The City Commission of the City of!S~nford., Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on November 10, 1980.

The meeting was called to order by the Chairman.
Request for a time extension submitted from Ms. Violetta Williams, owner of proper-
ty at 615 Park Avenue, Condemnation Report No. 80-953, Group 58. On recommendation of the
Minimum Housing Code Inspector and the City Manager, Commissioner Stenstrom moved to author-
ize a 90 day time extension for same. Seconded by Commissioner Keith and carried over dis-
senting vote of Co~aissioner Farr.
Recommendations dated. November 7, 1980 submitted, from::'the Planning and Zoning Com-
mission as follows:
RECOMMENDATIONS
1. Recommend. approval of a final replat of vacated Terrace Drive and
lots 5 thru 25 and lots 35 thru 42, Geneva Terrace amended Plat.
Rep. - Bob McKee.
2. Recommend. approval of four final plats of 95 lots for Hidden Lake
Phase II, Units 2, 3, 4, & 5. Rep. - Bill Goodman.
Commissioner Fart moved to table consideration of the replat of Geneva Terrace un-
til a representative is present. Seconded by Commissioner Stenstrom and carried.
The City Manager reported that the Planning and Zoning Commission had approved the
four final plats for Hidden Lake Phase II, Units 2 through 5, subject to Engineering approval
however, no engineering plans had be~n submitted.. On recommendation of the City Manager, Com-
missioner Stenstrom moved to table consideration of the plats. Seconded by Commissioner
Keith and carried.
Requests submitted to use mobile trailer signs as follows:
a) Nice Day Coin Laundry, 310 South French Avenue, for 90 days
for a Special Promotion and Grand Opening.
b)Carolyn's Seconds "To Go", at Fairway, 2678 Orlando Drive, for
90 days for a Grand Opening.
c) Carefree Florist and Garden Center, 2397 South French Avenue
from November 15, 1980 through January 15, 1981, for a"Special
Promotion - Thanksgiving-Christmas".

Commissioner Farr moved to approve the plat of The Terrace, and .authorize the Mayor
and City Clerk to execute same, and to authorize Mr. McKee to pay an equal portion of the to'
tal amount~of $18,174.00 each time a building.permit is obtained for construction in The Ter-
race, in lieu of donating land for open space to the City. Seconded by CommisSioner Keith
and. carried.
The City Manager reported that on November 6, 1980, the Civil SerVice Board certi-
fied. Assistant Fir, e Chief W. C. Gailey as eligible for the position of Fire Chief and waived
any requirement for an exam. Commissioner Stenstrom moved, to appoint W. C.. Gailey as Fire
Chief, effective January 8, 1981. Seconded by Commissioner Keith and carried.
The City Manager reported that William A. Moore had resigned from the Sanford Local
Option Public Employees Relations Commission. ~
The City ManageK submitted a tabulation of bids for painting and maintenance of the
French Avenue elevated water tank as follows:

On recommendation of the City Manager, Commissioner Stenstrom moved .to reject the bids and to
authorize to re-bid next year, together with the elevated water tank on Mellonville Avenue.
Seconded by Commissioner Farr and. carried.
On recommendation of the City Manager, the Commission authorized the Mayor to exe-
cute a Negotiated Settlement Agreement with the Equal Employment~Opportunity Commission in be-
half of Nathaniel White.
Commissioner Keith moved to authorize salary reclassification for james Moble, Po-
lice, from Communications Operator E to F, $11,435.90 annual. Seconded by Commissioner Fart
and carried.
On recommendation of the City Manager, Commissioner Farr moved to reduce the gas al-
lowance formula paid to city employees driving private vehicles for city work, from 75% of
$1.20 per gallon to 75% of $1.16 per gallon. Seconded by Commissioner Keith and carried.
The City Manager reported that the Governor has appointed City Attorney C. Vernon i'
Mize, Jr., as a Circuit~TCourtJudge. The City Attorney reported he will probably be invested
December 29 or 30, 1980.
The City Manager reported that former Cormnissioner Morris was a member and chairman
of the Regional Sewer Plant Committee, and the Commission needs to appoint a replacement. The
Commission took no action.
The City Attorney was authorized to prepare a resolution setting the 1980-81 millage
at 5.639 mills.
The City Manager submitted a report showing square footage of homes constructed in
SR-1 zones since January 1, 1979, ranged from 932 square feet to 1,596 square feet. Commis-
sioner Fart moved to authorize the City Attorney to prepare the proper ordinance to amend the

On recommendation of the City Manager, Commissioner Fart moved to authorize salary
reclassification for Joe Dillard from Police Sergeant C to Dj $15,409.86~annual. Seconded by
Commissioner Stenstrom and carried.
_Request submitted to leave on a light during the winter months, in the parking.lot
behind the Chamber of Commerce Building. Commissioner Keith moved to table same. Seconded
Commissioner Farr,.and carried.
The City. Manager reported that Mrs. Grosser, 2402 Summerlin Avenue, had donated an
electric organ to the.City, which will be moved to the Civic Center on November 18, 1980.
Commissioner Stenstrom .moved to authorize a letter to Mrs. Grosset, thanking her for her d.o-
nation. Seconded by Commissioner Farr and~carried.
