M.1969 I~,O~'H ~tOW OFFICE SUPPLY The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on December 22, 1969. Present: Commissioner Lee P. Moore, Mayor " James H. Crapps " Earl Higginbotham " W. Vincent Roberts " A.L. Wilson City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Police Chief Ben E. Butler Absent: City Attorney W. C. Hutchison, Jr. The meeting was called to order by the Chairman. The first item of business was the appearance of J. C. Trawick, resident of ll05 East Fourth Street, who spoke to the City Commission on "The Image of Sanford". A discussion was next held regarding the proposed paving program bf the north-south streets in the Georgetown area and the determining of a method in order to arrive at a cost to each abutting property owner under a special lien assessment program and on recommendation of the City Manager, Commissioner Crapps moved that the formula be computed as the total cost of construction and engineering divided by the total number of feet of property abutting the respective streets being paved, exclusive of public ways. Seconded by Commissioner Roberts and carried. Consideration was next given to a letter of request from Charles L. Persons, Chair- man of the Board of Deacons, First Presbyterian Church, for the cancellation of the 1969 real estate tax bill in the amount of $111.56 for that property at the northeast corner of Oak Ave- nue and Third Street, described as Lot 10, Block 5, Tier 4, E. R. Trafford's Map of Sanford, formerly owned by Dr. Thomas L. Largen and purchased by the church on January 6, 1969, and used for church purposes; and on motion of Commissioner Crapps, seconded by Commissioner Roberts and carried, the cancellation of said tax bill was approved. Request for an exempt occupational license as a painting contractor due to being a disabled veteran submitted from Edward M. Riley, Orlando, Florida, and on motion of Commis- sioner Roberts, seconded by Commissioner Crapps and carried, same was tabled until the next meeting to allow said party to appear before the Commission. After consideration and on motion of Commissioner Roberts, seconded by Commissioner Wilson and carried, authorization was given to pay the November statement in the amount of $2,245.08 as submitted by the Orange-Seminole-Osceola Joint Planning Council under Contract for the furnishing of a Sanford Beautification Plan for five beautification projects to be presented to the City Commission in entirety on January 12, 1970. A request of Municipal Judge Roger L. Berry was next considered for the reopening of two cases and setting aside the bond estreatures of Stanley Parrish, Court Docket No.89316, Disorderly Conduct, $112.00 surety bond estreated on October 7, 1969; and Court Docket No. 89518, Destroying City Property, $112.00 surety bond estreated.-i~n.~0ctober ~2~, 1969, and on motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carri~ed, same was approved. Consideration was next given to a request of Municipal Judge Roger L. Berry that as a result of evidence mmney in the amount of $94.55 in the case Of William Clark, Court Docket No. 90259, Gambling, December 8, 1969, being deposited in the General Fund, that a like amount be transferred to the Police Appropriation - Miscellaneous Fund, Account No. 2209; and on motion of Commissioner Higginbotham, seconded by Commissioner Roberts and carried, same was MINUTES City Commission, Sanford, Florida December 22 at 8:00 P. M. l069 A discussion was next held regarding the requirements of the registration of all bicycles and that the increased cost of tags was exceeding the revenue, and after considera- tion and on recommendation of the City Manager, Commissioner Higginbotham moved that the City Attorney be authorized to prepare the necessary ordinance to rescind Section 16-125 through 16-129 and Item 28(c) of Section 14-13 of the Code of the City of Sanford, Florida, estab- lishing the bicycle registration and fee. Seconded by Commissioner Roberts and carried. A review was made of a proposed list of furniture and prices thereon for furnishing of the new dressing room addition at the Municipal Civic Center auditorium as submitted by architect John A. Burton, and on motion of Commissioner Roberts, seconded by Commissioner Crapps and carried, the City Manager was authorized to investigate further the availability of furniture and the prices from businesses in the local area. A letter from the Attorney General, State of Florida, to the City Attorney was next submitted setting forth that there is no obligation on the part of the City Commission to implement House BiI13000, Special Act of 1969, providing for the Sanford Airport and In- dustrial Development Authority. The Mayor~then announced that the City Commission and the Sanford Industrial Commission would meet informally at 8:30 A. M. on Friday, December 26, 1969, to discuss the operating procedures for the Sanford Airport. Consideration was next given to a recommendation of the City Manager for the furnishing of street lights, and on motion of Commissioner Roberts, seconded by Commissioner Higginbotham and carried, approval was given for the installation of 19 one thousand lumen street lights, as follows: . Three on Lake Avenue between 24th Street and 25th Street Two on Maple Avenue between 24th Place and 25th Street Two on Yale Avenue between 25th Street and 25th Place Two on Princeton Avenue between 25th Street and 25th Place Two on Poinsetta Avenue between 25th Street and 25th Place Two on Grandview Avenue between 25th Street and 25th Place Two on Orange Avenue between 25th Street and 25th Place Two on Willow Avenue between 25th Street and 25th Place Two on Bay Avenue between 25th Street and 25th Place. It was recommended that the City Manager present a study pertaining to cost, city owned and power company owned, for the lighting improvement on First Street, east and west and particularly the east section, and further, that an intensive study on street lighting needs be made by areas throughout the entire City. The City Manager reported that several property owners in the Mayfair Section who had previously signed annexation petitions in order to obtain City water had now withdrawn their names from the petition after receiving the utility service. Thereupon, a discussion was held regarding the establishment of policies regarding annexation petitions and the ob- taining of City utilities. On motion of Commissioner Roberts, seconded by Commissioner Crapps and carried, the City Attorney was authorized to prepare a Binding Annexation Contract for persons owning property outside the corporate limits of the City of Sanford and who desire service of the~City utilities. Recommendations of the Zoning and Planning Commission were next submitted, as follows: 1. Amend Zoning Ordinance No. 771, Section XI, to allow new car lots as a conditional use in C-1 (Neighborhood Commercial) Districts. 