The meeting was called, to order by the Chairman.
A public hearing was held. in accordance with notices authorized at meeting of Sept-
ember 22, 1980, to consider condemnation of nine structures on Condemnation Group 60.

ford. Avenue, Condemnation Report No. 80-969, appeared and stated, she has begun repairs to
the property.
Ms. Marie Smalls, 127 Krider Road., Sanford, representing Mrs. Cora Johnson, 40
South 12th Street, Newark, New Jersey, owner of property at 1100 Pine Avenue, Condemnation
Report Number 80-965, appeared and stated the owner had authorized, her to have the City de-
molish the house on the corner of the property.
After consideration, Commissioner Fart moved that finding the buildings under Con-
demnation Reports Numbers 80-962 through 80-970 to be unsanitary, unsafe and delapidated,
that said structures be Condemned and the owner given 90 days in which to repair or demolish
said structures;and if the structures are not repaired or demolished within 90 days, to au-
thorize the City to demolish same and levy a lien against the property. Seconded. by Commis-

Mr. Mel Mendich, General Partner, Mod Properties, 51 Park Roads Scar~dale, New York
appeared and stated Mod. Properties owns approximately 65 acres of this property and. requested
that the six acres one'he entrance road by Airport Boulevard be rezoned to GC-2 instead of
MR-i, and that the portion advertised to be rezoned to MR-1 be rezoned to MR-2. The City
Attorney stated that the property could not be rezoned to MR-2, a less restrictive zoning, un-
less another ad. is published and another public hearing held, to consider the MR-2 zoning.

Request submitted from John F. Kurzon, Inc., to install water lines and service
meters on Belle Avenue, Lots 17 through 20 and 29 through 32, Palm Place. John Kurzon was
present to support the request. The City Engineer reported that the logs are outside the City
Limits, to provide water for them, it would be necessary to install additional water lines,
which still would mot provide for future expansion or fire service. The City Manager reported
the water system in the area is weak, it needs to be looped and redesigned for fire mains, and
the area annexed. He further stated that the property can not be annexed, because it-isnot
tiguous to the City Limits. On recommendation of the City Engineer and the City Manager, Com-
missioner Keith moved to deny the request. Seconded by Commissioner Fart and carried.
Mr. Kurzon stated he had encountered several problems with the City Engineer's Off-
ice, as follows:
1.
City Maps showed sewer line and water line in Celery Avenue Addition,
which could not be located and he had to install the lines, which cost
him $2,391.00.
2. Water meters were installed in the wrong place, and he had to move them,
which cost him $100.00.
3. He ~ad installed water taps and sewer taps, and was suPp'osed to be re-
funded $85~.00 for eadh water tap and $50.00 for each sewer tap, for a
total of $925.00, but the Engineering and Utility Department had said
he was due a refund of only $300.00.
He further stated he had lost over $4,000.00 on the houses on Cypress Avenue and Pine Avenue.
The Commission authorized the City Manager and the City Engineer to meet with Mr.
Kurzon to resolve the problems, and if they could not be resolved to everyone's satisfaction,
to come back tb the Commission.
Requests next submitted for variance of the City Code Article V, Section 4, SR-2
District, sub-section D, Density Controls, (1) d, which requires mobile homes to be set-back
at least 25 feet from property lines, from mobile home park owners as follows:

The City Manager reported that most of the trailers in the Dreamwold Mobile Home
Park are in violation of the law and some are on the public ~:?right-of-way; and that the trails
ers were very nearly in the same locations when the park was annexed, and that moving the
trailers back to comply with the law would eliminate approximately 80% of the trailer spaces.
The City Manager further reported that trailers and built-on structures in the Park
Avenue Trailer Park appear to all be up to the private property line and some on public right-
of-way; and that moving all units back to comply with the law would reduce the number of spa-
ces by approximately one-third.
Commissioner Farr moved to waive the Zoning Ordinance Article V., Use Provisions,
Section 4. SR-2 (Mobile Home Residential Dwelling) District,, Sub-section Do, Density Controls,
paragraph (1) Mobile Home park, sub-paragraph D. Minimum yard requirements: (a), and permit
trailers and attached structures in existing trailer parks to be within 25 feet of the pri-
vate property lines, as long as the trailers and or structures are not located on public
right-of-way, nor create a traffic hazard· Seconded by Commissioner Keith and carried.

amendments to the Sanford Local Option Ordinance, to conform with recent changes in the State
Statutes, as follows:
1. Section 1.003 of the present Ordinance has been changed
to ref~ ct the changes brought about by the new Section
447.603 F.S. The changes deal with the composition of the
Commission. The Ordinance has been changed to read that
one member of the Commission must be an employer representa-
tive and one member must be an employee organization repre-
sentative. Further, no member of the Commission can be
employed by any governmental unit of the state or by an
employee organization. Section 1.004(8) has been added
to reflect the fact that the provisions of th'e State
Administrative Procedure Act will apply to the Commission.
This provision is likewise dictated by Section 447.603~.F.S.
2. Section 1.012 of the present Ordinance has been changed
to reflect the changes brought about by Section 447.403 F.S.
These changes involve the resolution of impasses and. provide
for different time limits with respect to actions on the
reports of special masters. In addition, a new section
1~012(4) (e) has been added to provide that any legislatively
imposed condition are effective for the first fiscal year
which was the subject of the negotiations. Further, clauses
such as a duration clause or a recognition clause cannot be
imposed by the legislature.

