The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida at 7:00 o'clock P. M. on September 22, 1980.

The meeting was called to order by the Chairman.
Mike Cyle, President, Sanford-Seminole Jaycees, appeared to submit a report on the
activities of the Jaycees and stated that a member of the Jaycees would attend each Commis-
sion meeting.
Tom Binford, 409 Sheoah Boulevard, Winter Springs, representing Central Florida
Bench Company, appeared to request permission to place one bench at each bus stop in Sanford
and to sell advertising space on the benches. He stated his company would keep the area
around the benches mowed and cleaned, would provide a $500.00 Performance Bond, provide
$300,000.00 Liability Insurance, re-locate any particular bench if requested, and would
remit to the City a fee of $1.00 per month per bench.
Commissioner Morris moved to authorize the City Attorney to prepare the proper
ordinance to amend the City Code Section 22-16 (c) and Section 22-16 (t) to permit bench
signs. Seconded by Commissioner Farr and carried.
Request to use a mobile trailer sign submitted from Budget Optical 2544 South
French Avenue, for a Special Promotion - Sale, from October 1 to October 31, 1980. Commis-
sioner Stenstrom moved to authorize same. Seconded by Commissioner Morris and carried.
Commissioner Stenstrom moved to remove from table, consideration of Ordinance
No. 1522, to vacate the Plat of Ridgewood Estates.

The Mayor reported that Mr. Bob food, 120 Lake Mary Boulevard, Sanford, !i.had asked
to be considered as the businessman appointee of tha Code Enforcement Board. The Commission
took same under advisement.
On motion of Commissioner Morris, seconded by Commissioner Fart and carried, min-
utes of August 18, 28, 25 and September 8, 1980, were approved.
Letter submitted from the State of Florida Department of Community Affairs stating
that Sanford had received a grant in amount of $3,040.00 for sidewalk ramps at scheduled
intersections.
A copy of the Holiday Schedule from the Policy Manual was submitted, and a memo
from the City Manager that Commissioner Fart had asked the Commission to consider a request
to permit city employees to work November il, a regular holiday, and to have off in exchange
the day after Thanksgiving, or to consider if the employees, could have all three days off.
The City Manager stated that the salary cost fdr one day is $6,293.77, and that the Fire, i
Police and Utility Plant Department personnel who work shift work would not receive an addi-
tional day because theyl get an extra week of vacation .!time in lieu of holidays.
Commissiomer Fart moved to authorize Friday, November 28, to be a holiday in lieu
of Tuesday, November 11. Seconded by Commissioner Stenstrom. Motion failed to carry over
dissenting votesof Commissioner.Morris, Commissioner.Fart ·and Commissioner~ Keith.
Commissioner Fart moved to authorize Friday, November 28 as a holiday for non-

The City Manager reported tha~t the State of~Florida Department of.~ansportation
will install new traffic lights at Park Avenue and 25th Street, with the City to provide

ThE next item of business was consideration of a franchise agreement with~;.Florida
Power and Light Company. The City Manager reported a copy of the proposed franchise had been
submitted at the meeting of September 8, 1980. On recommendation of the City Manager, Com-
missioner Fart moved to autha~ize the City Attorney to prepare the proper ordinance to adopt
the franchise as submitted, and to authorize a public hearing to be held October 27, 1980 to
consider the adoption of same. Seconded by Commissioner Morris and carried.
The City Manager reported that Mr. and Mrs. Otto McDaniel had requested the City
to vacate a 20 foot utility easement on Lots 12 and 13, Block Y, Town of Sanford, which they
granted to the City on September 5, 1979, saLd easement being recorded in ORB 1243, page 0155
Public Records of Seminole County, Florida. The?=City Manager stated that an abutting pro-
perty owner had refused to provide an easement, therefore the McDaniel easement could not be
used, and the sewer line was installed in the right-of-way of West First Street instead. On
recommendation of the City Manager, Commissioner Stenstrom moved to authorize a public hear-
ing to be held October 13, 1980 to consider vacating the easement as requested. Seconded
by Commissioner Fart and carried.

The City Manager reported the City had requested bids for cabinets in the sewer
plant laboratory, for bid opening September 3, 1980. He stated the bids were not opened
becausethe.gpecifications were re-written, re-bid invitatinns sent to the same firms for bid
opening September 19, 1980. At bid opening of September 19, only one bid in amount of
~5,200.00 was received, from James Lee, Inc. On recommendation of the City Manager, Com-
missioner Morris moved to reject all bids and purchase ready made units to be installed by
the city, with material cost quoted in amount of $1,690.57. Seconded by Commissioner Keith
and carried.
The City Manager submitted a request from Mr. W. H. Voyles, 2341 East Celery Ave-
nue, for water service at that address. He stated it is outside the~.City Limits, and there
is a 6" water main on the.~Northi~side of SR 415. Commissioner Stenstrom moved to approve the
request, upon payment of thle standard connection fee. Seconded by Commissioner Keith and

The City Manager reported that preliminary census figures for Sanford have been
revised to 22,338, and that figure is not final.
The~City Manager reported that Judge Dominick Salfi had requested to use the.~City
Commission Chambers on June 29, 30 and .July 1, 1981, for Fif]~ District Court of Appeals.

The City Manager submitted a letter from Mr. Mark E. Keane, Executive Director,
International City Manager's Association, requesting the city to join and support Ehe Pro-
duct and Information Network for Local and State Governments. He stated it would provide
practical information to local governments about products in common use, the subscription
for the first year would be $995.00, with a 30% discount On the fee the second year, and a
10% discount thereafter. Commissioner Farr moved to decline to join. Seconded by Commis-
sioner Stenstrom and carried.

I have reinspected the properties at 800 and 814 Elm Avenue withi¥.Mr. Sheehan
and the following report is submitted:
814 - Ail '~housing violations have been eliminated from t~ structure.
The grounds still require a cleanup and Mr. Sheehan said it would
be cleaned and sodded.
800 -The dangerous .vent stack has been removed, but no other improve-
ments due to the concentration of effort on 814. There is still
considerable interior work to be accomplished and I believe Mr.
Sheehan is sincere in his desire to do it correctly and expeditiously.
I recommemdthat 814 Elm Avenue be removed from the condenmation list and a
60 day extension be granted for 800 Elm Avenue to allow completion of re-
novation, conditional to grounds being maintained and debris being removed
prior to unsightly and dangerous accumulation.
