M.!9 6.9 OFFICE ,'~ tLt-'.P'LY COMPANY , ,.. , The City Commission of the City of Sanford, Florida, met in regular session at the citY Hall in the City of Sanford, Florida, at 8:00 o'clock P. H. on November 10, 1969. Present: Commissioner Lee P. Moore, Mayor " James H. Crapps " Earl Higginbotham " A.L. Wilson City Attorney W. C. Hutchison, Jr. City Manager W. E. ~owles City Clerk H. N. Tamm, Jr. Police Chief Ben E. Butler Absent: Commissioner W. Vincent Roberts The meeting was called to order by the Chairman. Harlan L. Hanson, Planning Director, Orange-Seminole-Osceola Joint Pls~ing Council, apPeared to present a long range Tri-County Transportation Study and Metropolitan Highway Plan to the year 1985 for Orange and Seminole Counties and showing the existing and proposed ex- pressways, major arterial and minor arterial roads and interchanges. He briefed the Commis- sion on the procedures followed for developing the .study and stated that it was based on facts At the conclusion of the presentation, the City Commission approved the plan. Mr. W. W. Boatner, Chairman of the Greater Sanford Businessmen's Division of Seminole County Chamber of Commerce, next appeared to outline a proposed bus system under a franchise with a local company and the City to subsidize same in the event there was a loss in the operation. Mr. Boatner stated that pertinent details would be left to the discretion of the bus company and the City of Sanford to work out. After considerable discussion, Commissioner Crapps moved to table the matter until the next regular meeting to allow the City Attorney to research the proposal-agreement rela- tive to the City Charter permitting a subsidy for a private enterprize. Seconded by Commis- sioner Wilson and carried. Gordon Meyer presented for conSideration the construction of a sidewalk on the north side of 27th Street from the Pinecrest School property east to Sanford Avenue. Said con- struction was discussed at the regular m~eting of the City Commission on October 27, 1969, The City Manager reported that John R. Alexander, Chairman of Seminole County Commission, had informed him that the County Engineer would submit a report on November 18th which will update the situation; and after discussion, the City Commission tabled action until 'next regular meeting. The reconstruction of four shuffleboard courts was again discussed relating to the proposal submitted by contractor Robert K. Nidy and outlined in minutes of October 13, 1969. The City Manager reported that Mr. Nidy had now worked out a counter proposal, that if the City woUld put in the bench slabs at the end of each shuffleboard court, then his firm would complete the job as listed in the previous proposal at a cost of $2,180.00 for the four courts and five gutters, or a cost of $545.00 per court, versus the first proposal of $2,629.00. After discussion, Commissioner Crapps moved to authorize the City Manager to get in touch with the President of the Shuffleboard Association to determine if two courts will suffice at this particular time and possibly two courts constructed next year. Seconded by Commissioner Wilson and carried. Consideration was next given to bids submitted for the furnishing of gasoline and diesel fuel; three police vehicleS; one standard vehicle; one pickup truck; one utility body pickup truck; one flail mower; and one..front end loader, as publicly opened in the City Hall at 2:00 P. M~9 69 DO~I'~I~OW OFFICE ~IJJfPLY COMPA-N¥ On motion of Commissioner Wilson, seconded by Commissioner Higginbotham and carried the awarding of the bid on item VZI, a front end loader, was tabled until the next regular meeting in order to allow City personnel to check on service, parts, and machine performance of the various models that were bid. After consideration, Commissioner Wilson moved to authorize a tr~usfer, in amount of $126.72, from Contingency Account No. 8150 to Recreation, Miscellaneous Expense Account No. 4209, to cover the expense incurred through use of the Municipal Civic Center for a three. day conference of the Circle K Organization of the Seminole Junior College. Seconded by Com- missioner Higginbotham and carried. Letter next submitted from William E. Stemper protesting the charge of $22.66 by the City for mowing a parcel of property. The City Manager reviewed the requirements of the City Ordinance providing for the mowing of private property by the City upon failure of the owner to do:so, and the City billing the owner for the cost of said work. After discussion, Co~missioner Higginbotham moved to cancel Voucher No. 562, dated October 9, 1968, in the amount of $22.66 to William E. Stemper. Seconded by Commissioner Wilson and carried. After consideration, Commissioner Wilson to appoint Edward L. Blacksheare and James R. Dycus to the City Zoning and Planning Commission to fill twovacancies created by the resignation of prior members Phillip H. Logan and John Daniels, Jr. Seconded by Commis- sioner Higginbotham and carried. After consideration and on motion of Commissioner Higginbotham, seconded by Commis- sioner Wilson and carried, the Mayor, City Attorney, and City Clerk were authorized to enter safe deposit box No. 177 at the Sanford Atlantic National Bank for the purpose of the anuu~l Audit. ConSideration was next given to a request of the City Fire Department for free use of the Municipal Civic Center for their annual fund raising gospel sing, and on motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried, the request was denied. Consideration was next given to the recommendation of the City Manager regarding the sale of the sewer collection system within the Park Ridge Subdivision, to Southern Gulf Utilities Company for $1.00. and Commissioner Higginbotham moved to approve same with the exception of the sewer force main and the sewer lift station serving said subdivisi°n. Seconded by Commissioner Crapps and carried. After discussion, Commissioner Higginbotham moved to transfer the sum of $1,973.33 from Contingency Account No. 8150, to AccountilNo. 8185, Community Facilities Building, to cover the interest payment due and payable on the bank note for the construction of the Goldsboro Westside Recreation Building. Seconded by Commissioner Crapps and carried. On motion of Commissioner Higginbotham, seconded by CoMmissioner Crapps and carried. a transfer was approved in amount of $100.00, from Utility Account No. 9850, to Utility- Miscellaneous Account No. 9109, for a portion of a dinner expense for approximately 75 members of the Florida Water and Pollution Control Association Ninth District Meeting, to be held in Sanford, whereas the Sanford Utility Director is President of the Association for the current year. On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried. the minutes of regular meeting of October 27, 1969, were approved. FI. 19 69 DO'I'~tEROW OFFICE SUP, PLY cOmpANY Valerie Colbert, President of SISTER, Inc., gave a report on the signatures obtained by petition for the relocation and-or rejuvenation of the Sanford Municipal Zoo, and further that a total of 435 signatures were obtained with the majority reflecting the desire to keep the Zoo downtown on the lakefront. On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried. current vouchers and payrolls were approved as evidenced by Florida State Bank General Fund Vouchers Nos. 15188 through 15506; Sanford Atlantic National Bank General Fund Vouchers Nos. lO81 through 1127; and Florida State Bank Water and Sewer Revenue Fund Vouchers Nos. $76 through $82.
