The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on June 9, 1980.

The ~eeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Herald
on May 23, 1980, as follows:
NOTICE OF PROCEEDING FOR VACATING AND ABANDONING
PORTIONS OF STREETS AND A PARKWAY.
TO WHOM IT MAY CONCERN:
You will take notice that the City Commission of the City of Sanford,
Florida, at 7:00 o'clock P. M. on June 9, 1980, in the City Commission
Room at the City Hall in the City of Sanford, Florida, will consider
and determine whether or not the City will close, vacate and abandon
any right of the City and the public in and to portions of streets and
a parkway lying between Mangoustine Avenue and Mulberry Avenue and be-
tween West First Street and Seminole Boulevard (U. S. Highway 17 & 92),
being more particularly described as follows:
Commercial Avenue right-of-way between the west right-of-way line
of Oleander Avenue and the east right-of-way line of Mulberry Ave-
nue and
Fulton Avenue right-of-way between the west right-of-way line of
Mangoustine Avenue and the east right-of;way line of Mulberry Ave-
nue and
Water Street right-of-way between the west right-of-way line of
Mangoustine Avenue and the east right-of-way line of Mulberry Ave-
nue and
The eight foot parkway, approximately 264 feet north of Water Street,
running east and west, from the west right-of-way line of Mangous-
tine Avenue to the east right-of-way line of Jessamine Avenue and
The Oleander Avenue right-of-way from the south right-of-way line
of Commercial Avenue to the north right,of-way line of the eight
foot parkway running east and west from Mangoustine Avenue to Jessa-
mine Avenue and
The Jessamine Avenue right-of-way from the south right-of-way line
of Commercial Street to the North right-of-way line of the east-
west parkway 264 feet north of Water Street.
Persons interested may appear and be heard at the time and place speci-
fied.

The Chairman announced that the Commission would h~ar from those persons present
to speak in favor of, or in opposition to, the proposed vacating and abandonment of the park-
way and streets.

Mr. John W. McClellan, Real Estate Coordinator, Hospital Corporation of America,
appeared and stated his company has options to purchase the property and requested the streets
and parkway to be closed so they could construct a hospital complex on the property.
Commissioner Morris moved to authorize the City Attorney to prepare the proper
ordinance to close, Vacate andaabandon the streets and parkway as advertised. Seconded by
Commissioner Stenstrom and carried
Mr. John La~son, 5510 Century 21 Boulevard, Orlando, appeared to appeal a denial
by Planning and Zoning Commission, for sale of Beem and Wine for consumption on premises at
the Ritz Theatre Building, 201 S. Magnolia Avenue. He stated they plan to show first-run
movies, have ballet performances, concerts, play, etc., and will employ up to 13 people with-
in 3 years. He further stated that he had worked in this same type of operation at the Great
Southern Music Hall, at the Old Beacham Theatre, in Orlando.
Commissioner Stenstrom moved to table consideration of same untilithe next meeting
and to authorize the Chief of Police to contact the OrlandO Chief of Police regarding activi-
ties at the Great Southern Music Hall and to report same to the Commission. Seconded by
Commissioner Fart. Motion failed to carry over dissenting votes of Mayor Moore, Commissioner
Morris and Commissioner Keith.
On recommendation of the Planning and Zoning Commission, CommissiOner Keith moved
to deny the request. Seconded by Commissioner Morris and carried.
Request submitted to use mobile trailer signs as follows:
a.
State Bank of Forest City - Sanford Branch, 161 W. Airport
Boulevard, for 90 days for Grand Opening.
b.Keith Abney Pools, French Avenue and 5th Street, for 60
days for a Summer Sale.
c. Gaynelle's Antiques and Flowers, 818 Sanford Avenue, for
60 days for special promotions - weddings.
Commissioner Fart moved to authorize the State Bank of Forest City - Sanford Branch,
to use a mobile trailer sign as requested. Seconded by Commissioner Morris. and carried.
Commissioner Fart moved to deny the request of Keith Abney Pools and Flowers and
Antiques by Gaynelle to use mobile trailer signs.

Commissioner Stenstrom moved to remove from table, consideration of a request for
mid-block street lights on Locust Avenue and Chapman Avenue, between 1st Street and 2nd Street
Seconded by Commissioner Keith and carried.
Commissioner Keith reported that the existing street lights are sat back and do not
project any light down Locust Avenue and Chapman Avenue, and moved to authorize the request
fOr 2 additional mid-block street lights. Seconded by Commissioner Stenstrom and carried.
Check in the amount of $689.00 submitted from Complete Interiors, for 9ayment in
lieu of open space for plat of Ramblewood Unit II. Commissioner Stenstrom moved to acceot

Recommendations dated June 6, 1980 submitted from the planning and Zoning Commission

1. Recommend denial to the City Co~mission on a request from 3ohn Lawson for a
conditional use in the SC-3 zoned district at 201S. Magnolia Ave. (Ritz
Theatre) for_"Sale of alcoholicibeverages for consumotion on oremises in
accordance with Chapter 3 of the City Code and after approval by the Sanford
City Commission". Board felt the business would not benefit the do,mtown

