The City Commission of the City of Sanford, Florida, met in regular session at the
~ity Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on December 8, 1969.

The meeting was called to order by the Chairman.
The first item of business was the holding of a Public Hearing by the City Commissior
consider and determine if approval would be granted to the Sanford Housing Authority to con-
struct and operate on the east side of the City in the area abutting Locust Avenue and from the
alley south of East Second Street to Sixth Street, a lO0-unit 10w rent housing .project for the
elderly, as advertised in the Sanford Herald on November 21, 1969.

NOTICE IS HEREBY given that the City Commission of the City of Sanford, Florida, will
hold a public hearing on December 8, 1969, at 8:00 P. M. in the City Commission Room at the
~ity Hall, Sanford, Florida, for the purpose of determining if approval will be granted to The

The Chairman stated that notice of this hearing had been mailed on November 25, 1969
to owners of property lying within 500 feet of the described site, and further, that the Com-
mission would hear from anyone in favor of, or against, the proposal as advertised in the
foregoing notice.
The following persons appeared and voiced opinions in respect to the sufficiency of
the size of the site; creation of a greater traffic problem; the project devaluating the abut-
ting property; concern regarding the perpetual maintenance:
Albert Fitts, Attorney at Law, representing Michael Plycan,
owner of property described as Block G, Neaves Addition,
within the selected site, stated the owner's opposition to
the site selection on the basis that it will impede the
future development of the hospital-medical complex.

George Andrew Speer, Attorney for the Sanford Housing Authority, was present and
gave a general outline of events and federal requirements relating to the project and the
site selected.
Gordon L. Bradley, Executive Director of Sanford Housing Authority, was present,
also T. J. Pop of the firm of John A. Burton, IV, Architect, to present a layout plan of said
project.
Mrs. ~oyce Kelly, State Welfare Department, spoke in behalf of this type of project~I~
and injected the immediate community need for adequate housing for the elderly.
After discussion, Commissioner Crapps moved that the City Commission not approve thi~
particular site for the snbject public housing project. Motion died for lack of a second.
After further discussion, Commissioner Roberts moved that this Public Hearing be
continued until the date of January 12, 1970, at 8:00 P. M. Seconded by Commissioner Higgin-
botham and carried.
The next item of business was the holding of a P~blic Hearing by the City Commission

The Chairman stated that~notice of this hearing had been mailed on November 24, 1969
to owners of property lying within 500 feet of the described property site and further that
the Commission would hear from anyone in favor of, or against the proposal as advertised in
the foregoing notice.
The City Clerk announced that Attorney Earl James, representing party of interest,
Floyd E. Cherry and Annie L., his wife, Block 7, Tier 16, E. R. Trafford's Flap of Sanford,
had called to register objection to the appraised value of the client's property..
One other objection by the party of interest was registered directly to George A.
Speer, Jr., Attorney for the Sanford Housing Authority, relating to the appraised property
valuation.
After consideration, Commissioner Roberts moved that the Public Hearing relating to
public housing Project 16-5 be continued until the date of January 12, 1970, at 8:00 o'clock
'P. M. or as soon thereafter as possible. Seconded by Commissioner Higginbotham and carried.
After consideration and on recommendation of the Zoning and Planning Commission,
Commissioner Higginbotham moved that the Church of the Nazarene be .granted approval to con-
struct a church as a conditional use in an R-lA (Single Family'Dwelling) District on the
property described as SE~ of SW~ of NE~ of SW~ of Section 56, Township 19 S, Range 50 E,
Public Records of Seminole County, Florida; situated at the northwest corner of 24th Street
and Holly, as permitted in the Zoning Ordinance, Article III, Section 2, subsection (2), para-
~raoh (c). Seconded by Commissioner Roberts and carried.

