The City Commission of the City of Sanford, Florida, met in Adjourned Regular Meetin
in the' City Hall in the City of sanford, .Florida, at 7:00 o'clock P. M. on March 17, 1980.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published inthe Evening Herald
on February 19 and 29, 1980 as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE, AND AMENDING THE FLrrURE LAND
USE ELEMENT OF THE COMPREHENSIVE PLAN OF THE CITY
OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on March 10, 1980, to consider changes and amend-
ments to the Zoning Ordinance, and amending the FutUre Land USe .Element
of the Comprehensive Plan of the City of Sanford, Florida, as follows:
A portion of that certain property lying between 24th place
and West 25th Street and between Cedar Avenue and Lake Ave-
nue is proposed to be rezoned from SR-1 (Single Family Resi-
dential Dwelling) District to MR-2 (Multiple Family Residen-
tial Dwelling) District, and amending the Future Land Use
Element of the Comprehensive Plan. Said property being more
particularly described as follows:
Lots 5, 6, 7, 8, 9 and 10, Block 9, 3rd Section
Dreamwold, PB 4,.Page 70, Public Records of Semi-
nole County, Florida.
Ail parties in interest and citizens shall have an opportunity
to be heard at said hearing.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning.
Mr. Tom Green, Attorney, 212 North Park Avenue, appeared to state he.represented
approximately 50 people living in the area around Lake Avenue, Cedar Avenue and 24th Place
who are opposed to the proposed rezoning.and submitted a petition to support their position.
Recommendation submitted by the Planning and Zoning Commission to deny the rezoning.
Commissioner Keith moved to deny same. Seconded by Commissioner Fart and carried.
Commissioner Fart moved to request the Planning and Zoning CommisSion to consider
rezoning Lots 5 through 16, Block 8, 3rd Section Dreamwold from MR-2 to SR-1, and to make a
recommendation to the Commission. Seconded by Commissioner Keith and carried over dissentinm

Commissioner Stenstrom moved to remove from table, consideration of two appointment~
to the Minimum Housing Code Board of Adjustment and Appeals. Seconded by Commissioner Morris
and carried.
Commissioner Stenstrom moved to re-appoint Ms. Carrie Robinson, and to appoint Mrs.
Lura Thomas to fill the unexpired term of Mrs. John Mercer, on the Minimum Housing Code Board
of Adjustment and Appeals. Seconded by Commissioner Morris and carried.
Commissioner Fart moved to remove from table, consideration of an appointment to
the Planning and Zoning Commission Seconded by Commissioner Stenstrom and carried.
Commissioner Fart moved to appoint Mr, Frank Whigham to the Planning and Zoning
Commission, to fill the unexpired term of Rudy Sloan, to expire June 30, 1980. Seconded by
Commissioner Morris and carried.
Recommendations dated March 7, 1980 submitted from the Planning and Zoning Commis-
sion as follows:
1. Recommend denial to the City Commission on a request from Jay Stokes for
a conditional use in the RC-1 zoned district at 2101 French Ave. (old Guy's
Bar B Q) for "sale of beer and wine for consumption on the premises after
approval by the Sanford City Commission". Reason: Request is not a con-
ditional use in the RC-1 zoned district.
2. Recommend denial to the City Commission on a request for a change in De-
velopment Plan in PUD zoned district from Townhouse to Duplex with 1152
sq. ft. living area each unit on Lots 15 and 16, Block B, Sanora, Unit I.

final reading. After being read by title, the Chairman announced that the Commission would
hear from those persons present to speak in favor of, or in opposition to, ithe proposed ordi-

The City Manager submitted a request from the City of Titusville for the City to
adopt a resolution to the U. S. Government supporting the construction of a road for access
to Playalinda Beach. On recommendation of the City Manager, Commissioner Morris moved to
table consideration of same. Seconded by Commissioner Keith and carried.
The City Manager submitted suggestions from employees and recommended awards as
for January: Doris .Harris°n,.. $25.00. for s:uggestion t.o use a standard form
for submission of suggestions.
for February: Mildred Carver and Gretchen Perry, $12.50 each for suggestion to change the bank stamp to include the account number.

The City Manager reported there had been no repponse from private firms, to request~
for proposals for maintenance of the municipal cemetery.
On recommendation of the City Manager, commissioner Stenstrom moved to authorize
the Mayor to execute a petition to annex approximately 8 acres of city property north of
Lake Mary Boulevard and west of Hidden Lake Subdivision. Seconded by Commissioner Keith and
carried.
The City Manager submitted a letter from Mr. Dayton Hudson, 2309 East Lisa Court,
complaining about the use of Pinehurst Park for organized men's softball games.
The City Manager stated.-that the City:had signed, an agreement for the Men's Soft-
ball League to use Pinehurst Park.
On recommendation of the City Manager, Commissioner Stenstrom moved as follows:
(a) Discontinue us.e:of_pinehurst .Park for any city .organized use of
athletics for. youths above 13 years of age; plus actual removal
of the field lighting system.for, use in other .locations.:
(b) City consider a review to constriction of all night time use of
all lighted facilities; but, where the use is acceptable, that

