The City Commission of the City of Sanford, Florida, met in Special Session in
the City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on August 28, 1980,

The Mayor announced that the meeting was called upon request from the Reverend
Jones to consider recommendations submitted as follows:
1. Single Member Districting - increase number of Commissioners
from 5 to 7, with 4 to be elected from 4 districts, with each
district electing its own commissioner. The remaining 3 in-
cluding the Mayor to be elected at large.
2. Have black representation on the Civil Service Board.
3. Paving of all streets in the areas of the City where Blacks
live.
Reverend Jones stated he felt the single member districts would increase accessi-
bility and acceptability of elected officials, reduce alienation, and permit committee
structuring to help the commission. :
The Mayor announced that the Civil Service Board was considering their~position
to determine whether or not they would transfer their activities ~to a Personnel. Board and
do away with th~Civil Service Board. Also, the present board is composed of five members,
of which one is a minority, and of which two are appointed by the City Commission, two
are elected by employees, and one is elected by the four appointed members of the board,
all as provided by state law.
The Mayor stated that under the Revenue Sharing paving program, the City had
proposed to pave 21 miles of streets, but because of the favorable bid received, that over
25 miles of streets were paved, leaving less than three miles unpaved, which were encum-
bered by drainage problems or other difficulties.
'The Mayor further stated that the costs of any. additional paving were to be assessed
to the abutting property owners.
Reverend Jones stated that the committee present was proposing the concept change
in the Charter to be placed on a referendum ballot, and further, that he end,the committee
were representing organizations as follows:

Consideration was given to single member districtS, and discussion of candidates
being required to reside in a district and whether to be voted on by electors only frOm
that district and whether voted on by all the electors at large.
The Commission authorized the City Attorney to prepare several proposals that
could be considered for placing on Ehe next election for a straw ballot, which would give
direction to a Charter Revision Committee which could be appointed as a result of said
election.
