalize this thing once and for all. Commissioner Higginbotham moved that the City Commission designate the property as requested by the Committee, discussed by the Commission,~ in the vicinity of the industrial park, and whether it be south of Maple Concourse or all of it, as a zoo site; and the Com- mittee to get sketches made as to where the pens should go, the sizes, arrangements, the water and sewer, and' bring them back for City Commission approval and let's build it now and all this to become effective at the close of the next regular meeting, August 25th, and thereby giving Mr. John Krider, Chamber of Commerce, time to finalize one way or another the question of a building going up on the Maple Concourse-French Avenue site. Motion died for lack of a second. Commissioner Roberts moved that the Committee be asked to please study, review, consider the move of the zoo and to consider such locations as may be recommended as suitable DOT~r~ROW OFFICE SUPPLY COMPANY MINUTES. Seconded by Commissioner Crapps with an amen~ent that consideration be given to other parcels of property~that are within the City or adjacent to the City limits or outside the City limits.
