M. on April 28, 1980. Present: Acting Mayor-Commissioner Julian L. Stenstrom Commissioner John G.Morris Commissioner David T. Fart Commissioner Edwin O. Keith City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: Mayor-Commissioner Lee P. Moore The meeting was called to order by the Chairman. Mr. Norman W. Hickey, City Manager of Titusville, and Immediate Past President of the Florida City and County Management Association, aPpeared to present a plaque to City Manager W. E,:~ Knowles for his many years of service to the Florida City and County Management Association and as.Regional Vice President of the International City Manager's Association for the 10 southeastern states. A public hearing was held in accordance with notices authorized at meeting of Ap- ril 14, 1980, to consider condemnation of two structures on Condemnation Group 59, Reports Nos. 80-960 and 80-961. The Chairman announced that the Commission would hear from P~operty owners or A review of each individual report was as follows: representatives thereof. Report 80-960 80-961 Address 819 West Third Street 805 West Third Street Owner John D~& Doreen L. Freeman Catherine Hunt Mr. John D. Freeman, owner of property at 819 West Third Street, Condemnation Report No. 80-960, appeared and stated he wanted time to repair the structure and bring it up to code. Mrs. Catherine Hunt, owner of property at 805 West Third Street, Condemnation Report No. 80-961, appeared and stated she had begun making repairs to the structure and wanted time to complete the repairs and bring it %p to code. After consideration, Commissioner Morris moved that finding the structures under Condemnation Reports No. 80-960 and No. 80-961 to be unsanitary, unsafe and delapidated, that said structures be condemned and the owner be given a notice of 90 days in which to repair or give just cause why same has not been repaired or demolished; and after 90 days, to authorize the City to demolish the structures and levy a lien against.the property for said removal. Seconded by Commissioner Keith and carried. M. 19 80 NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on April 28, 1980, to consider changes and amend- ments to the Zoning Ordinance of the City of Sanford, Florida, as fol- lows: .... A portion of that 9ertain property abutting Ridgewood Avenue on the Northwest and lying between 25th Street and Airport Boulevard is proposed to be.rezoned from AD (Agricultural) District to MR-1 (Multiple-Family Residential Dwelling) Dis- trict. The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the proposed rezoning. No one appeared. Planning and Zoning Commission submitted a recommendation to table the public hearing. Commissioner Morris moved to table consideration of rezoning the property pending receipt of a recommendation from Seminole County. Seconded by Commissioner Farr and carried. The next item of business was consideration of an appeal of a denial by the Plan- ning and Zoning Commission, to construct six townhouses on six lots in Sanora, and tabled at meeting of April 14, 1980. Letter submitted from Mr. Paul Jarvis, Vice President, Cardinal Industries, re- questing that the item be tabled until all members of the Commission are present. Commissioner Morris moved to table same until meeting of May 12, 1980. Seconded by Commissioner Keith and carried. Request submitted from the Battery Shop., 107 West 27th Street, to use a mobile trailer sign for 60 days for a special pre-summer vacation special promotion. The City Clerk reported that on January 14, 1980, the Battery Shop was authorized to use a mobile trailer sign for 90 days for a Grand Opening. Commissioner Keith moved to authorize the request. The City Manager reported that the CATV industry has been successful in having introduced in the State House of Representatives a bill to end local control of the CATV industry, which would permit any CATV operation to set it's own rates at any time during a year, not to exceed 75% of the Consumer Price Index. The City Manager recommended the second reading and adoption of Ordinance No. 1510 be tabled until the legislature has made a deter- mination on the proposed bill. Mr. Steve McMahon, Regional Manager, American Television and Communications Cor- ~oration, owner of the CATV franchise in Sanford, appeared and stated he cannot control the ]ATV association group. Keith. Commissioner Farr moved to adopt Ordinance No. 1510. Seconded by Commissioner Commissioner Morris moved to table the second reading 'and adoption of Ordinance No. 1510, until the state legislature acts on the proposed bill. Sierputowski, Future Property Services .................................. $36,000.00 The Director of Recreation and Parks submitted a list of equipment, references, and number of employees for each of the above and recommended awarding the bid to Future Property Services. He stated this lease follows the samekgeneral form of the lease sent to the County on December 14, 1979, except Section 3, page 2, where~the County wants to obtain a deed to this property at the expiration of three years use, with a reverter clause allowing the County to choose to return the property or purchase it on a reducing schedule based on 20 years of use. CommissionerMorris moved to amend each reference to use as a library, to read "public library", to define "public library", and ~o authorize the Mayor and City Clerk to execute the lease. Commissioner Stenstrom questioned the progress of the~Jaycees on the project to correct street addresses in the Dreamwold area and the City Manager submitted a memo from the Building Official noting that the Jaycees will start on the Project immediately. He stated the serviceman's father, Daniel Calhoun, 610 Hickory Avenue, has been paying the taxes on the property, and requested to pay off the lien and costs in amount of $553.83 with payment of $100.00 on.'May 1 and $30 00 per month thereafter, with the interest accumula- ting on the unpaid balance until the lien is paid in ,full.
