The City Manager was authorized to deter- mine if removal of tree, limbs would improve the lighting.t. The City Manager reported he had received a request from Celery City Printing to close MagnQlia Avenue between Second Street and Third Street for one hour, on either October~ 31, November 1 or November 2, 1980, for a 60th year birthday party, On recommendation of the City Manager, Commissioner Stenstrom moved to authoriZe same.~ Seconded by Commissioner Keith and carried. · The City Manager submitted a report, on the functions and cost to operate the Municipal Cemetery. Commissioner Morris moved to. table same. Seconded by Commissioner Stenstrom. Motion failed to carry over dissenting vote of Mayor Moore, Commissioner Farr and Commissioner Keith. After consideration, Commissioner Farr moved to reject the two offers to purchase the cemetery and the City retain ownership. SecDnded by Commissioner Keith and carried. Commissioner Farr moved to table further discussion of the operation of the Munici- pal Cemetery for two weeks. Seconded by Commissioner Keith and ,carried over dissenting ', votes of Mayor Moore. and Co~aissioner Morris. ~ The City Manager 'reported that Unimark-McDonald, Inc., the City's Public Official Liability Insurance carrier, had offered coverage for all other employees, with some ex- clusions, for an additiOnal premium of $500.0!0. The City Manager recommended to not include the other employees and to keep the coverage as it is now, and same was approved by the Commission. In accordance with a request from the Commission, the CitY Manager reported that the balance of the Contingency account was $31,870.90 as of January 1, 1980. The City Manager reported that a buyer and seller had requested the Planning and Zoning Commission to authorize the combination of two-conditional uses in an SR-1A District, which would allow SR-1 Zoning uses in an SR-1A DistriCt, as follows: (1) Conditional Use of a platted 50 foot lot instead of the mini- mum 70 foot lot. (2) Conditional Use of a 1,000 square foot home instead of the minimum 1,300 square foot home. On recommendation of the City Manager, the City Attorney was authorized to prepare a proposed .amendment to ~the Ordinance to clarify this area of misunderstanding of the in- tent and submit to the Planning and Zoning Cormnission fOr recommendation. Commissioner Stenstrom moved to authorize salary reclassifications as fOllows: · Johnny Johnson, from Laborer IE to F, $8,860,46 annual, William Magner, from Utility Foreman C to'D, $9,308.73 annual, Thomas G. On recommendation of the City Manager, Commismioner Stenstrom moved to authorize a public hearing to be held January 28, 1980 to consider same, and notices to be sent to property owners, advising them of the public hearing. Seconded by Commissioner Morris and carried. The City Manager reported that Ms. Martha Yancey, the City's representative on the Citizen's Advisory Committee of the Orlando Urban Area Transportation Co~inittee, had resigned. Commissioner Fart stated that no one from Sanford had ever been appointed as representative on the Friends of the St. Johns Council. 'The Mayor was authorized to exe- cute a letter', requesting the Governor to cOnsider appointing a representative from Sanford for the next term. The City Manager reported that Dr. Russell Shaw had agreed to serve as City Phy- sician effective January 1, 1980, until a permanent City Physician is appointed. The Commission authorized the City Manager to appear and support proposed legis- lation regarding defining enclaves and City Code Enforcement, at the Seminole County Legis- lative Delegation Hearing January 23, 1980, at the Altamonte Springs City Hall. The Mayor reported he would be out of town from January 19 through 25, and that Commissioner Stenstrom would be Acting Mayor during the period. The City Manager reported that Rich Quigley, the Assistant to the City Manager, has accepted a position as City Manager for the City of South Daytona. Commissioner Stenstrom moved to authorize salary reclassifications as follows: Cindy L. Harrison, from Clerk Typist II E to F, $8,306.68 annual, Richard Holloway, from Engineer Technician D to E, $12,486.66 annual. Seconded by Commissioner Morris and carried. The City Manager reported that Mr. Tom Rucker has notified the City'he is ready to proceed with the proposed lakefront project, and that the City Attorney is reviewing the sales contract. The Commission authorized to request a recommendation from Tom Wilson, Executive Director, Sanford Housing Authority, for a nomination as a representative from the City to the Community Development Block Grant Program's Citizen Participation Committee. The City Manager submitted the Annual Fire Department report. The City Manager reported that the gas allowance for use of privately owned vehi- cles for City business had been set at 75% of 86¢ per gallon on June 1, 1979, but the gas has increased to $1.04 8/10 per gallon. On recommendation of the City Manager, Commissioner Fart moved to increase the allowance formula to 75% of $1.05 per gallon. Seconded by Commissioner Keith and carried. Mr. Mark Gagne, 7 Partridge Road, Concord, New Hampshire, representing Mark's Amusements, appeared to request an occupational license for a portable slide, which he stated has no moving parts and does not require electricity, to be erected at the Sanford Flea Market until approximately March 30, 1980. Commissioner Stenstrom moved to authorize a license fee in amount of $25.00 for same, for time period of March 30, 1980, upon submission of insurance coverage and permis- sion from the property owner.
