The City Commission of the City of Sanford, Florida, met in Special Session in the City Hall in the City of Sanford, Florida, at 11:00 o'clock A. M. on April 2, 1980. Present: Mayor-Commissioner Lee P. Moore Commissioner .John G. Morris Commissioner Julian L. Stenstrom Commissioner~David T. Farr City Attorney. C. Vernon Mize, .Ir. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: Commissioner Edwin O. Keith The meeting was called to order by the Chairman. The Chairman announced that the purpose of the meeting was to discuss a proposed lease submitted from the Board of County Commissioners of Seminole County to be effective on October 1, 1980 to replace the current library agreement lease dated September 25, 1975, the initial term of which expires on October 1, 1980. The City Manager stated that on December 14, 1979 the City had submitted to the County, a proposed lease in which the County could continue to utilize the old Post Office Building for a library, however, the City would retain ownership of the land and structure and that the lease submitted by the County requires the property to be deeded to the County. Also, that the property was deeded to the City from the U. S. General Services Administration, with a reverter clause that £f the property ceases to be used as a public library prior to April 16, 1983, the City will be required to pay the General Services Ad- ministration a pro-rata portion of the value of the property on the date it was deeded to the City, and then, if it is sold, the excess above the City payment wouldbe payable to the U. S. Government. O ' The City Manager reported that the current lease contains a pr vision that owner, ship of approximately 40,000 volumes of city books will transfer to the County on October 1, 1980 unless the City notifies the County by April 3, 1980 that the City is cancelling the current lease in accordance with the 180 day notice requirement, and after the notice and prior to October 1, 1980 a new agreement can be worked out with the County. Commissioner Stenstrom moved to cancel the current lease and notify the County of same; and to authorize the Mayor and City Clerk to execute a proposed new lease prepared by the City, for Seminole County to continue to use the old Post Office Building as a library.
