The City~Commission of the City of Sanford, Florida, met in Regular Session in
the'i~%tyHall in the City of Sanford, Florida, at 7:00 o'clock P. M. on September 8, 1980.

The meeting was called to order by the Chairman.
The Commission presented Mr. A. Robert Kelly, Public Works Director, with a plaque
for 25 years service to the City as Street Superintendent, Refuse Superintendent and Public
Works Director.
A public hearing was held to consider application from Tenneco Oil Company for
Package Sale of Beer and Wine at 1800 French Avenue, in accordance with notice dated Aug-
ust 28, 1980, as follows:

NOTICE IS HEREBY GIVEN IN ACCORDANCE WITH CHAPTER 3, Section 3~4 of
the City of Sanford Code that a Public Hearing will be held at 7:00
o'clock P. M. in the City Commission Room, City Hall. to consider a
request for the package sale of beer and wine.
Provisions of said section require a notice to be directed to existing
businesses already established for the package sale of beer and wine
located within 500 feet of the proposed establishment of the applicant.
Date of Public Hearing: September 8, 1980.

The City Clerk submitted a map reflecting that the Lil Champ Food Store at 1920
French Avenue is an established vendor located within 500 feet of the petitioner.
Commissioner Stenstrom moved to deny the request. Seconded by Commissioner Farr
and carried.

~ WHEREAS; House Bill4-D of ~he l~80.session of the
Florida Legislature, and referred to as the "TRIM law", will
affect delays in final determinations of tax assessments on
real property; and,
WHEREAS, Senate Bill I8-E of the 1980 Florida Legis-
lature changed the circumstances in which the TRIM law will
affect delays in final determinations of tax assessments on
real property, and further provided that no millage shall be
levied on real property until a resolution or ordinance has
been approved by the governing board of the tax authority, and
the final determination of tax assessments has not been made
due to the provision of the TRIM law; and,
WHEREAS, Senate Bill 18-E authorizes municipalities
to re-adopt its prior year adopted final budget and expend
monies based on said budget until such time as its tentative
budget for the fiscal year beginning October 1, 1980 and ending
September 30, 1981 is adopted, and the City Commission having
determined that the budget for the next fiscal year can not
be adopted prior to October 1, 1980;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA, that the budget of revenues
and expenditures and the capital budget for the City of Sanford,
Florida, for the fiscals;year beginning October 1, 1979 and
ending September 30, 1980, be and the same is hereby re-adopted
until such time as its tentative budget is adopted, pursuant
to the terms and provisions of Senate Bill 18-E, Laws of Florida,
1980.
BE IT FURTHER RESOLVED that from October 1, 1980 until
such time as the budget for the fiscal year beginning October 1,
1980 and ending September 30, 1981 is adopted, the City Clerk is
hereby authorized to expend monies based on the budget for the
current fiscal year.
BE IT FURTHER RESOLVED that this Resolution shall
become effective as of the first day of October, A.D., 1980.

introduced, placed on first reading and read in full at meeting of August 25, 1980, was
next placed on final reading. After being read by title, the Chairman announced that the
Commission would hear from those persons present to speak in favor of, or in .opposition
to, the proposed ordinance. No one appeared.
Commissioner Stenstrom moved on the passage and adoption of Ordinance No. 1524.
Seconded by Commissioner Fart and carried.
Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 1524, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING ORDINANCE NO. 621 OF SAID CITY, AS
AMENDED, SAID ORDINANCE BEING A POSITION
CLASSIFICATION PLAN FOR THE EMPLOYEES OF THE
CITY OF SANFORD, FLORIDA, SAID AMENDMENT
PROVIDING FOR SEVERABILITY. CONFLICTS, AND
EFFECTIVE DATE.
The City Attorney submitted four proposals for a Straw Ballot for the December 2,
~80 election, as follows:
Are you in favor of the City Commission being comprised of
five members, consisting of four commissioners and a Mayor,
with the four commissioners and the Mayor being elected at
large, without any residency requirements as~to districts.
(This is the present system in effect since 1972)
Are you in favor of the City Commission being comprised of
five members, consisting of four commissioners and a Mayor,
with the four commissioners and the Mayor being elected at
large, but with the requirement that each commissioner
reside in a separate district.
Are you in favor of the City Commission being comprised
of five members, consisting of four commissioners and a
Mayor, with the four commissioners being elected on a
district basis, and the Mayor being elected at large.
Each of the four commissioners elected on a district
basis must be a resident of the district, and would
be elected by the voters of that particular district.
Are you in favor of the City Commission being comprised
of seven members, consisting of mix commissioners and a
Mayor, with four of the commissioners being elected on
a district basis and the remaining two commissioners
and Mayor being elected at large.
Each of the four commissioners elected on a district
basis must be a resident of the district, and would
be elected by the voters of that particular district.
Reverend Amos Jones, Dr. J. C. Ringling, 'Ms. Marie Smith, Ms. Sandra Gaines and
Dr. Velma Williams were present to discuss the proposals.

