MIDSTATE LEGAL SUPPLY COMPANY
The City Commission of the City of Sanford, Florida, met in Special Session in the
City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on November 20, 1980.

The meeting was called to order by the Chairman, who announced that the purpose of
the meeting was to consider a course of action to stop City Chemicals Industries, Inc., 3920
Forsyth Road, Orlando, Florida, from depositing drums containing industrial chemical waste on
property leased, from SEEDCO, ~at Jewett Lane and Airport Boulevard. and. to require the company
to remove the approximately 2,300 containers already on the site.
The City Manager showed, slides of the barrels with the labels on them and stated
that the content of each particular barrel is unknown, but the company has a list of what is
supposed to be in all the containers. He said that according to the labels, flammable and
combustible wastes are bound together, on the same pallet. He stm ted. that officials from the
Department of Environmental Regulation and. the Environmental Protection Agency had inspected
the site and recommended the Commission join the Florida Department of Environmental Regula~'.~
tion in legal actions they have concluded are necessary.
Alex Senkevich, District Manager, Florida Department of EnvirOnmental Regulation,
Orlando Division, stated, that the Department of Environmental Regulation Attorney in Tallahas
see will, on November 21, 1980, file to request an injunction to.have the barrels removed and.
no more brought to the site, to require a security guard on site, and other safety precautions

Richard Ferrozzoulo, U. S. Environmental Protection Agency, Uncontrolled Sites Sec-
tion, Atlanta, Georgia, appeared and stated he had inspected the site and will discuss his
findings with Environmental Protection Agency Attorneys and. his superiors in Atlanta and they
will decide whether or not the site is a danger to the public. He further stated he did not

Senator John Vogt asked if the Environmental Protection Agency has the authority to
regulate the storage site, the type of containers used for storage, and if all containers are
in good. condition, and. also is the operator required to obtain a permit.
Mr. Ferrozzoulo stated, that the Environmental Protection Agency has the authority to
regulate the site; the operator is required to obtain a permit, and to have guards, fences,
alarms, etc. on site, and also is required to conform to all local rules, regulations and
ordinances.

The City Manager was authorized, to inform SEEDCO that the City desires them to con-
tinue efforts to terminate the lease of their property to City Chemicals Industries, Inc.
David Kirchoff showed, a petition which he said. was signed by 130 people living in
the immediate area of the chemical storage site, requesting the City to continue efforts to
have the chemicals removed.
There being no further business, the meeting was adjourned.