2. To amend the Zoning Ordinance No. 771 to adopt the proposed ~,:~ Airport Zoning regulations and map. 3. Proposed Beautification Projects, Recommended priority: Memorial Park, bandshell area Senior Citizens Park, Fourth Street and Park Aveneu park Crooms High School French Avenue, US Highway 17-92, at both north and south ends 4. To make application for federal funds for the survey and planning grant to implement Urban Renewal. After consideration, Commissioner Crapps moved to set the date of January 26, 1970, for a public hearing to consider item (1) and to authorize the City Attorney to p~epare an ordinance amending Ordinance No. 771 to provide for new car lots as a conditional use in C-1 (Neighborhood Commercial) Districts. Seconded by Commissioner Crapps and carried. On motion of Commissioner Wilson, seconded by Commissioner Crapps and carried, action on the recommendation of the Zoning and Planning Commission to proceed and approve the specific completed beautification plans, as authorized under the Contract of the Sanford Beautification Plan, was tabled until the formal presentation of said plans is made to the City Commission by the.Scenic Improvement Board at regular meeting of January 12, 1970. Recommendation next received from the Zoning and Planning Commission to proceed wit~ urban renewal; and the Commission requested that Russell Jacobson, representative of the Atlanta regional office of the U S Department of Housing and Urban Development, and the City Planning Consultant Gerald L. Dake be contacted regarding the setting of a date for the re- spective parties to meet with the City Commission for a "workshop" session to outline the workings and procedures for implementing urban renewal projects; a tentative meeting date to be set for sometime around January 18, 1970, or shortly thereafter. Consideration was next given to the recommendation from the Sanford Industrial Commission that Sanford Airport and Industrial Commission accounts be handled in the usual procedure as other City of Sanford accounts and in keeping with the City Charter, and on motion of Commissioner Roberts, seconded by Commissioner Crapps and carried, same was approve4 On recommendation of the Chief of Police and on motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, an application for a transfer of a beer and wine occupational license No. 85, in ownership only, from F. Waddle and William Boling to F. Waddle and William Spillman, d/b/a B & W Market at 1303'Sanford Avenue, was approved. On motion of Commissioner H±gginbotham, seconded by Commissioner Roberts and carried minutes of December 3, December 8, and December 17, 1969, were apprQved. The Christmas bonus policy was next discussed on the basis of possible applicability to 38 General GOvernment and 21 Utility Department City employees for a total of 59 at an approximate expenditure of $1,475.00 as the low salaried field workers and head of a household and main source of income. The City Manager stated that he had been approached relative to the matter. After considerable discussion, Commissioner Higginbotham moved to pay a Christmas bonus of $25.0&~to all City employees earning an annual salary of $4,500.00 or less and having employment service of six months or longer; and that same be funded by transfer, as follows: $1':000.00 from Account No. 8150, Contingency to Account No. 8140, Christmas Bonus-General Government $400.00 from Account No. 9850, Utility Contingency to Account No. 9140, Christmas Bonus-Utility Administration Seconded bY Commissioner Wilson and carried. Consideration was given to a request of Architect John A. Burton, IV, for an addi- tional expense of $100.00 on the project of the Westside Recreation Building regarding an oversight in the original contract and construction wherein roof drains were not included, and on motion of Commissioner Roberts, seconded by Commissioner Crapps and carried, same was approved with authorization to transfer the amount of $100.00 from Account No. 8150, Contin- gency, to Account No. 4221, Recreation Building Repairs and Maintenance. A recommendation from the Industrial Commission that the weekly salary of B. Commissioner Crapps moved that at the end of the one year probationary employment period, July l, 1970, the salary be increased or reconsidered at such time there is an organizational change in the airport operation. Seconded by Commissioner Higginbotham and carried. After discussion of the resignation of Don Rathel, Director of Sanford Industrial Commission, to be effective January 15, 1970, Commissioner Roberts mo~ed that Mr. Rathel be appropriately commended for his services in bringing industry to the City of Sanford and for the implementing of the Sanford Airport operation. Seconded by Commissioner Higginbotham and carried. Consideration next given to the two separate filing fees paid by Harry Skop to qualify as a candidate in the Municipal General Election on DecemberS2, 1969, first quali- fying for office of City Commissioner at a fee of $90.00 and withdrawing from that candidacy and qualifying for the office of Mayor-Commissioner at a fee of $120.00. On motion of Com- missioner Crapps, seconded by Commissioner Roberts and carried, a refund was authorized in the amount of $90.00 to Mr. Skop. After discussion and on request of the Police Chief, Commissioner Crapps moved that the City Manager be authorized to obtain bids for a new police car and radio~for re- placement of a 1962 Chevrolet Corvair, police vehicle No. 20, detective division, due to .said vehicle being beyond economical repair.