The City Manager reported on the bids that did not meet the specifications and the
results of the demonstrations to the City personnel, and further on the availability of parts
and service, and recommended the bid on the Hough.
After consideration of the report by the City Manager and on motion of Commissioner
Roberts, seconded by Commissioner Higginbotham and carried, the Commission approved the bid
of the State Tractor & Equipment Company, Orlando, Florida, for the furnishing a Hough front
end loader, Model H-65C, at at net bid cost of $25,252.72.
After consideration and on motion of Commissioner Roberts, seconded by Commissioner
Higginbotham and carried, A. K. Shoemaker was reappointed to the Sanford Industrial Commis-
sion with tenure of office from February 22, 1969 to February 22, 1973.
After consideration, Commissioner Higginbotham moved to reappoint the members to
the Scenic Improvement Board, as follows:

Consideration next given to request from Charles A. and Geraldine Collier, d/b/a
Sanford Transit Company to Dransfer certificates to operate taXicabs to Thomas Barlous,
d/b/a Sanford Transit Cgmpany, in accordance with Ordinance No. 882, Section 13; and, on
motion of Commissioner Higginbotham, seconded by CommissLoner Roberts and carried, same was
approved.
On motion of Commissioner Roberts, seconded by Commissioner Higginbotham and car-
ried, the United State Bank of Seminole; Florida State Bank of Sanford; and the Sanford
Atlantic National Bank were designated as depositories for City funds for 1970.
Consideration was given to a request for reimbursement from Arthur H. Beckwith, Jr.
400 West 20th Street, Sanford, for damages in the amount of $309.20 to his son's vehicle as
a result of striking a manhole and cover in the alley entrance on the west side of Elm Avenue

the Utility Director, and on motion of Commissioner Crapps, seconded by Commissioner Higgin-
botham and carried, the request for payment was denied.
After consideration and on recommendation of the City Manager, Commissioner Higgin-
botham moved to approve a salary reclassification for a City employee, as follows:

On motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried
the matter of determining the method of proportionate costs to abutting property owners re-
garding the proposed GeerEetown street paving project was tabled until the next regular
meeting of the City Commission. Seconded by Commissioner Higginbotham and carried.
Due to failure of advertising same, Commissioner Roberts moved to authorize the re-
scheduling date from DeCember 8, 1969, to January 26, 1970, for the purpose of holding a
public hearing for the consideration of rezoning from M-l, Light Industrial, to C-2, General
Commercial, District that lakefront area from French Avenue west to Mangoustine Avenue and
from Seminole Boulevard south to Fulton Street. Seconded by Commissioner Crapps and carried.
Consideration given to lease agreement which expired in September, 1969, and Commis-
sioner Crapps moved to authorize the City Manager to discuss with the Seminole County School
Superintendent, John Angel, the feasibility of the school system leasing the City of Sanford
Municipal Stadium under an annual lease fee of $1.00. Seconded by Commissioner Roberts and
carried.
After consideration, Commissioner Higginbotham moved that the City Manager be
authorized to coordinate ideas with Architect John A. Burton, IV, regarding the decor of
furniture for the new dressing rooms addition at the Municipal Civic Center auditorium and
refer same back to the Commission. Seconded by Commissioner Roberts and carried.
Petition submitted from Emma Spencer for annexation to the City of the West 1/2 of
Lot 8 and all of Lots 9, 10, ll and 12, and the West 1/2 of Lot 28, Block 15, Dreamwold; and o:
motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried, the City
Attorney was authorized to perpare the ordinance for annexation of same.
On motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried
current vouchers and payrolls were next approved as evidenced by Sanford Atlantic National
Bank General Fund Voucher Nos. 15751 through 15758; Florida State Bank General Fund Voucher
Nos. 15407 through 15600; Florida State Bank Water and Sewer Revenue Fund Voucher Nos. 483
through 494; United State Bank of Seminole Renewal and Replacement Fund Voucher No. 48;
Sanford Atlantic National Bank Public Projects Fund Voucher Nos. 150 through 153; Sanford

On motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried
minutes of regular meeting of November 24, 1969, were approVed.
After consideration, Commissioner Higginbotham moved to authorize the City Manager
to attend a Labor-Management Seminar to be held at the University of South Florida, Tampa,
Florida, on January 8-9, 1970. Seconded by Commissioner Roberts and ~arried.