Letter submitted from Mr. J. B. Baker, Chairman, Sanford Airport Authority, recom-
uending the Commission to appoint a replacement for Mr. H, A, "S~eed" Moreland of the Sanford
Airport Authority. Commissioner Fart moved to appoint to the Sanford Airport Authority,
Mr Robert Birks, 110 Larkwood Drive, owner oflAir Sanlando Company located at the Sanford
Airport. Seconded by Commissioner Stenstrom and carried over dissenting votes of Mayor Moore
and Commissioner MOrris, ~
The City Manager reported that the 60 day period had not expired ~for.Seminole
County and municipalities in Seminole County to reply to Sanford's Amended Comprehensive
Development Plan. The Commission took no actibn
on motion of Commissioner Farr, seconded by Commissioner Stenstrom and carried,

On motion of Commissioner Morris, seconded by Commissioner. Stenstrom and carried,
minutes of meeting of May 27, 1980 were approved.
On recommendation of the City. Manager, Commissioner Stenstrom moved to authorize
salary reclassifications as follows:
William G. Saunders, Public Works Street Division, from
Equipment Operator IE to F, $9,308.73 annual.
Robert D. Dickerson, Recreation and Parks, from Laborer
ID~to E, $8,438.55 annual. ~
Ronnie Nance, Police Department Uniform Division, from

On recommendation of the City Manager, Commissioner Morris moved to authorize same.

Mr. Lee Sparkman, 143 Mayfair Circle, appeared to support his request for an occu-
pational license to paint street addresses on the face of the curbs in fromt of homes. He
stated he would sell this service to the residents for one dollar, and would use reflective
paint which would last approximately 20 years.
The City Manager stated this would be using city property for private business,
would deface city property when the paint wore off, would not be consistant, could be blocked
from view by parked cars, grass, shrubbery, etc., and that the City provided house numbers
free to put on homes.
On recommendation of the City Manager, Commissioner Keith moved to deny the request.
Seconded by Commissioner Morris and carried over dissenting votes of Commissioner Fart and
Commissioner Stenstrom.
The City Manager reported that the Employees had re-elected Dr. Luis Perez to the
Civil Service Board.

The City Attorney reported on the progress of the lawsuit filed by Mr. G. Algernon
Speer, Jr., Mr. Edwin Shinholser, et al, to stop the City from making improvements to the
downtown area as authorized at meeting of May 12, 1980. He recommended that the Commission
authorize him to enter into a stipulation to agree to withhold commencement on the project
until the Case is adjudicated, probably in October, 1980.

legally expediant manner beneficial to the City.

The City Manager reported that the State of Florida Department of Transportation,
had requested Quit Claim Deeds to 3 parcels of property for a highway overpass outside the
City at Rands Crossing on West 1st Street and in which the City had no title interest.
Commissioner Stenstrom moved to authorize the Mayor and City Clerk to execute same.
Seconded by Commissioner Keith and carried.
The City Manager submitted a memo from Mr. Thomas Wilson, III, Executive Director,
Sanford Housing Authority, containing Certification of the election of Mary Whitney to the
Board of Commissioners, by the Sanford Housing Authority tenants, notification that the
Sanford Housing Authority is incorporating the Citizens Participation Committee for Community
Development in the application for neighborhood self-help program funding, and requesting to
waive the building permit fee for the modernization~ of. Castle Brewer Court, and that the sum
paid by the contractor be refunded to the Authority.
Commissioner Keith moved to appoint Ms. Mary Whitney as the tenant representative
on the Sanford Housing Authority Board of Commissioners.

no objections to the inclusion of the Citizens Participation Committee for Community Develop-

Commissioner Farr moved to authorize refund of the building permit fee to the Sanfor,
Housing Authority. Seconded by Commissioner Morris and carried.
The City Manager submitted requests for utility service outside the City as follows:

property described as follows:

b. Mr. Dennis Whitmire, 2776 Ridgewood Avenue, Apartment 124,
Sanford, for service to property described as follows:
Lots 60 and 61, Ginderville Heights according to the
plat thereof as recorded in Plat Book 4, page 42 as
recorded in the Public Records of Seminole County,
Florida.

On recommendation of the City Attorney, Commissioner Stenstrom moved to amend the
minutes of the May 12, 1980 meeting regarding doWntown develppment, as follOws:
To reflect that the City Manager ~tated tha~' the plans as sub-
mitted were the modified plans for construction as were taken
from the Reynolds, Smith and Hill-plan and pmepared for con-
struction by the City of Sanford Engineering Division.
Seconded by Cor~m~issioner Keith and Carried.
The City Manager reported that i~iis anticipated that Revenue Sharing f~nds for
counties and cities will be on the samm level as last year, and will be on a five-year basis.
The Commission authorized to begin budget work sessions June 24, 1980 at ~:00 P. M.
