N.19 69 DOT.ta~,OW OI~'IrlCE, SUPPLY (IOMPANY The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on September 8, 1969. Present: Commissioner Lee P. Moore, Mayor " James H. Crapps " Earl Higginbotham " W. Vincent Roberts " A.L. Wilson City Attorney W. C. Hutchison, Jr. City Manager W. E. ~nowles City Clerk H. N. Tamm, Jr. POlice Chief Ben E. Butler The meeting was called to order by the Chairman. Mr. Earl Schenck, representing the Sanford Tourist and Shuffleboard Club, submitted to the Commission the request to reconstruct or resurface four of the shuffleboard courts, and on motion of Commissioner Higginbotham, seconded by Commissioner~Roberts and carried, the City Manager was authorized to obtain from Robert Nidy, contractor, a conservative cost figure on this repair work to be submitted to the City Commission for further consideration. Request next submitted for the installation of three 1,000 lumen street lights at locations as follows: one at Second Street and Mangoustine Avenue; one at Third Street and Mangoustine Avenue; and one on Second Street half-way between Mangoustine and Avocado Avenues. After consideration and on motion of Commissioner Roberts, seconded by Commissioner Higgin- botham and carried, the request was approved. Consideration was next given to a report of the operating expenditures and attend- ance of the municipal swimming pools at Fort Mellon and Goldsboro for the period from July 4, 1969, to closing on September 1, 1969, and on motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, the City Manager was authorized to contact the individ- uals who had previously indicated interest in the leasing of said pools, or any other inter- ested individuals or groups, relative to negotiations of a leaSe with the City for the private operation of the pools for the next season. After consideration and on recommendation of the City Manager, Commissioner Crapps moved to approve amending of Ordinance No. 913, Central Contractors Examining Board, Rules and Regulations,: Section XIII, Renewal of Certificates of Competency, by changing the date of renewal for the certificates of competency from December 31 to October 1, each year, to co- incide with the City's fiscal year and occupational license renewal, and to authorize the City Attorney to prepare the o~dinance for amending same. Seconded by Commissioner Roberts and carried. Consideration was next given to the proposed revised 1969=70 Sanford Airport- Aviation budget showing operation expenditures within the anticipated revenue, and on motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, said budget was approved for adoption within the City of Sanford's 1969-70 Fiscal Budget in the amount of $157,818.00. On motion of Commissioner Crapps and seconded by Commissioner Higginbotham, Ordinanc No. 970, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 771 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT AMENDING SECTION 2 OF ARTICLE XII, BY ~HANGING BUILDING HEIGHT REGULATIONS IN C-2, GENERAL COMMERCIAL DISTRICT. was introduced and same was placed on its first reading and read in full. Commissioner Higginbotham next introduced Resolution No. 1060, and after being read in full, moved on its passage and adoption. Seconded by Commissioner Roberts and carried by the unanimous vote of the Commission. DO~R;OW OFFICE SUPPLY ~OMPANY 19 69 123 A RESOLUTION OF THE CITY OF SANFORD, FLORIDA, APPROPRIATING UNEXPENDED CASH SURPLUS ON HAND AT THE END OF THE FISCAL YEAR 1968-1969 TO THE DEPARTMENT OF GENERAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR 1969-1970 FOR USE OF THE ORDINARY P~OSES IN OPERATING EXPENSES OF SAID CITY. WHEREAS, the City Commission of the City of Sanford, Florida, deems it necessary, expedient and for the best interest of said City that any unexpended cash surplus as of September 30, 1969, of the operating revenues of said City for the fiscal year 1968-1969 be appropriated for the ordinary purposes and operating expenses.of said City in the budget for the fiscal year 1969-1970. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that any unexpended cash surplus as :of September 50, 1969, of operating revenues of said City for the fiscal year 1968-1969 be and the same is hereby appropriated to the Depart- ment of General Government of said City for the ordinary purposes and operating expenses of said City for the fiscal year 1969-1970, and said cash surplus shall be incorporated in the budget of revenues and expenditures of said City for said fiscal year 1969-1970 for the ordinary purposes and operating expenses of said City. On motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, current vouchers and payrolls were approved as evidenced by Florida State Bank General Fund Vouchers Nos. 14755 through 14922; Sanford Atlantic National Bank General Fund Vouchers Nos. 956 through 986; Florida State Bank Water and Sewer Revenue Fund Vouchers Nos. 431 through ~6; Sanford Atlantic National Bank Public Projects Fund Vouchers Nos. 156 through 159; United State Bank of Seminole Renewal and Replacement Fund Voucher No. 47. A discussion was next held on the request of property owner Jeanette E. Laing, to utilize for storage of furniture a structure located at 1002 West 12th Street, covered by Condemnation Report No. 68-279, Group 15, and on motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, same was denied; and further, authorization