The City Commission of the City of Sanford, Florida, met in Special Session at the
City Hall in the City of Sanferd, Florida, at 12:00 o'clock Noon, December 3, 1969, for the

purpose of canvassing the Election Returns of the Municipal General Election, held on Decem-
ber 2, 1969.

The Chairman called the meeting into session to canvass the returns of the Municipal
Election held December 2, 1969, for the purpose of electing a Mayor-Commissioner; one City
Commissioner; a vote referendum for implementing Urban Renewal; and a "straw vote" on certain
capital improvement programs. Terms of the office of Mayor-Commissioner and City Commissioner
each to be for three years, commencing on the first Tuesday after the firSt Monday in January
1970.
Returns made by the Clerk and Inspectors of the election were examined and the
absentee ballots opened and examined by the City Clerk and the City Commission and recorded,
as follows:

for the City of Sanford pursuant to Chapter 69-
305, Laws of Florida, Acts of 1969¥ providing
for the encouragement of private enterprise;
formulation of a workabt~ program; findings of
necessity; preparation of a plan for a com-
munity development project; providing for neigh-
borhood and community redevelopment plans;
providing for general powers of the City of
Sanford to carry out the provisions of said
Chapter 69-505; providing for the expense of
eminent domain; for the disposal of property in
a community redevelopment area; for the issuance
of bonds; providingthat such bonds are legal
investments; that property held by a county or
City of Sanford shall be exempt from taxes and
from levy and sale by virtue of an execution; for
mutual cooperation by public bodies; for the
exercise of powers under said Chapter 69-505 by
a community redevelppment agency or housing
authority; providing for the creation of a
community redevelopment agency; providing that
the powers under Chapter 69-505 are supplemental
to those of any other law; prohibiting conflicts
of interest; and providing for a referendum.

electorate in dediding the City's future course
with referende to the following items. Your
approval or disapproval will be taken as a
recommendation by the City Commission:
(a)
To authorize the City Commission to
undertake issuing revenue certificates
for the construction of secondary
facilities at the municipal treatment
plant in compliance with federal and
state requirements and with the under-
standing that if this is not done by the
City that the state will do this work
without the benefit of locally elected
municipal representatives and that all
costs will be borne by the City at state

Commissioner Roberts then moved ~hat the returns of the Clerk and Inspectors of the
Municipal General Election, held December 2, 1969, be acepted and the absentee ballots be
approved as recorded. Seconded by Commissioner Higginbotham and carried.
Thereupon, Gordon T. Meyer, Group II, was certified as the duly elected City
Commissioner of the City of Sanford, Florida, for a term of three years, commencing on the
first Tuesday after the first Monday in January, 1970.
The Commission noted that a majority of votes was not cast for any candidate for
the office of Mayor-Commissioner, Group I, and Commissioner Higginbotham moved to authorize
