M. 19 80 MID,RTATR T,~,('~AT. .qTTPPl'.'¥ COMPANY The City Commission of the City of Sanford, Florida, met in Special Session in the City Hall in the Ci.ty of Sanford, Florida, at 7:00 o'clock P. M. 6n July 15, 1980. Present: Mayor-Commissioner Lee P. Moore .~ Commissioner John G. Morris Commissioner Julian L. Stenstrom Commissioner David T. Fart Commissioner Edwin O. Keith City AtDorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H.~.. T.amm, Jr. The meeting was called to order by the Chairman. The Mayor reported that members of the City Staff, the City Attorney and he had at 9:00 o'clock A. M. this date met~ with Robert K. Burkhardt and other repmesentatives from the office of Justice Assistance, Research and Statistics and had reached a consensus in a Pre- determination Settlement Agreement pertaining to the complaint of Tony Leonard Brooks, a Police patrolman, and further, recommended approval of same. Commissioner Morris moved to authorize the Mayor and Police Chief to execute said ~greement. Seconded by Commissioner Fart and carried. Letter next submitted from the Florida Department of Transportation requesting the removal of parking on 25th street from Magnolia Avenue to Oak Avenue, so as to accomodate left turn lanes. Commissioner Morris moved, to authorize the Mayor and City Clerk to execute a Resolu- tion for same. Seconded by Commissioner Fart and carried. A RESOLUTION OF THE CITY COMMISSION ~ OF THE CITY OF SANFORD, FLORIDA, AUTHORIZING AND DIRECTING THE MAYOR OF THE CITY TO SIGN AN AGREEMENT WITH THE STATE OF FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS UNDER THE FLORIDA FINANCIAL ASSISTANCE FOR COMMUNITY SERVICES ACT. IT IS HEREBY RESOEVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, AS FOLLOWS: 1. That the Mayor is hereby authorized and directed to sign~in the name and on behalf of the citY Commission of the City of Sanford, Florida, an Agreement between the Florida Department of Community Affairs and the City of Sanford, Florida, under the Florida Financial Assistance for CommUnity Services Act, as per copy attached hereto and made a part hereO~. 2. That all funds necessary to mee~ the contract obligations of the City of Sanford, Florida, with the DePart- ment have been appropriated and said funds are unexpended and unencumbered and are available for payment as prescribed in the contract. Commissioner Fart moved to authorize the Finance Director to confer with the Elag- ship Banks 'Trust Officer to determine the fees for said bank to act as es=row holder. Seconded by Commissioner Stenstrom and carried~ After discussion, Commissioner Keith moved to authorize the City Attorney to pre~ pare an ordinance to control loitering.