Letter submitted from Philip T. Sciortino, 2012 Mosher Drive, Orlando, Florida, re-
questing that the City clear the title to property for which'he submitted a bid, accepted by
the City. Said property described as follows:

of Seminole County, Florida.
He stated that he had been unable to obtain title insurance through two different agencies.
The City Attorney reported that in order to clear the title, the City would have tc
obtain a release from all owners of property in Country Club Manor Unit 1, and that it was
doubtful this could be accomplished. He stated that other measures to clear the title would
be more expensive than the property was worth. On recommendation of the City Attorney, Com-
missioner Fart moved to authorize the refund of binder in amount of $180.00 deposited by Mr.
Sciortino, and to withdraw from the sale of this property. Seconded by Commissioner Keith
and carried.
The City Manager reported that Mr. Warner has agreed to sell at the appraised value
3.4 acres of property needed for the expansion for the Regional Sewer Plant, if the City will
authorize a current outside apPraisal, with recent sales considered. On recommendation of th~
City Manager, Commissioner Fart moved to authorize the original appraiser to bring~the app-
raisal up .to date. Seconded by Commissioner Keith and carried.

The City,i~nager reported that the East Central Florida Regional Planning Council
has been revised and restructured to comply'with the new Regional Planning Council Act which
was passed in the last session of the Florida Legislature and which stipulated that each memb~
er municipality may appoint one voting representative, and that this representative is not re-
quired to be an elected official. The City Manager further reported that Commissioner Morris
was the Sanford representative, but has submitted his resignation f~rom the City Commission.

The City Manager reported that the State of Florida Department of Community Affairs
has completed a salary survey and submitted a table of salary allocations to make the city
scale comparable to the area average, and computed costs of changes for same, if effective
January 1, 1981. Commissioner Keith moved to table consideration of same until October 27,
1980. Seconded by Commissioner Fart and carried.
The City Manager reported that Ms. Gale Gilchrist, 906 Holly Avenue, had signed two
lot mowing complaints against Lots 1 and 2, Block 11, Tier 11, A. C. Martin's Addition, PB 1,
pg 98, Public Records of Seminole County,Florida, but that theund~brush was very heavy and
the lots required land clearing, which the City does not perform on private property, and
that same was explained to Ms. Gilchrist. He further stated that he had received a letter
from Central Florida Legal Services, Inc., asking the City to take necessary steps to correct
the condition. On recommendation of the City Manager, the Commission authorized not to per~(
form land clearing functions on private property, as set forth in City Policy~ and to author-
ize the City Manager to notify Central Florida Legal Services, Inc., of same.
The City Manager submitted a tabulation of Central Florida cities reflecting that
15 o 16 cities elected their commissioners at large.
The City Manager reported that there are 96 bus stops in the City, so a total of
192 benches would be required; and that 112 are in business areas and could have advertising
on them. He stated that since the purpose is to provide the benches for the public at the
bus stops, benches would be required at all stops,~ but advertising would only be placed on the
benches in non-residential areas.
The City Manager submitted costs for a flashing school crossing signal at 15th
Street and Sanford Avenue, as follows:
a. Ground mount - both sides - total materials: $640.49.
b. Overhead mount - total am terials: $4,715.94.
Commissioner Keith moved to authorize the purchase and installation of ground mount flashing
signs on both sides of Sanford Avenue, ~nd transfer from Contingency in. amount of $641.00.

The City Manager reported that the State of Florida.Department of Natnmal Resources
has accepted all preconstruction documentation and has authorized the City to proceed with
Grant FRDAP#6-45-4 in amount of $50,000.00 for development of Starke Memorial Park on West
Sixt~ Street.
The City Manager reported that the U. S. Department of Housing and Urban Develop-
ment had approved but not funded an application from the Sanford Housing Authority for a
grant for 74 units of low-income public housing for thei, elderly.
On recommendation of the City Manag~, Commissioner Keith moved to authorize Strom-
berg-Carlson to use the Civic Center with alcoholic beverages on October 18, 1980, with pay-., .
ment of $250.00 fee. Seconded by Commissioner Farr and carried.
