The City Commission of the City of Sanford,. Florida,. met in. Regular ~Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'.clock P. M. on February 11, 1980.

The meeting was called to order by the Chairman.
A public hearing was held in accordance With notice published in the Evening Herald
on January 28~and FebrUary. 6, 1980, as~ follows:

On recommendation of the City Manager, Commissioner Keith moved to accept the
updated Affirmative Action Plan for the City. Seconded by Commissioner Fairr and carried.
On recommendation of the City Manager, Commissioner Fart moved to change the
table of organization in the Police Department as follows:
Crime Scene Technician position moved from Administrative Division to
Investigative Division.
Seconded by Commissioner Stenstrom and carried.
On recommendation of the City Manager, Commissioner Fart moved to authorize the
Police Benevolent Association to use the Civic Center, with alcoholic beverages, on Feb-
ruary 2, 1980, for the Policemen's Ball, at regular fee. Seconded by Commissioner Stenstrom
and carried.
On recommendation of the City Manager, Commissioner Stenstrom moved to authorize
the City Attorney to prepare the proper ordinance to amend the City Code, !Chapter 23, Section
23-28 to authorize the City Manager or his designee to issue driveway and isidewalk permits,
perform inspections and final approval. Seconded by Commissioner Keith anid carried.
Commissioner Fart moved to ask the Planning and Zoning CommisSion to initiate
proceedings and make a recommendation to the Commission to amend the City iCode to prohibit
the use of two conditional uses at the same time, for one property,
Stenstrom and carried.
The City Manager reported that Seminole County apparently .wili apply for public
housing units outside of the Sanford Arg.a.

separated from the City on a medical disability late in December, and had applied for retire-
ment benefits under the Florida Retirement System, but passed away before receiving any
payment. He further stated Mr. Fortier had refused to purchase past service and his sur-
vivors would have received total benefits of only $879.32; however,the Florida Retirement
System will permit the purchase by the family of past service so that Mrs. Fortier may re-
ceive monthly benefits.
On recommendation of the City Manager, Mayor Moore moved to authorize the City
to pay $7,846.27 for one-half of the cdsts for past service, provided the survivors pay the
other half of the total amount of $15,692.54, which would provide monthly benefits of $233.00
for Mrs. Fortier, for her lifetime. Seconded by Commissioner Keith and carried. The City's
portion is to be transferred from the Street Department salary account upon payment to the
Florida Retirement System.~
On suggestion of the City Manager, Commissioner Stenstrom moved ~ appoint Mr.
Steve Harriett, AsSistant to the~City Manager, as an Alternate Member of the East Central
Florida Regional Planning Council Project Review Committee, to replace Rich Quigley. Seconded
by Commissioner Keith and carried.
Mr. Tommy Peterson appeared and stated that the Plat of Hidden Lake Phase II
is nearly ready to be signed. He stated that errors on it have been corrected, but that the
Engineering Division has not had time to check them. On recommendation of the City Manager,
Commissioner Stenstrom moved to approve the plat, and authorize the Mayor and City Clerk to
execute same, subject to engineering review and acceptance. Seconded by Commissioner Fart
and carried.
Commissioner Keith reported that CALNO is still working on the possibility of
an Assistant State Attorney to prosecute local government ordinances; but is also checking
on the possibility of having a Code Enforcement Committee consisting of five people appointed
by each municipality, to prosecute these local laws.
There being no further business, the meeting was adjourned.