given that after proper notification to said owner, and upon failure of the property owner to com- ply with either repairs or demolition work that the City proceed with demolition and removal of said structure. Consideration was next given to a letter from A. B. Peterson, Jr., Chairman of Scenic Improvement Board, requesting the Commission to review the present M-1 industrial zoning in the area from French Avenue to Mangoustine Avenue and north of West First Street with regard to the possibility of rezoning said area to C-2, general commercial; and on motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried, the matter was referred to the Zoning and Planning Commission for their stUdy and rec.ommenation. Discussion was given to a notice that the deed to the Sanford Airport, formerly Sanford Naval Air Station, would be delivered to the City of.Sanford on Wednesday, Sep- tember 10, 1969, by an official from the regional office of the General services Administra- tion, Atlanta, Georgia, and on motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried, authorization was granted to hold a ceremony at 3:00 P. With further reference to the above deed delivery, Commissioner Roberts moved to hold a di~er at 6:30 P. M. on the same date at the House of Steaks, Holiday-Marina Isle, for officials of the Sanford Industrial Commission, Federal Aviation Administration, General Services Administration, Chamber of Commerce, and Page Airways in appreciation for efforts toward obtaining the Airport Deed. Seconded by Commissioner Roberts and carried. The Chairman pointed out that the City of Sanford would not bear the entire expense of said dinner in that certain private individuals and/or companies were donating to the expense. Consideration was next given to an application of Michael Porter for an alcoholic beverage license for the sale of beer and wine for consumption on premises, at 2508 French Avenue, proposed to do business as Lum's Restaurant, to be constructed; and on recOmmendation of the City Manager and Police Chief, Commissioner Higginbotham moved to approve same. Seconded by Commissioner Crapps and carried. A discussion was next held relating to the new general state-wide law as passed bY the 1969 State Legislature pertaining to urban renewal. Commissioner Roberts moved that the program of urban renewal be submitted to the vote of the people as a referendum in the City of Sanford's December, 1969, election, land that the City Attorney be authorized to research the matter and to outline to the Commission the procedures to place same on the ballot in compliance with the state statutes. Seconded by Commissioner Moore upon Commissioner Higginbotham acting as Chairman pro-rem. Motion carried over the opposing votes of Commissioner Wilson. John Kader, member and representative of the Sanford Yacht Club, appeared to submit a proposal that said organization be permitted to lease a part of the marina property on the lakefront behind the Monroe Harbour dry storage building. The City Manager outlined that this property is more particularly described as that area being the City parking lot directly north of said building. Mr. Kadet outlined the following: 1. An area on the northwest corner of 100' x loo' for t~e construction of a club building for membership use only. ~ 2. 20-year lease with option of renewal. 3. Building plans to be approved by the City Commission. Lease to contain a reverter clause. 5. Building would not be subleased. 6. Civic clubs could rent the building. 7. No subleasing to competitors. 8. Interested in acquiring an alcoholic beverage license for serving to membership. Would want to hold dances open to the public on certain nights. The Commission instructed the City Attorney to study the covenants of the current leases held by the lessees for a report to the City Commission regarding "exclusive rights"; and further, suggested that Mr. Krider personally consult with the lessees on the lakefront property regarding the proposal and obtain their reactions. The Chairman, acting in the capacity of the Zoo Committee Chairman, gave a report regarding three recommendations of the Zoo Relocation Committee wherein said committee re- cently viewed a proposed site known as the old Central Florida Experiment Station property on Celery Avenue, and subsequently to be deeded to the City of Sanford. That the above particular piece of property and any other piece of property that the City might own, which'could be used as a basis for a swap for a suitable site, or the proceeds from the sale of that particular piece of property or any other piece of .property that the City might own, that the funds from that sale be used for the acquisition of a site. 2. This particular site be somewhere in the downtown Sanford area. 3. Another alternative proposal, as far as site was concerned, was a location adjacent to the Lake Golden recreation area at the Sanford Airport. 4. That there be a discussion between the City Commission and the County Commission in conjunction with a joint venture locating the zoo . . .almost anywhere. The two specific sites mentioned as being a joint effort with the County were Big Tree Park and the 200-acre park site on Lake Monroe. The City to approach the County relative to establishing the zoo as a joint venture and with the City assisting in the support of same. There being no further' business, the meeting adjourned.
