A public hearing was held in accordance with notice published inthe Evening Herald on February 19 and 29, 1980 as follows: NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE, AND AMENDING THE FLrrURE LAND USE ELEMENT OF THE COMPREHENSIVE PLAN OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on March 10, 1980, to consider changes and amend- ments to the Zoning Ordinance, and amending the FutUre Land USe .Element of the Comprehensive Plan of the City of Sanford, Florida, as follows: A portion of that certain property lying between 24th place and West 25th Street and between Cedar Avenue and Lake Ave- nue is proposed to be rezoned from SR-1 (Single Family Resi- dential Dwelling) District to MR-2 (Multiple Family Residen- tial Dwelling) District, and amending the Future Land Use Element of the Comprehensive Plan. Said property being more particularly described as follows: Lots 5, 6, 7, 8, 9 and 10, Block 9, 3rd Section Dreamwold, PB 4,.Page 70, Public Records of Semi- nole County, Florida. Mr. Tom Green, Attorney, 212 North Park Avenue, appeared to state he.represented approximately 50 people living in the area around Lake Avenue, Cedar Avenue and 24th Place who are opposed to the proposed rezoning.and submitted a petition to support their position. Recommendation submitted by the Planning and Zoning Commission to deny the rezoning. Commissioner Keith moved to deny same. Seconded by Commissioner Fart and carried. Commissioner Fart moved to request the Planning and Zoning CommisSion to consider rezoning Lots 5 through 16, Block 8, 3rd Section Dreamwold from MR-2 to SR-1, and to make a recommendation to the Commission. M. 19 80 Commissioner Stenstrom moved to remove from table, consideration of two appointment~ to the Minimum Housing Code Board of Adjustment and Appeals. Seconded by Commissioner Morris and carried. Commissioner Stenstrom moved to re-appoint Ms. Carrie Robinson, and to appoint Mrs. Lura Thomas to fill the unexpired term of Mrs. John Mercer, on the Minimum Housing Code Board of Adjustment and Appeals. Seconded by Commissioner Morris and carried. Commissioner Fart moved to remove from table, consideration of an appointment to the Planning and Zoning Commission Seconded by Commissioner Stenstrom and carried. Commissioner Fart moved to appoint Mr, Frank Whigham to the Planning and Zoning Commission, to fill the unexpired term of Rudy Sloan, to expire June 30, 1980. Seconded by Commissioner Morris and carried. Recommendations dated March 7, 1980 submitted from the Planning and Zoning Commis- sion as follows: 1. Recommend denial to the City Commission on a request from Jay Stokes for a conditional use in the RC-1 zoned district at 2101 French Ave. (old Guy's Bar B Q) for "sale of beer and wine for consumption on the premises after approval by the Sanford City Commission". Reason: Request is not a con- ditional use in the RC-1 zoned district. 2. Recommend denial to the City Commission on a request for a change in De- velopment Plan in PUD zoned district from Townhouse to Duplex with 1152 sq. ft. living area each unit on Lots 15 and 16, Block B, Sanora, Unit I. The City Manager reported there had been no repponse from private firms, to request~ for proposals for maintenance of the municipal cemetery. On recommendation of the City Manager, commissioner Stenstrom moved to authorize the Mayor to execute a petition to annex approximately 8 acres of city property north of Lake Mary Boulevard and west of Hidden Lake Subdivision. Seconded by Commissioner Keith and carried. The City Manager submitted a letter from Mr. Dayton Hudson, 2309 East Lisa Court, complaining about the use of Pinehurst Park for organized men's softball games. The City Manager stated.-that the City:had signed, an agreement for the Men's Soft- ball League to use Pinehurst Park. The City Manager reported that the State of Florida Department of Transportation and'Amtrack proposed to install crossing gates and lights on the~railroad crossing on Coun- try Club Road, and further, that the City will be r.equired to pay one-half ($490.00) of the annual maintenance cost of these gates and lights. On recommendation of the City Manager, Commissioner Morris moved to authorize research to prepare legislation to make the maintenance costs the responsibility of the Department of Transportation and the Seaboard Coast Line Rail- road. Commissioner Stenstrom moved to authorize a final 90 day extension, with the stipulation that all repairs be completed and the property be brought up to code within that time. Mills, Architect, owner ,of property at 701 West Third Street, Condemnation Report No. 78-875, to remove the property fro~ the condemnation list, and stated that he had met the conditions for removing the property from the condemnation list as follows: The electricity is turned off at the exterior, locked, panel boxes. (2) Water is off at the meter. (3) The building is unoccupied. (4) Locks have been installed in all exterior doors. (5) Windows are locked and all broken glass has ,been replaced. (6) Front stairs have been replaced. (7) All Walks and curbs have been edged, yard cleaned and lawn mowed. The Commission instructed the City Manager to work out a proposed 1980-81 budget without Federal Revenue Sharing or other federal funds, and to provide a liSt of non-essential city services, in order of priority. The City Manager reported the City is completing an application for a state develop- ment grant in amount of $125,000.00 for the Dr. George Starke Memorial Park on West Fifth Street.