The Mayor reiterated that there is not enough time before the December 2 election
to appoint a Charter Revision Committee, get their recommendations and place a proposal
for districting on the ballot to revise the Charter, to be voted upon by the citizens of
;anford. He stated that the results of the "Straw Ballot" would provide guidance to a
]hatter Revision Committee, which could be appointed at a later date to consider revising
:he Charter.
After discussion, Commissioner Morris moved to place the four proposals on the
December 2, 1980 ballot for a "Straw Vote',. Seconded by commissioner Stenstrom and carried.
Commissioner Morris moved that in order for the Commission to appoint a Charter
Revision Committee, the question of maintaining the status quo method of the election of
Commissioners must receive less than a majority vote.

The City Manager submitted minutes of the August 27, 1980 meeting of the North
Seminole 201 Regional Sewer Plant Committee. Commissioner Morris moved to authorize the
City Manager to proceed to initiate applications for federal grants to increase the Sanford
Sewer Plant to a 42,000 population equivalency and to undertake the planning and initial
steps to fund same, in emtimated total amount of 2.4 million dollars. Seconded by Commis-
sioner Fart and carried.
The City Manager reported that the County had requested a response from the City,
to their proposal to drop the 12¢ road ad valorem tax and go to a municipal service dis-

The City Manager reported that the amended Comprehmnsive Development Plan can be
adopted on September 22, 1980. Commissioner Stenstrom moved to authorize a public hearing to
be held September 22, 1980 to consider same. Seconded by Commissioner Morris and carried.
The City Manager reported that the agreement for use by the Men's Softball Asm. o-
ciation of the. Pinehurst Park will expire soon and recommended it be cancelled and rewritten,
if they wish to continue using the field. ~The Commission authorized City Staff to prepare a

The City Manager reported that the owner of property at 405 South Myrtle Avenue,
Condemnation Report No. 80-955 and 407 South Myrtle Avenue, Condemnation Report No. 80-956,
has donated bolth structures to the Sanford Housing Authority for their rehabilitation program,
and that the Sanford Housing Authority will move them from the lots as soon as they locate and
purchase new sites. On recommendation of the City Manager, Commissioner Stenstrom moved to
authorize a 60 day time extension to relocate the struCtures. Seconded bY Commissioner Keith
and carried.
The City Manager submitted a letter, stating the concurrance of the.First State Bank
of Miami, owner, for the vacating of the Plat of Ridgewood Estates as~requested by Hatter, Inc
Commissioner Stenstrom moved to remove from table, consideration of vacating the Plat of
Ridgewood Estates. Seconded by Commissioner Keith and carried. Commissioner Morris moved to

and 814 Elm Avenue, owned by Mr. and Mrs. Tyrus Sheehan.
The City Manager reported that HB 4D (Chapter 80-274, Laws of Florida) permitted
municipalities to increase occupational license tax rates. On recommendation of tke City
Manager, the Commission authorized to keep the occupational license fees at the present rates.