The City Manager reported that the State of Florida Department of Transportation
and'Amtrack proposed to install crossing gates and lights on the~railroad crossing on Coun-
try Club Road, and further, that the City will be r.equired to pay one-half ($490.00) of the
annual maintenance cost of these gates and lights. On recommendation of the City Manager,
Commissioner Morris moved to authorize research to prepare legislation to make the maintenance
costs the responsibility of the Department of Transportation and the Seaboard Coast Line Rail-
road. SecOnded by Commissioner Keith and carried.
Commissioner Morris moved to appoint Mr. Kay.Shoemaker to the 208 Committee's Pub-
lic Participation Program on the 208 Water Quality Planning Advisory Committee, of the East
Central Florida Regional Planning Council. Seconded by Commissioner Fart and carried.

Mr. Tom Wilson, Executive Director, Sanford Housing Authority, appeared to present
a request for approval of an application for Neighborhood Self-Help Development Program Grant
He stated this would be for low' and. moderate income families in the Georgetown, Mid-town and
Goldsb°ro areas. Commissioner Morris moved to authorize the Mayor ~to execute the application.

Mr. Larry Cole, 205 Yarmouth Road, Winter~Pa.rk, President, Seminole League of Civic
Associations, Inc., appeared to reqUest.suppor~t of special:legislation to limit the number
of licenses for the sale of alcoholic beverages at :bars and package stores to one license
for each 4,000 residents, as. per'the 1980 Census, 'Commissioner Fart moved to support a ratio~
of one license per 5,000 residents.~Seconded~by ~Commis'sioner Keith and carried.

Minimum Housing Code Inspector and Building Official recommend a 90 day
extension.
The City Manager recommends the owner be required to appear and present
a written time schedule for repairs.
Mr. Cammarasana, 320 South Oak Avenue, appeared to support the request,
and stated he had done extensive work, and could complete the work
within 90 days.
Commissioner Stenstrom moved to authorize a final 90 day extension, with the stipulation that
all repairs be completed and the property be brought up to code within that time. Seconded
by Commissioner Morris and carried over dissenting vote of Commissioner Fart.

The City Manager submitted a request from Mr. Jerry W. Mills, Architect, owner ,of
property at 701 West Third Street, Condemnation Report No. 78-875, to remove the property fro~
the condemnation list, and stated that he had met the conditions for removing the property
from the condemnation list as follows:
The electricity is turned off at the exterior, locked, panel boxes.
(2) Water is off at the meter.
(3) The building is unoccupied.
(4) Locks have been installed in all exterior doors.
(5) Windows are locked and all broken glass has ,been replaced.
(6) Front stairs have been replaced.
(7) All Walks and curbs have been edged, yard cleaned and lawn mowed.
On recommendation from the Building Official, Commissioner Stenstrom moved to remove the prop-
erty from the condemnation list as requested. Seconded by Commissioner Morris and carried.
Request submitted from Sanford'Jewelry and Luggage, 217 East First Street, for an
exempt license for a "Going Out of Business Sale", for time period of March 18 to April 15,

The Commission instructed the City Manager to work out a proposed 1980-81 budget
without Federal Revenue Sharing or other federal funds, and to provide a liSt of non-essential
city services, in order of priority.
The City Manager reported the City is completing an application for a state develop-
ment grant in amount of $125,000.00 for the Dr. George Starke Memorial Park on West Fifth
Street. Commissioner Morris moved to authorize the Mayor to execute a "letter of intent to
apply". Seconded by Commissioner Fart and carried.
On recommendation of the City Manager, Commissioner Stenstrom moved to authorize
transfer in amount of $273.05 from Contingency to Legal Advertising Account! No. 2-01-04491-4
for annexation ads. Seconded by Commissioner Fart and carried.
The City Manager submitted a request from the Mt. Moriah P. B. chUrch to close llth

paper, regarding low-income housing for Oviedo, had been incorrectly reported.
The City Manager reported, that the Cabl~e TV franchise will expire September. 13,
1980, ~and that the proposed extension would keep the present 9% franchise charge and de-regu-
late rate setting, but~rates ¢ouldcbe~set only.once a.,year, at~.an, increase of not more than

Physician, for an annual salary of $5,800.00 and EKG and lab work to be billed separately.

~'~ The City Attorney re'ported that Mr. Philip ~Sciortino, 2012 Mosher Drive, Orlando,
had submitted a bid in amount of $1,800.00 for park property in Country Club Manor, Unit I,
but had been unable to obtain title insurance, and that it could take extensive work to clear
the title. The Commission authorized the City Attorney to proceed to clear the defects in
? title.
