M. on March 24, 1980, to consider the adoption of the Comprehensive Development Plan for the City of Sanford, Florida, as Amended, includ- ing graphs and' maps, as recommended by the Local Land Plan- ning Agency in accordance with Chapter 163, Florida Statutes, and 1974 House Bill No. 4211, known as the "Seminole County Comprehensive Planning Act of 1974". Ail parties in interest and citizens shall have an op- portunity to be heard at said hearing. By order of the City Commission of the City of Sanford, Florida. H. N. The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the amended Comprehensive Development Plan. No one appeared. The City Manager stated there were some technical changes in it, but no major changes. On recommendation of the Planning and Zoning Commission, Commissioner Morris moved to authorize the City Attorney to prepare the proper ordinance to adopt the Comprehen- sive Development Plan as amended. Seconded by Commissioner Stenstrom and carried. M. on March 24, 1980, to consider changes and amend- ments to the Zoning Ordinance of the City of Sanford, Florida, as fol- lows: ARTICLE V. USE PROVISIONS Section 2, SR-1A, Single-Family Residential Dwelling 'District B. Mr. Alfred DeLattibeaudiere, 807~ Sanford Avenue, appeared to support the pro- posed rezoning. On recommendation of the Planning and Zoning Commission, Commissioner Stenstrom moved to authorize the City Attorney to prepare the proper ordinance to rezone the property. Seconded by Commissioner Morris and carried. Requests submitted to use mobile trailer signs as follows: (a) Cavalier Motor Inn, 3200 South Orlando Drive, for 30 days for a Special Restaurant Promotion .(new business). Kazarian Auto Insurance, 2920 Orlando Avenue, for 90 days to advertise Grand (b) Opening at a New Location. Commissioner Stenstrom moved to authorize the requests. Keith and carried. Seconded by Commissioner Recommendations dated March 21, 1980, submitted from the Planning and Zoning Com- mission as follows: RECOMMENDATIONS Recommend approval to rezone from MR-2 to GC-2, Lot 5, Block 10, Tier 1, Town of Sanford, 818 Sanford Ave. Planned use of property is Antiques & Floral Design Shops. Rep.-Gaynell H. Hendrick. Recommend approval to rezone from SR-1AA to RC-1, approximately 1 acre, a part of Lot 25, Lake Minnie Estates. Located on the north side of Lake Mary Blvd., between Hidden Lake entrance and the Wekiva Animal Hospital. The planned use of the property is professional office building. R~p.-Robert C. Rugenstein. Recommend approval to change and amend the Zoning Ordinance No. 1097, Article V, Use Provisions, Section 2, SR-1A, Single- F~amily Residential Dwelling District. Subsection B. Conditional Uses Permitted, Para. (2) Amend to read (2) Single-Family Dwelling With 1,000 sq. ft. minimum ~living area, provided all other density controls and setback requirements are met. Note: Subparagraph (a) remains unchanged. Recommend approval to adopt the updated and amended Compre- hensive Development Plan of the City of Sanford, including maps, descriptive material and other pertinent matter which forms the Comprehensive Plan. Recommend approval on a request from Ing~id Zierhut for a con- ditional use in the SC-3 zoned district~ at 107 N. Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, had passed and adopted said Ordinance No. 1509, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 1097 OF SAID CITY, SAID ORDINANCE BEING A ZONING PLAN; SAID AMENDMENT CHANGING THE ZONING OF THAT PORTION OF THAT CERTAIN PROPERTY LYING BETWEEN PAL- METTO AVENUE AND MAGNOLIA AVENUE AND BETWEEN EAST 25TH STREET (GENEVA AVENUE) AND EAST 25TH PLACE FROM RC-1 (RESTRICTED COMMERCIAL ~ DISTRICT TO GC-2 (GENERAL COMMERCIAL) DISTRICT, PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. Mr. Ted Cox, Coordinator, State of Florida, Department of Community Affairs, Division of Local Resource Management, appeared to d~scuss IPA assistance on a salary survey. Commissioner Stenstrom moved to authorize the Mayor to execute an agreement with the Florida Department of Community Affairs, to enter into a program for them to perform a Job Classifi- cation salary survey. Seconded by Commissioner Keith and carried over dissenting vote of Commissioner Morris .... Mr. Steve McMahon, Regional Manager, American Television and Communications Cor- poration, appeared to support a request for a 10 year extension of the franchise to operate in Sanford, with some proposed changes. He stated the franchise fee payments would remain 9% of the gross revenue from basic subscriber service. He proposed changing~ the method of settzng rates to be no more than once per.year, and within the ~previous year's Consumer Price Index. Mr. Charles King, General Manager, Orange-Seminole Cablevision, appeared and stated that Seminole Cablevision is serving all the major areas in Sanford, and they do not intend to let new construction wait more than three to six months for cable TV service. On recommendation of the City Manager, Commissioner Stenstrom moved to authorize the City Attorney to prepare the proper ordinance, to adopt the franchise extension and to authorize the Mayor and City .Clerk to execute same. Seconded by Commissioner Keith and carried over dissenting vote of Commissioner Fart. · Mr. Bob Baker, 214 ~Odham Drive, stated he did not want the rates to be de-regulated The City Manager submitted a tabulation of bids for water meters, as follows: TOTAL BI D Davis Meter and Supply, Inc. . Seconded by Commissioner Stenstrom and carried. Commissioner Morris moved to authorize Beta Sigma Phi to use the .Civic Center March 29, 1980, with alcoholic beverages, at fee of $250.00. Seconded by Commissioner Keith and carried. The City Manager reported that the C~y Staff had completed a salary survey which reflected a need for various salary adjustments amounting to approximately!S136,000.00 to compete with other businesses and agencies in the area. Condemnation Group 58, Reports Nos. 80-949 through 80-959 were sUbmitted from the Minimum Housing Code Inspector and the Fire Department. Commissioner Morris moved to authorize a public hearing to be held Aprilil4, 1980, to consider same and notices to be sent to the owners of the property as extended on the last tax roll. Seconded by Commis- sioner Stenstrom and carried. On recommendation of the City Manager, Commissioner Morris movedto authorize advertising for bids for sewer rehabilitation work on Sections 4, 5 and 6, under the Step I program, at an estimated cost of $261,000.00, with a federal grant of $196,200.00 and the~ City costs' of $65,400.00 to be provided from Reserve for Renewal and Replacement Fund. Seconded by Commissioner Fart and carried. On recommendation of the City Manager, Commissioner Fart moved to authorize pur- chase, from the rental fund, of a heating unit in amount of $816.00, plus $1316.44 for ~iring, for the portion of the first floor of City Hall which is rented to the SanfOrd Housing Authority. Seconded by Commissioner Stenstrom and carried. The City Manager reported he had received two proposals for maintenance care for the cemetery as follows: Future Property Services - $33,000.00 annual. JMS Lawn Care - $33,406,00 annual. Commissioner Stenstrom moved to table consideration of same until meeting of April 14, 1980. Seconded by Commissioner Fart and carried. The City Manager reported an injunction was signed March 24, 1980, by Circuit Judge Robert McGreger, prohibiting the City from closing Pinehurst Softball Field to the Sanford Men's Softball Association and prohibiting the City from removing the field's lights until the expiration of their lease on November 30, 1980.
